CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. October 17, 2019 The Sansom Park City Council will hold a Regular Session at 7:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, October 17, 2019. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. REGULAR SESSION – 7:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS City Administrator Angela Winkle to present the Employee of the 3rd Quarter. VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the Regular meeting minutes held on September 19, 2019 and the Special Called meeting minutes held on September 24, 2019 as presented. 2. Consider approving the re-appointments of Jim Barnett, Sr., Tanya Gregory, and Crystal Harris for a term ending September 1, 2021 to the Crime Control and Prevention District Board of Directors for the City of Sansom Park. 3. Consider approval of an Agreement between Tarrant County Emergency Services District No. One (District) and City of Sansom Park effective October 1, 2019 through September 30, 2020 for mutual aid services. Hold a public hearing to receive public input on Case No. PZ 19-03 on an amendment to the “Official Zoning Map of the City of Sansom Park, Texas, Ordinance No. 480-14” for a proposed zoning change for two lots, 5705 Ridge Lane and 2301 Biway Street composed of approximately 0.35 and 0.63 acres respectively, with a legal description of Lot 10R1, Block 6 and Lot 14, Block 5, Sansom Park Addition, Tarrant County, Texas, from SF-6 (Single-Family Residential) zoning district to C-T(Commercial Transition) zoning district. b. Discuss and consider adoption of Ordinance No. 562-19 An Ordinance Amending Ordinance No. 480-14, as Amended; Rezoning certain property within the city limits of the C ity of Sansom Park, Texas from “SF-6” Single-Family Residential District to “C- T” Commercial Transition District; providing for the Amendment of the Official Zoning map to reflect such changes; providing that this Ordinance shall be cumulative of all Ordinances; providing for a Penalty for violations hereof; providing a Savings Clause; providing a Severability Clause; providing for p ublication in the official newspaper; and providing an effective date. 2a. Hold a public hearing on the Abandonment, Vacation and Closure of a portion of Isbell Street in the City of Sansom Park, Texas. The portion of that certain street and/or right of way easement within the City of Sansom Park described as Isbell Street, lying and being a 0.215 acre tract of land situated in the Garcia, Montez and Duran Survey, Abstract No. 627, between Block 37 and Block 38 of Robertson-Hunter Addition, Tarrant County, Texas in the City of Sansom Park, being a portion of the 38-foot right of way of Isbell Street as shown on the Robertson-Hunter Addition according to the plat recoded in Volume 310, Page 14, Plat records of Tarrant county, Texas b. Discuss and consider adoption of Ordinance No. 563-19 an Ordinance of the City of Sansom Park, Texas, providing for the Abandonment, Vacation and Closure of a portion of Isbell Street in the City of Sansom Park, Texas; providing for a public hearing; authorizing the City Administrator to execute a Quit Claim or Deed without Warranty; and directing that the proceeds from the sale of the City’s interest in said portion of said street be deposited in the Street Improvement fund of the City. VIII. NEW BUSINESS 1. Discuss and consider approval of Case No. RP 19-02 a Replat for Robertson-Hunter Addition, Block 38, Lot 3R, Portion of Lot 3, Block 37 and Portion of Lot 3, Block 38 and all of Lots 4 through 8, Block 38, and Portion of abandoned ROW for Isbell Street, Blocks 37 and 38. 2. Discuss and consider approving the annual Stability Pay; pursuant to the Sansom Park Employee Handbook, Section 5.00.08. 3. Discuss and consider adoption of Ordinance No. 564-19 an Ordinance of the City of Sansom Park, Texas Approving the continued receipt of a statutory share of bingo prize fees collected on charitable bingo activity that occurs within the City; and directing that the Texas Lottery Commission shall be promptly provided a true and correct copy of this Ordinance upon passage and approval. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety.
