CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. February 6, 2020 The Sansom Park City Council will hold a Regular Session at 7:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, February 6, 2020. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. REGULAR SESSION – 7:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS City Administrator Angela Winkle recognizes that the City of Sansom Park has received the Certificate of Achievement for Excellence in Financial Reporting for Fiscal Year 2018 from the Government Finance Officers Association (GFOA). VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the Regular meeting minutes held on January 2, 2020 and the Special Called meeting minutes held on January 28, 2020, as presented. Consider approval of an Interlocal Agreement for Fire Services with the City of Lake Worth, regarding mutual and automatic aid fire services and authorize the City Administrator to execute said Interlocal Agreement. 3. Consider approval of an Interlocal Agreement between the Texas Department of Public Safety and the City of Sansom Park for the purpose of implementing the provisions of Texas Transportation Code Chapter 706 and authorizing the City Administrator to execute said agreement. 4. Discuss and consider adoption of Resolution No. 1049-20 a Resolution of the City of Sansom Park declaring certain property as surplus to the City’s needs; authorizing its donation; providing an effective date. VII. PUBLIC HEARINGS 1a. Hold a public hearing to receive public input to consider approval on Case # PZ 20- 01 an amendment to the “Official Zoning Map of the City of Sansom Park, Texas, Ordinance 480-14” for a proposed zoning change for three lots, 2301 Beverly Hills Drive, 2303 Beverly Hills Drive, and 5000 Jacksboro Hwy, 5.00 acres, 0.82 acres, and 0.32 acres respectively, with a legal description of BEVERLY HILLS ESTATES, Block C, Lots 12H2, 12H1, and Lot 12, Tarrant County, Texas, from C (Commercial) zoning district to PD (Planned Development) zoning district. b. Discuss and consider adoption of Ordinance No. 566-20, an Ordinance amending Ordinance No. 480-14, as amended Rezoning certain property within the city limits of the City of Sansom Park, Texas from “C” Commercial District to “PD” Planned Development District; providing for the amendment of the official zoning map to reflect such changes; providing that this Ordinance shall be cumulative of all Ordinances; providing a penalty for violations hereof; providing a savings clause; providing a severability clause; providing for publication in the official newspaper; and providing an effective date. VIII. NEW BUSINESS 1. Discuss and consider adoption of Ordinance No. 565-20 an Ordinance of the City Council of the City of Sansom Park, Texas, Ordering a General Election to be held on May 2, 2020; and Authorizing the City Secretary to sign a Joint Agreement Contract with Tarrant County; and establishing procedures for the Elections; and providing an effective date; and authorizing the Mayor to execute the Notice of Election for the General Election. 2. Discuss and consider adoption of Resolution No. 1050-20 a Resolution of the City Council of the City of Sansom Park, Texas, adopting the Hart Verity voting system used in Tarrant County administered elections; and providing an effective date. Discuss and consider the suspension or reinstatement of a Business Permit under Chapter 4 Business Regulations, Article 4.01 General Provisions, Section 4.01.001 Business permits; € Suspension and (f) Reinstatement after suspension; 5136 Jacksboro Highway #B the Riz Gift Shop; owner Mr. Yadar. IX. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety. X.
