The city is in good financial shape. Mr. Pace provided an overview of this evening's budget presentations. He turned the time over to Mayor Zoltanski. Mayor Zoltanski welcomed the public and department staff to this evening's workshop. Tonight's budget preview will provide you with an overview of the FY 2026 budget. She spoke about shared goals and the importance of providing excellent core services. The city staff is constantly evaluating the services. She spoke about the impact of rising costs on the FY2026 budget. Our city's economic position is strong and Sandy will continue to be a top tier city. She provided a brief overview of the capital projects currently underway: Fire Station 31, the Monroe Street project, the Alta Canyon rebuild, and the Pace of Progress General Plan. The City has maintained its AAA bond rating. She spoke about fiscal responsibility and maintaining our core services without raising property taxes. Sandy City, Utah Page 2 Printed on 4/17/2025 City Council Meeting Minutes March 18, 2025 1. 25-069 Administrative Services Department presenting a preview of the Fiscal Year 2025-2026 budget Attachments: Council Budget Preview Mar 18 2025 The Administrative Services Director provided an overview of this evening's presentations to the Council. Dustin Fratto, Council Director, reviewed the City Council's Top Budget Priorities for FY 2026. Earlier this year, the Council held two budget priorities workshop and developed their top budget priorities for FY 2026. The budget priorities were adopted by the Council by resolution at the February 25, 2025 council meeting. Mr. Fratto provided an overview of the Council's budget priorities: Economic Development, Employee Satisfaction, Community Safety, Quality of Life, and Fiscal Health. Brian Kelley, Administrative Services Director reviewed the Guiding Financial principles of Sandy City. Service, efficiency and economy, generational fairness, taxes vs. fees, and maintaining reasonable fund balances. He reviewed the city's revenue policies, financial structure and the budget history. He provided a budget outlook and economic trends, challenges, and strategies for Fiscal Year 2026. Council questions occurred throughout the presentation. James Sorensen, Community Development, provided an update of projects occurring in the city, outside of the Cairns area. Currently there are approximately 60 projects underway in the city. He reviewed the details of some of the projects: Little Cottonwood East subdivision, senior housing subdivision, the Ridge of Dimple Dell, Alta Parks subdivision, Orchards at Dimple Dell, Hale Centre Theatre additional complex, Fire Station 31, Trans Jordan waste facility, Cypress Credit Union, and the Waterford School expansion. Kasey Dunlavy, Economic Development, said our business economy in Sandy is healthy. Next month, I will be presenting a year in review to the Council. Over 2,000 building permits were issues last year in Sandy City. He reviewed Cairns area projects currently underway: the Gardner project, Centennial Village, Red Sky, Summit, and the Wasatch Shadows project. Brian Kelley continued with his presentation. We have many city projects going on that are very exciting for the city. He then reviewed budget pressures, the impact of inflation, market volatility, and budget strategies. Katrina Frederick, Human Resource Director, presented on the City's employee compensation study and FY 2026 compensation plan next steps. The evaluation process considers many sources of data including turnover, economic, nation-wide public and private sector surveys and ULCT data. Ms. Frederick provided a detailed analysis and history on each data source. She reviewed the salary survey and takeaways which helps the city identify and ensure that our city's pay ranges are competitive with other cities. She also reviewed the Compensation Plan proposal and next steps. Council convened a recess at 6:57 pm Council reconvened at 7:09 pm. Sandy City Department Heads presented their FY 2026 budget priorities: Dustin Fratto, Council Director, presented the Council Office budget requests for FY 2026 Sandy City, Utah Page 3 Printed on 4/17/2025 City Council Meeting Minutes March 18, 2025 which included a position reclassification, and an increase to professional services. These increases will be offset by reductions in other expense areas. Mr. Fratto also requested funding a remodel of the chambers which would benefit and serve the meeting space needs for the entire city. Martin Jensen, Deputy CAO, presented budget requests for the Communications Department, Sandy Amphitheater, and the Sandy Arts Guild. Budget requests included the funding increased costs associated with the production and mailing of the city newsletter and a position reclassification. Lynn Pace, City Attorney, presented his department's budget requests for FY 2026. He requested two position reclassifications which included converting a paralegal position to a property/real estate manager position. Brian Kelley, Administrative Services, requested a position reclassification to adjust to current market salary and a boiler replacement in one of our facilities. Chief Greg Severson, Police, presented his department's budget requests which included the following: position reclassification, crossing guard, animal services FTE, technology upgrades, and adjustments for inflation. One time requests include fleet replacement and safety equipment upgrades. Chief Ryan McConaghie, Fire, presented his department's budget requests which include the following: overtime/gap pay, uniform and PPE, training, software upgrades, inflationary adjustments to department expenses. One time requests include PPE for new crew members, equipment replacement, and fleet replacement. Ryan Kump and Britney Ward, Public Works, presented budget requests which include the following: surveyor position, funding for road striping, budget reallocation, and a position reclassification. One time requests include funding for capital projects, fleet and equipment. Dan Medina, Parks & Recreation, presented his department's budget requests which include the following: field supervisor, staff salaries, increased expenses related to events and recreation leagues. He also requested funding for capital projects including costs associated with parks, irrigation, and facility rebuild James Sorensen, Community Development, presented his department's budget requests which include the following: position reclassification, technology upgrades, and adjustments for increased costs due to inflation. Tom Ward, Public Utilities, presented his department's budget requests which include the following: a 5.5% rate increase and funding costs associated with water purchases, well power and lights, line maintenance and repairs, irrigation assessments, SCADA system maintenance, meter maintenance, and adjustments for inflationary costs. One time and capital requests include well maintenance, fleet replacements, and mainline and equipment replacements. Kasey Dunlavy, Economic Development, presented his department's budget requests which include the following: future funding of Economic Development, budget reallocation, and the development of an economic strategic plan.
