Shane Pace, CAO, offered the Prayer. Council Member Aaron Dekeyzer led the Pledge. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair Aaron Dekeyzer invited the public to participate in General Citizen Comment. Ms. Cathy Spuck invited the community to attend an event of the Ham Radio Club this Saturday from Noon to 5:00 pm at the Sandy Senior Center. Public comment closed. Council moved to Item 4 on the Agenda. Council Business Consent Calendar Approval of the Consent Calendar A motion was made by Aaron Dekeyzer, seconded by Ryan Mecham, to approve the Consent Calendar...The motion carried by a unanimous voice vote. 1. 25-202 Trans Jordan Landfill requesting amendments to the Interlocal Cooperation Agreement to allow Herriman City to join as a Trans Jordan Member City. Attachments: Trans-Jordan Presentation Resolution 25-31C with Exhibits Item adopted. 2. 25-204 City Council authorizing the Chair to sign and submit, on behalf of the Council, a letter of recommendation in support of the Sandy City General Plan for the APA Daniel Burnham Award for a Comprehensive Plan Attachments: Letter of Recommendation Signed Letter of Recommendation Item adopted. This item includes: Resolutions 25-23C and 25-24C of Sandy City, adopting the annual budget for Sandy City and the Alta Canyon Recreation District for the fiscal year commencing July 1, 2025 and ending June 30, 2026; also establishing certain fees and charges in Sandy City for said fiscal year. Council Member Cyndi Sharkey presented her proposed amendment to the FY 26 Tentative Budget. Ms. Sharkey proposed lengthening the period of time for the proposed storm water rate hike over 15 or 20 years rather than the 10 year period of time proposed in the tentative budget. Council discussed the proposal, expressing support for the rate increase but also some concerns. A friendly amendment was offered by Council Member Robinson to set the period at 12 years. The friendly amendment was declined. Tom Ward, Public Utilities and Shane Pace, CAO, offered additional insight regarding the proposed storm water rate increase and the 60-40 split of the funds between capital infrastructure and operations. A motion was made by Marci Houseman, seconded by Brooke D'Sousa to set the storm water rate at $7.67 Council discussion on the motion followed. Council Member Sharkey discussed whether the 60-40 split between infrastructure and operations was needed or if that restriction could be changed. Dustin Fratto recommended adding clarifying language to the motion. His recommendation was accepted. A motion was made by Marci Houseman, seconded by Brooke D'Sousa to set the storm water rate at $7.67 and to direct Administrative staff to adjust the appropriation of storm water funds as staff deems appropriate to meet the projected revenues...The motion carried by the following roll call vote: Yes: 4 Zach Robinson Marci Houseman Cyndi Sharkey Brooke D'Sousa No: 3 Alison Stroud Sandy City, Utah Page 3 Printed on 7/31/2025 City Council Meeting Minutes June 24, 2025 Ryan Mecham Aaron Dekeyzer Council Member Aaron Dekeyzer presented his proposed amendment to the FY 2026 Tentative Budget. He recommended one time funding of a public art program. A motion was made by Aaron Dekeyzer, seconded by Ryan Mecham for a one-time funding of a public art program in the amount of $25,000...The motion carried by the following roll call vote: Yes: 4 Zach Robinson Alison Stroud Ryan Mecham Aaron Dekeyzer No: 3 Marci Houseman Cyndi Sharkey Brooke D'Sousa Public hearing comment period opened. Council Voting Items 4. 25-205 Administrative Services recommending consideration of Resolution 25-26C to transfer and reduce appropriations for the fiscal year commencing on July 1, 2024 and ending on June 30, 2025 Attachments: Resolution 25-26C Brian Kelly, Administrative Services Director, presented Resolution 25-26C to the Council. The purpose of this resolution provided for transfers within the FY 2025 budget line items in the Parks and Recreation Department. Council questions followed. Public comment opened. Public comment closed. This RDA Meeting includes consideration of the annual budget of the RDA of Sandy City, for the fiscal year beginning July 1, 2025 and ending June 30, 2026. Attachments: 06-24-25 RDA Agenda RD 25-02 Budget Adoption RDA Budget Narrative Sandy FY25 Annual Report RDA Board Presentation Sandy FY25 FINAL Annual Report 6.3.25 Minutes Council convened a meeting of the Redevelopment Development Agency and adjourned the City Council meeting at 6:45 pm. A motion was made by Aaron Dekeyzer, seconded by Ryan Mecham to convene a meeting of the Redevelopment Agency of Sandy City and adjourn the City Council meeting at 6:45 pm...The motion carried by a unanimous voice vote. The Redevelopment Agency meeting adjourned at 7:32 pm. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director, reviewed upcoming agenda items. Next week we will meet in the Multi Purpose Room and hold a housing workshop. Following the workshop, we will meet in the Chambers and will elect a new Council Chair and Vice Chair to a six month term. There is a Fire Department swearing in event tomorrow evening. Council Member Business Council Member Aaron Dekeyzer thanked Tom Ward for taking him on a tour of the Deer Creek water operations facility. He was looking forward to holding a Council workshop focusing on housing issues next week. The public is invited to attend. Council Member Alison Stroud provided an update on the Sandy Youth Council. We have 39 members this year and she was looking forward to working with the SYC this year. She attended the Shop and Stroll event at the center located at 9400 South and 700 East. It was a great event and she thanked Economic Development staff for sponsoring the event. Mayor's Report Mayor Monica Zoltanski spoke about the improvements at Bicentennial Park and invited the community to visit the park. She thanked the Economic Development team for coordinating the recent Shop and Stroll event. She mentioned an opportunity for residents to send a postcard to our new Sister City, Bucha, Ukraine. Following the CAO report, Council moved to Item 5 on the Agenda. The Council adjourned the City Council meeting and convened a meeting of the Redevelopment Agency. Adjournment Council unanimously agreed to adjourn the City Council meeting at 6:45 pm and convened a meeting of the Redevelopment Agency of Sandy City (Item 5 on the Agenda).
