Shane Pace, CAO, offered the Prayer. Council led the Pledge. Council moved to Item 1 on the Agenda. General Citizen Comment Period (No earlier than 6:00 PM) Council Chair D'Sousa invited the public to participate in General Citizen Comment. Henry Butters thanked Council Member D'Sousa for reaching out to him. He spoke about the neighborhood watch program, homeless issues and concerns with locations to park his semi truck. Darin Butler with the Sandy Library shared with the Council the many things offered at the library.He invited the community to come to the library to find out more about what the library has to offer. Public comment closed. Council moved to Item 4 on the Agenda. Council Business Special Recognition 1. 25-370 Council and Administration Joint Recognition of Wayne Niederhauser for his service to Sandy City Council and Administration held a special recognition honoring Wayne Niederhauser honoring him for his many decades of public service to the residents of Sandy and to the State of Utah. 2. 25-371 Administration and Council Joint Recognition Honoring Dan Medina, Sandy Parks & Recreation Director, for over 37 years of service to Sandy City Council and Administration recognized Dan Medina for over 37 years of service to Sandy City. Council and Administration wished Mr. Medina well in his retirement. Remarks from Council, Mayor and Dan Medina followed. Council Member Marci Houseman joined the meeting at 5:41 pm. 3. 25-372 Administration and Council Joint Recognition Honoring Police Chief Greg Severson for his 30 years of service to Sandy City Council and Administration honored Police Chief Greg Severson for thirty years of dedicated service to Sandy City. Council and Administration thanked him for his service and commitment to the Sandy community and wished him our very best. Sandy City, Utah Page 2 Printed on 1/14/2026 City Council Meeting Minutes December 9, 2025 Informational Items 4. 25-363 City Council Considering the Sandy City Preliminary Legislative Priorities for the 2026 Utah Legislative Session Attachments: Preliminary Legislative Priorities_Draft 2026 Preliminary Legislative Priorities_Final Mayor Zoltanski reviewed proposed legislative priorities with the Council. Lynn Pace, City Attorney, provided more detail and insight. He will be assisting in the legislative role this upcoming session on behalf of the City. Council feedback and discussion regarding the City's legislative priorities followed. The following legislative priorities were supported by the Council and Administration: 1. Maintaining Local Land Use Authority 2. Affordable Housing 3. Little Cottonwood Canyon Transportation 4. Wildland Urban Interface Fire Fees 5. Water Fees and Water Bills 6. Homelessness Funding 7. Municipal Property Taxing Authority 8. Trail Connections A motion was made by Zach Robinson, seconded by Brooke D'Sousa to approve the list of legislative priorities for Sandy City as discussed and amended at this evening's Council meeting...The motion carried by a unanimous voice vote. Following the motion, Council selected Aaron Dekeyzer, Cyndi Sharkey, Alison Stroud and the Council Director, Dustin Fratto, to represent the Council at the upcoming legislative breakfast. A motion was made by Brooke D'Sousa, seconded by Marci Houseman to select the following Council Members to represent the Council at the upcoming breakfast with the City's state legislators: Alison Stroud, Cyndi Sharkey, Aaron Dekeyzer...The motion carried by a unanimous voice vote. Sandy City, Utah Page 3 Printed on 1/14/2026 City Council Meeting Minutes December 9, 2025 5. 25-364 Interlocal Agreement between Sandy City and the Governor's Office of Economic Opportunity Attachments: Staff Report GOEO Sandy Interlocal Agreement Memorandum of Understanding LHM Kasey Dunlavy, Economic Development Director, presented an Interlocal Cooperation Agreement between Sandy City and the Governor's Office of Economic Opportunity ("GOEO"). This agreement allows the City to receive and utilize transient room tax-related revenues pursuant to Utah Code. These funds function as a pass-through to the Larry H. Miller Company for future stadium and infrastructure improvements at America First Field. The funds will go towards the design, renovation and construction of necessary upgrades of the 20 year old stadium located in Sandy City. Council questions followed. This is an information item and will come back to the Council at a future meeting for consideration and action. 6. 25-368 Police Department providing the Council with a presentation about policing in the Historic Sandy neighborhood Attachments: Historic Sandy Crime Statistics Jon Arnold, Interim Police Chief and Deputy Police Chief Cory Hess presented and reviewed crime statistics in Historic Sandy over the past five years. Crime in this area is dropping. Community involvement has been a key factor in the drop in theft crimes committed in this area. Police involvement and engagement, a greater outreach through social media and neighborhood watch groups have all contributed to lower crime in the area. They also spoke about the police involvement, specifically Detective Worwood, in the metro gang taskforce and the significant role he played in breaking up gangs in Historic Sandy area. Moving forward, the Police Department will continue to increase communication with the residents of the Historic Sandy area, have added camera surveillance in the area and will continue to work with the residents to address crime in the area. Council thanked the Police Department for their ongoing efforts on behalf of Sandy and Historic Sandy residents. Public Hearing(s) Sandy City, Utah Page 4 Printed on 1/14/2026 City Council Meeting Minutes December 9, 2025 7. 25-369 Public Hearing Regarding the Sale of Certain Real Property (Old Sandy City Fire Station, Hale Centre Theatre and Plaza, 500 W Industrial Corner, and Monroe Street Lot 3) Attachments: Property Disposition Details Draft Plaza Resolution Public Hearing: Dan Nelson, Real Property Manager for Sandy City, presented this item to the Council in a Public Hearing. No action from the Council is required. Mr. Nelson provided information and details on the proposed disposition of five Sandy City properties: 1. Old Sandy City Fire Station located at 9010 South 150 East 2. Hale Centre Theatre (HCT) and Plaza located at 9900 Monroe Street (2 parcels) 3. Parcel located at 9392 South 500 West 4. Lot 3 located at 9326 S. Monroe Plaza Way Mr. Nelson provided additional details regarding the disposition of the Hale Centre Theatre Plaza and resolution to close the Plaza for Public Use. Hale Centre Theatre is in the process of purchasing the Theatre, which includes two parcels: the theatre parcel and the adjacent plaza parcel. The City has determined the Plaza parcel is surplus, and must vacate the dedication of the Plaza for public use in order to complete the sale. HCT is paying off the bond obligation early and accelerating their purchase of the theatre and plaza. Council questions and comments followed. Public Hearing comment period opened. Brooke Christensen expressed support for HCT. This is a perfect example of how a private-public partnership should work. Steve Van Maren expressed concern regarding the $2 million in funds the City used to build the Plaza and spoke about the sale of the Plaza parcel. Public hearing comment period closed. Council moved to the Consent Calendar. Consent Calendar The Council removed Item 9 from the Consent Calendar to discuss a proposed amendment. The remaining items on the Consent Calendar were approved by the Council with a motion. A motion was made by Marci Houseman, seconded by Ryan Mecham to approve the Consent Calendar, Items 8 and 10...The motion carried by a unanimous voice vote. An amendment to Resolution 25-53C, changing the date of the September 2026 cancelled meeting to September 8th in lieu of September 29th was made by Brooke D'Sousa. A motion was made by Brooke D'Sousa, seconded by Marci Houseman to adopt Resolution 25-53C as amended...The motion carried by a unanimous voice vote. Standing Reports Agenda Planning Calendar Review & Council Office Director's Report Dustin Fratto, Council Director: Next week we will hold the fifth and final housing workshop in our series. The remaining council meetings in December are cancelled for the holiday break. He explained the tech issues that occurred during the prior meeting. The entire audio of the meeting was recorded and posted as our official record of the council meeting, and residents can go to our website to hear the recording. We experienced a glich in the video recording due to an issue Zoom experienced as a result of the cloud flare that occurred. Sandy City, Utah Page 6 Printed on 1/14/2026 City Council Meeting Minutes December 9, 2025 Council Member Business Council Member Zach Robinson thought the holiday dinner with Administration was a wonderful evening. The Light Up the Cairns was a great event. He thought the participation from the schools was especially meaningful for their families. Council Member Ryan Mecham thought the holiday dinner was a wonderful event and he enjoyed the evening. Council Member Marci Houseman thought the Light Up the Cairns event was a great event. She also attended the South Valley Chamber event which was well attended and a fantastic event. Council Member Brooke D'Sousa enjoyed helping at the Senior Center for their annual Thanksgiving luncheon. She provided an update from the Council of Governments meeting. She enjoyed the holiday dinner. It was a nice gathering to celebrate each other and recognize outgoing Council Members and retiring department heads. She attended the ULCT newly elected officials training which was very informative. Council Member Alison Stroud provided an update from the CDBG and Jordan River Commission committee. The holiday dinner and employee luncheon was fabulous. She enjoyed the Coffee with Cops and meeting residents. The Sandy Youth Council spent over three hours raking leaves at the Carmelite Monastery for their November service project. The SYC also helped at the Light Up the Cairns event doing crafts with our younger city residents. Council Member Aaron Dekeyzer provided an update from the Utah Foundation and spoke about the value derived from community and connections. Utah is ranked the 10th most charitable state in the country. He also spoke about the need to address campaign finance reporting criteria and oversight. He made a motion to add this item to the council agenda for next week. There was not second to the motion and the motion failed. Many Council Members expressed a desire to review and address this topic. Given that only one Council meeting remained for the year, they felt this topic should be addressed by the incoming 2026 council members. The Chair said the item was already placed on the agenda planning calendar and is planned to be discussed in January at the meeting on the 27th. Council Member Cyndi Sharkey thanked the Public Works staff for the recent leaf pickup. She spoke about a recent ribbon cutting she attended for a mirco brew in the Cairns area. Mayor's Report Mayor Zoltanski thanked Interim Police Chief Jon Arnold for his presentation. She recently attended the VIPS dinner who have provided over 2,100 hours of volunteer service to the City. She thanked all involved in the Light Up the Cairns event, the Kindness tree sponsored by the Sandy Ambassadors, and the Sandy Youth Council for volunteering and sponsoring a craft. She thanked HCT for hosting Sandy employees for their annual luncheon. She provided an update from the NLC conference, South Valley Chamber and WFRD meetings. She attended community events at Blessed Sacrament and ribbon cuttings for a local business. Recreation Center Construction Report Jetta Marrott with Parks and Recreation provided a weekly update on the construction of the new recreation center.
