CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. September 17, 2020 The Sansom Park City Council will hold a Regular Session at 7:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, September 17, 2020. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. REGULAR SESSION – 7:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the Regular meeting minutes held on August 20, 2020, as presented. City Council Regular Session Agenda September 17, 2020 Page 1 of 3  2. Consider adoption of Resolution No. 1062-20 a Resolution of the City Council of the City of Sansom Park, Texas, Approving a negotiated settlement between the Atmos Cities Steering Committee (“ACSC”) and Atmos Energy Corp., Mid-Tex Division regarding the Company’s 2020 Rate Review Mechanism filing; declaring existing rates to be unreasonable and in the public interest; Approving an attached exhibit establishing a benchmark for pensions and retiree medical benefits; Approving an attached exhibit regarding amortization of regulatory liability; requiring the company to reimburse ACSC’s reasonable ratemaking expenses; determining that this Resolution was passed in accordance with the requirements of the Texas Open Meetings Act; Adopting a Savings Clause; Declaring an Effective Date; and Requiring delivery of this Resolution to the Company and the ACSC’s Legal counsel. VII. PUBLIC HEARINGS 1a. Hold a public hearing to consider an amendment to Chapter 14, “Zoning” by amending Sections 4.3 SF-6 Single-Family Residential District Standards, Subsection C, Requirements for minimum side yard adjacent to street (corner lot) from 10ft to 5ft and minimum rear yard from 10ft to 5ft and Section 4.4 SF-5 Single-Family Residential District Standards, Subsection C, Requirements for minimum side yard adjacent to street (corner lot) from 10ft to 5ft and minimum rear yard from 10ft to 5ft. b. Discuss and consider adoption of Ordinance No. 573-20 an Ordinance amending the Code of Ordinances of the City of Sansom Park, Texas, Zoning Ordinance by amending Sections 4.3 SF-6 Single-Family Residential District Standards and 4.4 SF-5 Single-Family Residential District Standards; providing a cumulative clause; providing a severability clause; providing a penalty clause; providing for publication; and providing an effective date. 2a. Hold a public hearing to receive public input on the FY 2020-2021 City of Sansom Park Proposed Annual Budget. b. Discuss and consider adoption of Ordinance No. 574-20 an Ordinance of the City of Sansom Park, Texas Approving and Adopting a Budget for the Fiscal Year beginning October 1, 2020, and ending September 30, 2021; providing that Expenditures for said fiscal year shall be made in accordance with said Budget; appropriating and setting aside the necessary funds out of the General Fund and other revenues for said fiscal year for the Maintenance and Operation of the various departments and for various activities and improvements of the City; providing a Repealing Clause; providing a Severability Clause; and providing an effective date. c. Hold a public hearing to receive public input on the proposed 2020 Tax Rate. b. Discuss and consider adoption of Ordinance No. 575-20 an Ordinance of the City Council of the City of Sansom Park, Texas, setting the Ad Valorem Tax Rate of the City of Sansom Park, for the Tax Year 2020 at a rate of $0.718850 per one hundred dollars ($100.00) valuation on all taxable property within the corporate limits of the City of Sansom Park as of January 1, 2020; specifying separate components of such rate for operations and maintenance and for debt service; levying an Ad Valorem Tax for the Tax Year 2020; providing for due and delinquent dates together with penalties and interest; providing for collection and ordaining other related matters. VIII. NEW BUSINESS 1. Discuss and consider approval of a contract for professional services of Livable Plans and Codes to prepare a corridor framework plan and zoning amendments of Hwy 199. 2. Discuss and consider adoption of Ordinance No. 576-20 an Ordinance of the City Council of the City of Sansom Park, Texas, Amending the FY2019-2020 City of Sansom Park Operating Budget and Appropriating Resources to be known as “FY2019-20 Budget Amendment No. 2”; and establishing an effective date. 3. Discuss and consider approval of the Sansom Park Economic Development Corporation Type B FY2020-2021 Annual Budget. IX. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety.
