Electronic Meeting Planning Commission Chair Statement In accordance with, Utah Code 52-4-207(4) Open and Public Meeting Act, I have determined that to protect the health and welfare of Sandy citizens, an in person Planning Commission meeting, including attendance by the public and the Planning Commission is not practical or prudent. Considering the continued rise of COVID-19 case counts in Utah, meeting in an anchor location presents substantial risk to the health and safety of those in attendance because physical distancing measures may be difficult to maintain in the Sandy City Council Chambers. The Center for Disease Control states that COVID-19 is easily spread from person to person between people who are in close contact with one another. The spread is through respiratory droplets when an infected person coughs, sneezes or talks and may be spread by people who are non-symptomatic. It is my intent to safeguard the lives of Sandy residents, business owners, employees and commission members by meeting remotely through electronic means without an anchor location. Community Development staff are hereby authorized and directed to include a copy of the above notice with each Planning Commission agenda. Staff recommends that the Planning Commission find that the preliminary site plan review is complete for the proposed St. Anna Church Accessory Storage Building and Bell Tower Additions project, and approve the building’s architectural design, materials and colors as proposed, based upon the two findings and six conditions outlined in the staff report. Cameron Duncan asked what material is the rooftop screen made out of. Doug Wheelwright said painted verigated metal. Jake Hill spoke about the materials used for the roof. Monica Collard asked Jake Hill if he thought about closer parking to the buildings. Jake Hill said there's parking planned along 1700 East and another lot that's planned to the south. Monica Collard said she was thinking more of parking for staff. Jake Hill said there’s an administration building, which is a check in point, and there's parking identified for them. Monica Collard said she would think they'd want to screen the stacks due to the classiness of their operation. Jake Hill said there's a couple of material options that they would come in and would probably end up painting them white. Monica Collard opened this item for public comment. Kari Waring, 9531 S. 1700 E., said she’s been a part of Waterford’s growth and that they’ve worked hard being good neighbors and has a couple of concerns with recommendations for consideration. Her first recommendation is that all evening lighting be directed to the ground and not up in the air and towards the neighbors. Her second recommendation was to incorporate of a four way stop sign with sidewalks to be added on 1700 East and Sugar Loaf Drive to help slow down the traffic. Steve Van Maren, 11039 Lexington Circle, asked if the building was going to be lowered on the site or if it is going to sit on top of the existing surface. Monica Collard closed this to public comment. Doug Wheelwright answered Kari Waring’s concern regarding lighting saying that we require a photometric plan that shows their light source and intensity and it's a requirement to keep lighting on their own property. And since the lighting is on their own property neighbors shouldn't be able to see direct lighting. Monica Collard asked Doug Wheelwright about the lights that will be put over the buses. Britney Ward answered Kari Waring’s concerns about the four way stop sign saying that we do not put school crosswalks on 1700 East for Waterford because Waterford is not considered a local school in the Canyons School District. Britney Ward said she took a traffic count in 2020 where the average speed of drivers was 27 mph and the speed limit is 30 mph so she doesn't see a huge amount of speeding issues in this area. Britney also said accident rates are low and that 1700 East is not improved with sidewalks and curb and gutter in some places. Britney also said that stop signs are not to be used for traffic calming per the national standard. Doug Wheelwright asked Britney Ward if we could upgrade the existing stop sign. Britney Ward said that Waterford would have to do it because it’s a private road. Monica Collard asked Britney Ward if there’s any signs posted on 1700 East indicating a school zone. Britney Ward said that would only apply to schools that have a walking boundary which are schools in the public school district. Ryan Kump confirmed that there is an existing city stop sign on Sugar Loaf that meets MUTC requirements. Monica Collard asked Jake Hill about the building elevation and if it sits at a higher elevation or lower than the rest of the campus. Jake Hill said that the building will be thirty two feet tall and the building will be sunken down approximately seven feet below the street. Monica Collard asked about the lighting over the bus areas. Greg Miles said that the buses were moved out of the normal bus parking area and it's all down lighting aimed towards the campus. Monica Collard asked about considerations to add additional stop signs. Greg Miles said yes they can make the small stop sign into a normal sized stop sign. Doug Wheelwright suggested to also paint a cross bar across the driveway. Greg Miles said okay. Monica Collard closed this to public comment. A motion was made by Dave Bromley, seconded by Jeff Lovell, that the Planning Commission find that the preliminary site plan review is complete for the proposed Waterford School Science Center Building project and approve the requested exception for the three (3) vent stacks to protrude approximately four (4) feet above the top of the proposed roof top equipment screen wall, for the project located at 1480 E. 9400 S., based upon the two findings and six conditions outlined in the staff report. A motion was made by Dave Bromley, seconded by Jeff Lovell, that the Planning Commission grant the Conditional Use requests to allow the expansion of a “School, Private or Quasi-public on the Waterford Campus, based on the staff report, the staff findings 1 to 15 in the analysis of the Conditional Use Standards and the three additional findings and subject to the three conditions outlined in the staff report. Comments which cannot be made within these time limits should be submitted in writing to the Community Development Department prior to noon the day before the scheduled meeting. Planning Commission applications may be tabled if: 1) Additional information is needed in order to take action on the item; OR 2) The Planning Commission feels there are unresolved issues that may need further attention before the Commission is ready to make a motion. No agenda item will begin after 11 pm without a unanimous vote of the Commission. The Commission may carry over agenda items, scheduled late in the evening and not heard, to the next regular scheduled meeting.
