Electronic Meeting Planning Commission Chair Statement In accordance with, Utah Code 52-4-207(4) Open and Public Meeting Act, I have determined that to protect the health and welfare of Sandy citizens, an in person Planning Commission meeting, including attendance by the public and the Planning Commission is not practical or prudent. Considering the continued rise of COVID-19 case counts in Utah, meeting in an anchor location presents substantial risk to the health and safety of those in attendance because physical distancing measures may be difficult to maintain in the Sandy City Council Chambers. The Center for Disease Control states that COVID-19 is easily spread from person to person between people who are in close contact with one another. The spread is through respiratory droplets when an infected person coughs, sneezes or talks and may be spread by people who are non-symptomatic. It is my intent to safeguard the lives of Sandy residents, business owners, employees and commission members by meeting remotely through electronic means without an anchor location. Community Development staff are hereby authorized and directed to include a copy of the above notice with each Planning Commission agenda. Nick Duerkson said that this is a joint project where the wetland on Centennial Parkway is being relocated (and increased) near the Sandy Urban Fishery off of Shields Lane. Ron Mortimer opened this item for public comment. Kevin Beckstead lives in South Jordan and said he wants any and all wetlands to be approved. Steve Van Maren is in agreement with the plan. Ron Mortimer closed this item to public comment. A motion was made by Dave Bromley, seconded by Jeff Lovell, that the Planning Commission determine that the preliminary site plan review is complete for the proposed Sandy Urban Fishery Wetlands, located at 900 W. Shields Lane based on the three findings and six conditions listed in the staff report. SPR0803202 Summit II @ the Cairns Mixed Use Development--Additional Exceptions to 1-006124(2) the Cairns Design Standards 10281 S. Monroe St. [Community #9 - South Towne] Attachments: Staff report and materials.pdf Map.pdf Doug Wheelwright introduced this item to the Planning Commission. Ron Raddon said he's been working with staff for a while on this project. He spoke about the site plan and the requested exceptions related to the building setbacks and on-street parking along 10200 S. and Centennial Parkway. Ron Mortimer asked Ryan Kump about the impacts from the traffic study. Ryan Kump said the sidewalk is not the perfect width for the Cairns District but it is serviceable. An 8 foot sidewalk is more than what we traditionally have but based on the traffic study we need to accommodate for three lanes of traffic on both 10200 South Street and northbound portion of Centennial Parkway. Dave Bromley asked if the numbered of proposed parking stalls, now being deleted, was included in the report. Doug Wheelwright said it was not in the report. There were not a lot of parking stalls along the frontage because of the bulb outs on the corners and turn lanes and he believes there were six or ten on Centennial and 10200. Troy Wolverton said that Doug Wheelwright is correct and they had to eliminate half a dozen parking stalls because of that. Ron Raddon said they have over one thousand parking stalls in the parking structure. Dave Bromley asked if the stalls on the street were public and if there's limitations on the other stalls if they're public, private or paid. Ron Raddon said there will be close to 500 parking spaces underneath the apartment structure that will hopefully be restricted and the other 500 parking spaces will be public. Ron Mortimer opened this item for public comment. Steve Van Maren said that he's surprised at the width of the park strip due to prior plans of Cairns District. Doug Wheelwright replied to Steve Van Maren saying that throughout the Cairns District area there are different widths of streetscape elements depending on the street type. Ron Mortimer closed this item to public comment. Cameron Duncan said the 10 foot building setback doesn't concern him and feels like we are losing out on the on-street parking. Doug Wheelwright said the enhancements list is part of the staff report and everything the applicant submitted was included in this meeting's packet. Troy Wolverton said the rendering they are referring to was included in a packet in a previous Planning Commission. Michael Christopherson asked if staff is in support of this project. Doug Wheelwright said yes he's in support of this project. James Sorensen also said that staff is in support of the project. A motion was made by Cameron Duncan, seconded by Daniel Schoenfeld, that the Planning Commission approve the requested exceptions to the Cairns Design Standards, based upon the developer's submittal and the Planning staffs explanation of the evolution of the design refinement relative to the Summitt II @ the Cairns Mixed Use Development located at approximately 10281 S. Monroe Street subject to the four conditions listed in the staff report. Planning Commission Motion In order to be considerate of everyone attending the meeting and to more closely follow the published agenda times, public comments will be limited to 2 minutes per person per item. A spokesperson who has been asked by a group to summarize their concerns will be allowed 5 minutes to speak. Comments which cannot be made within these time limits should be submitted in writing to the Community Development Department prior to noon the day before the scheduled meeting. Planning Commission applications may be tabled if: 1) Additional information is needed in order to take action on the item; OR 2) The Planning Commission feels there are unresolved issues that may need further attention before the Commission is ready to make a motion. No agenda item will begin after 11 pm without a unanimous vote of the Commission. The Commission may carry over agenda items, scheduled late in the evening and not heard, to the next regular scheduled meeting.
