CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. May 3, 2018 The Sansom Park City Council will hold a Regular Session at 7:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, May 3, 2018. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. REGULAR SESSION – 7:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS 1. Mayor and Council to Proclaim the Month of May 2018 as Motorcycle Safety and Awareness Month in the City of Sansom Park. 2. Mayor and Council to Proclaim the Week of May 20-26, 2018 as Emergency Medical Services (EMS) Week in the City of Sansom Park. 3. Chief Wilkerson to present the Mayor and Council with the newly promoted Lieutenant for the Sansom Park Police Dept. VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the Regular meeting minutes held on March 15, 2018, as presented. 2. Consider adoption of Resolution No. 1022-18, a Resolution Authorizing continued participation with the Steering Committee of Cities served by Oncor; and Authorizing the City Council Regular Session Agenda May 3, 2018 Page 1 of 3  payment of eleven (.11) cents per capita to the Steering Committee to fund regulatory and legal proceedings and activities related to Oncor Electric Delivery Company. 3. Consider adoption of Resolution No.1024-18 a Resolution Re-designating the official newspaper; and authorizing the City Administrator to execute the Annual Advertising Contract between the City of Sansom Park and the Fort Worth Star Telegram. 4. Consider approval of an annual contract between Tarrant County Tax Assessor/Collector and the City of Sansom Park to provide assessment and collection services of Ad Valorem taxes levied by the city and authorizing the Mayor to execute said contract. VII. PUBLIC HEARINGS 1.a. Hold a public hearing to receive public input on Case # PZ 18-01 on an amendment to the “Official Zoning Map of the City of Sansom Park, Texas, Ordinance No. 480-14” for a proposed zoning change for two lots, 3502 and 3500 Biway Street composed of approximately 0.27 and 0.28 acres respectively, with a legal description of ROBERTSON-HUNTER ADDITION Block 39 Lot 1 & 2 and Lot 9 & 10, Tarrant County, Texas, from SF-5 (Single-Family Residential) zoning district to C-T (Commercial Transition) zoning district. b. Discuss and consider adoption of Ordinance No. 541-18 An Ordinance Amending Ordinance No. 480-14, as Amended; Rezoning certain property within the city limits of the C ity of Sansom Park, Texas from “SF-5” Single-Family Residential District to “C- T” Commercial Transition District; providing for the Amendment of the Official Zoning map to reflect such changes; providing that this Ordinance shall be cumulative of all Ordinances; providing for a Penalty for violations hereof; providing a Savings Clause; providing a Severability Clause; providing for p ublication in the official newspaper; and providing an effective date. VIII. NEW BUSINESS 1. Discuss and consider approval of proposed site plan for Case# PZ 18-02 for a 20,400 retail commercial building on approximately 2.42 acres located at 5103 Azle Avenue (currently lots 1 – 12 and lot A, together with the adjoining ROW of Osage, Graham Street, and a 15-foot alley, of the Robertson-Hunter Addition, an addition in the City of Sansom Park, Tarrant County, Texas. 2. Discuss and consider adoption of Resolution No. 1023-18, a Resolution Finding that Oncor Electric Delivery Company LLC’s Application for Approval of a Distribution Cost Recovery factor pursuant to 16 Tex. Admin Code §25.243 to Increase Distribution Rates within the City should be denied. 3. Discuss and consider adoption of Ordinance No. 540-18 and Ordinance amending Article 12.023 Traffic-Control Devices by adding Section 12.02.002 “Obstructions within public right- of-way”; providing that this ordinance shall be cumulative of all ordinances; providing a severability clause; providing a penalty clause; providing for publication; and providing an effective date. IX. NON-ACTION ITEMS 1. Discuss the sale of the Sansom Park Fire Department Brush Truck and the purchase of a Rescue Truck for the City of Sansom Park FD. 2. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety.
