CITY COUNCIL T 5 88 MEETING MINUTES BANGER MARCH 17, 2025, 6: 00 PM CITY COUNCIL REGULAR MEETING HISTORIC CHURCH BUILDING - 403 N 7TH STREET, SANGER, TEXAS CALL THE WORK SESSION TO ORDER AND ESTABLISH A QUORUM Mayor Muir called the work session to order at 6 07 p m COUNCILMEMBERS PRESENT Mayor Thomas Muir Mayor Pro Tern, Place 2 Gary Bilyeu Councilmember, Place 3 Dennis Dillon Councilmember, Place 4 Allen Chick Councilmember, Place 5 Victor Gann COUNCILMEMBERS ABSENT Councilmember, Place 1 Marissa Barrett STAFF MEMBERS PRESENT: City Manager John Noblitt, City Secretary Kelly Edwards, Marketing and Civic Engagement Director Donna Green, Director of Economic Development Shani Bradshaw, and Police Chief Tyson Cheek EXECUTIVE SESSION Pursuant to the Open Meetings Act, Chapter 551, the City Council Will Meet in a Closed Executive Session in Accordance with the Texas Government Code Section 551 086 CERTAIN PUBLIC POWER UTILITIES COMPL I 1 11VE MATTERS For deliberations regarding Brazos Electric Council convened into executive session at 6 08 p m I City Council Minutes 03- 12- 2025 Page 1 of 6 RECONVENE INTO WORK SESSION Council reconvened into open session at 6 38 p m DISCUSSION ITEMS 1 Discussion on Resolution EDC- 2025- 04 approving and authorizing an Economic Development Performance Agreement by and between the Sanger Industrial Development Corporation and the Sanger Education Foundation, Inc Director Bradshaw provided an overview of the item, including the initiatives the Type A Board designated Erica Chupp provided an overview of the Career and Technical Education ( CTE) programs that would benefit from the grant Discussion ensued regarding the amount, metrics in the agreement, relationships with partners, and certifications students would receive in preparing them for the workforce OVERVIEW OF ITEMS ON THE REGULAR AGENDA No discussion ADJOURN THE WORK SESSION There being no further business, Mayor Muir adjourned the work session at 7 02 p m I City Council Minutes 03- 12- 2025 Page 2 of 6 CALL THE REGULAR MEETING TO ORDER AND ESTABLISH A QUORUM Mayor Muir called the regular meeting to order at 7 09 p m COUNCILMEMBERS PRESENT Mayor Thomas Muir Mayor Pro Tem, Place 2 Gary Bilyeu Councilmember, Place 3 Dennis Dillon Councilmember, Place 4 Allen Chick Councilmember, Place 5 Victor Gann COUNCILMEMBERS ABSENT Councilmember, Place 1 Marissa Barrett STAFF MEMBERS PRESENT. City Manager John Noblitt, City Secretary Kelly Edwards, Marketing and Civic Engagement Director Donna Green, Director of Economic Development Shani Bradshaw, Director of Development Services Ramie Hammonds, and Police Chief Tyson Cheek INVOCATION AND PLEDGE Councilmember Chick gave the Invocation The Pledge of Allegiance was led by Councilmember Gann CITIZENS COMMENTS Linda Hewlett, spoke regarding the drainage and flooding issues on her property due to the AutoZone store asking the City to assist with a resolution Tern Cornwell, provided an overview of the Sullivan Center, which was donated to the City and opened as the Sullivan Senior Center She also provided the timeframe for repairs and renovations made to the building by the City and the amount of time the Seniors have been unable to use the building I City Council Minutes 03- 12- 2025 Page 3 of 6 CONSENT AGENDA 2 Consideration and possible action on approving the launch of the Blue Santa Program 3 Consideration and possible action on the minutes from the March 3, 2025, meeting Councilmember Chick removed Item 2 for additional discussion Motion to approve Item 3 made by Councilmember Chick, Seconded by Councilmember Dillon Ayes Bilyeu, Chick, Dillon, and Gann Nays None Motion passed unanimously Mayor Muir then moved to Item 4 Director Green provided an overview of the Blue Santa Program Discussion ensued regarding the oversite of donations, the collection cash donations, the Sanger Education Foundation' s role as a non- profit, the Sanger Police Department' s involvement, and the future of the program Motion to approve Item 2 made by Councilmember Chick, Seconded by Councilmember Gann Ayes Bilyeu, Chick, Dillon, and Gann Nays None Motion passed unanimously Mayor Muir then moved back to Item 5 ACTION ITEMS 4 Consideration and possible action on Resolution EDC- 2025- 04 approving and authorizing an Economic Development Performance Agreement by and between the Sanger Industrial Development Corporation and the Sanger Education Foundation, Inc Director Bradshaw then provided a breakdown of the funding for the grant Discussion ensued regarding the Education Foundation' s allocation of the monies, measurable items in the agreement, the number of students turned away due to availability, vocational workforce development, and the sustainability of the CTE programs City Council Minutes 03- 12- 2025 Page 4 of 6 Motion to approve made by Councilmember Bilyeu, Seconded by Councilmember Gann Ayes Bilyeu, Dillon, and Gann Nays Chick Motion passed 3- 1- 0 Mayor Muir moved back to Item 2 of the consent agenda 5 Consideration and possible action on a Final Plat of Chapman Crossing, being approximately 68 209 acres of land described as H TIERWESTER SURVEY ABSTRACT NO 1241, within the City of Sanger, generally located along Belz Road and approximately 1281 feet west of N Stemmons Frwy Director Hammonds provided an overview of the item, stating that all the Engineering comments had not been satisfied, and Staff recommends denial for that reason Motion to deny due to comments not being satisfied made by Councilmember Chick, Seconded by Councilmember Bilyeu Ayes Bilyeu, Chick, Dillon, and Gann Nays None Motion passed unanimously FUTURE AGENDA ITEMS No future items were provided INFORMATIONAL ITEMS 6 Rider GCR - Rate Filing under Docket No 10170 - February 26, 2025 7 Financial Statement January 31, 2025 8 Disbursements Report January 2025 and February 2025 9 Republic Waste Report February 2025 EXECUTIVE SESSION Pursuant to the Open Meetings Act, Chapter 551, the City Council Will Meet in a Closed Executive Session in Accordance with the Texas Government Code I City Council Minutes 03- 12- 2025 Page 5 of 6 Section 551. 086. Discussion on Resolution EDC-2025-04 approving and authorizing an Economic Development Performance Agreement by and between the Sanger Industrial Development Corporation and the Sanger Education Foundation, Inc. OVERVIEW OF ITEMS ON THE REGULAR AGENDA ADJOURN THE WORK SESSION The Regular Meeting will begin following the Work Session but not earlier than 7:00 p.m. CALL THE REGULAR MEETING TO ORDER AND ESTABLISH A QUORUM INVOCATION AND PLEDGE CITIZENS COMMENTS This is an opportunity for citizens to address the Council on any matter. Comments related to public hearings will be heard when the specific hearing begins. Citizens are allowed 3 minutes to speak. Each speaker must complete the Speaker’s Form and include the topic(s) to be presented. Citizens who wish to address the Council with regard to matters on the agenda will be received at the time the item is considered. The Council is not allowed to converse, deliberate or take action on any matter presented during citizen input. CONSENT AGENDA All items on the Consent Agenda will be acted upon by one vote without being discussed separately unless requested by a Councilmember to remove the item(s) for additional discussion.
