CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. June 18, 2020 The Sansom Park City Council will hold a Regular Session at 7:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, June 18, 2020. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. REGULAR SESSION – 7:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the Regular meeting minutes held on May 7, 2020, as presented. City Council Regular Session Agenda June 18, 2020 Page 1 of 3 VII. NEW BUSINESS 1. Discuss and consider extending the Interlocal Agreement for Animal Control Services with the City of Lake Worth Animal Control to include a 5% increase for the FY2020-21 year and authorize the City Administrator to execute said Agreement. 2. Discuss and consider approving an Interlocal Cooperation Agreement for Municipal Direct Expense Funding between the City of Sansom Park and Tarrant County, Texas and authorize the Mayor to execute said agreement. 3. Discuss and consider adoption of Ordinance 570-20 an Ordinance of the City Council of the City of Sansom Park, Texas, amending Chapter 8 “Offenses and Nuisances” of the Code of Ordinances, City of Sansom Park, Texas, adding a new Article 8.08 Establishing Child Safety Zones and Distance Restrictions for Registered Sex Offenders; providing that this ordinance shall be cumulative of all ordinances; providing for severability; providing for Governmental immunity; providing for injunctions; providing for a penalty; providing for publication and providing an effective date. 4. Discuss and consider the nomination and election of a Mayor Pro-Tem. 5. Discuss and consider adoption of Ordinance No. 571-20 an Ordinance Amending Chapter 6 “Health and Sanitation,” of the Code of Ordinances of the City of Sansom Park, Texas as amended, by repealing Article 6.02 “Uniform EMS Regulations,” and enacting a new Article 6.02 “Uniform EMS Regulations”; providing that this Ordinance shall be cumulative of all prior Ordinances and repeal conflicting Ordinances; providing for a Severability Clause; providing for a Savings Clause; providing for a Penalty Clause; providing for a publication in the official newspaper of the City; and providing an Effective Date. 6. Discuss and consider approval of the Restated and Amended Interlocal Cooperative Agreement for Ambulance Services by the Metropolitan Area Emergency Medical Services Authority d/a/a/ Medstar and authorize the Mayor to execute said Agreement. 7. Discuss and consider adoption of Resolution No. 1059-20 a Resolution of the City Council of Sansom Park, Texas, authorizing the purchase of two vehicles for Public Works not to exceed an amount of $61,000 and authorizing the City Administrator to act as the City’s Executive Officer and authorized representative in all matters pertaining to the City’s purchase of these vehicles. 8. Discuss and consider approval of a vehicle for the Fire Chief to use for transportation to and from the City of Sansom Park as a take-home vehicle. VIII. NON-ACTION ITEMS 1. Discuss an Interlocal Agreement with Tarrant County for game room unit to regulate game rooms in Tarrant County. City Council Regular Session Agenda June 18, 2020 Page 2 of 3 IX. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety.
