A motion was made by Monica Collard, seconded by Dave Bromley that the
Planning Commission approve a Conditional Use Permit for Jennifer Whiting for
the property located at 9730 S. 700 E. Suite #110 to allow for a recreation center
(workout studio) to operate as described in the staff report due to the two findings
and three conditions listed in the staff report.

Doug Wheelwright presented this item to the Planning Commission.
Greg Miles, representing Waterford School, further presented this item to the Planning
Commission.
Doug Wheelwright explained he had a different understanding of the plan. He didn’t think
there would be ingress/egress into the new parking lot from 1400 E.
Cameron Duncan asked about school hours.
Greg Miles explained that school for all grades start at 8:30 am and that the morning
traffic would be around 8:00 am and then in the afternoon.

Annett Webster a neighbor to the proposed item explained that she is worried about
traffic on 1400 E.
Steve Van Marren explained that he doesn’t understand why people can turn left on 9400
S. at 1400 E. but not further east exiting out of the parking lot.
Rand Brown, owner of the medical building next to the proposed opening on 1400 E., is
concerned about traffic affecting his patients if they can’t come out of the entrance on
1400 E. due to stacking.

Michael Christopherson asked how Waterford plans to enforce the no left turn on 1400 E.
Greg Miles explained there are 53 parents that will be using this entrance and they will
send out letters, have one on one meetings and have staff at the entrance to prevent
parents from turning left on 1400 E.
Michael Christopherson asked if there will be incentive for other parents, outside of that
53 mentioned, to get to the other side of the school for the older grades.
Greg Miles explained that trying to go through the kindergarten line would only slow the
other parents because there is no space to pass and would need to wait until all the
kindergarten drop offs have been completed.
Monica Collard explained that she thinks it’s a good use of the land and agrees with the
two-way ingress/egress on to 1400 E.
Ron Mortimer explained his thoughts on how Waterford will be able to enforce traffic rules
for the proposed entrance.
Michael Christopherson asked Brittney Ward, City Traffic Engineer, to come up and
explain her thoughts on the traffic impact.

Brittney Ward, City Traffic Engineer explained that this neighborhood has a minimum of
500-1000 traffic trips and this proposed opening will not go over the minimum traffic trip
number in a day.
Jeff Lovell explained that he is glad to hear that the stacking doesn’t really go past the
medical office entrance and will be very manageable.
Dave Bromley explained that he understands that there is a concern with stacking for
people to turn left on 1400 E.
Annett Webster is worried that people will be coming to the school from the south using
1400 E.
A motion was made by Ron Mortimer, seconded by Monica Collard that the
Planning Commission determine that preliminary site plan review is complete,
based on this staff report, and the three findings and subject to the four
conditions detailed in the staff report.

minutes to speak. Comments which cannot be made within these time limits should be submitted
in writing to the Community Development Department prior to noon the day

Planning Commission applications may be tabled if: 1) Additional information is needed in order
to take action on the item; OR 2) The Planning Commission feels there are unresolved issues that
may need further attention before the Commission is ready to make a motion. No agenda item
will begin after 11 pm without a unanimous vote of the Commission. The Commission may carry
over agenda items, scheduled late in the evening and not heard, to the next regular scheduled
meeting.
