CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. VIA TELEPHONE/VIDEO CONFERENCE MEETING October 15, 2020 Notice is hereby given Pursuant to section 551.127 of the Texas Government Code, and in conjunction with the guidance and provisions provided by the Governor of Texas in the declaration of disaster and subsequent executive orders altering certain Open Meetings Act requirements and banning gatherings of more than 10 people, the City of Sansom Park City Council will conduct the Regular Meeting on Thursday, October 15, 2020, at 7:00 p.m. in the City Council Chambers located within the building at Sansom Park City Hall, 5705 Azle Avenue, Sansom Park, Texas, 76114 via telephone/video conference in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) to slow the spread of the Coronavirus (COVID-19). There will be no in-person public access for the regular agenda items at the location described above and less than a quorum may be physically present at the location. As such, these items are considered for approval by a single motion and vote without discussion. Consider approval of the Regular meeting minutes held on September 17, 2020, as presented. 2. Review and accept the Quarterly Investment Reports for the 2nd Quarter ending March 31, 2020 and the 3rd Quarter Ending June 30, 2020. 3. Consider approving the extension of the contract for Professional Services with Eddie Peacock, PLLC to provide Interim Staff Support as the Interim Finance Director position, from September 30, 2020 to December 31, 2020 and authorizing the City Administrator to execute said extension of the contract. 4. Consider approval of an Agreement between Tarrant County Emergency Services District No. One (District) and City of Sansom Park effective October 1, 2020 through September 30, 2021 for mutual aid services. 5. Consider approving the re-appointments of Jim Barnett, Jr., Donna Bell, and Jerry Sewall for a term ending September 1, 2022 to the Crime Control and Prevention District Board of Directors for the City of Sansom Park. 6. Consider the appointments of the EDC Board of Directors. VII. NEW BUSINESS 1. Discuss and consider the suspension or reinstatement of a Business Permit under Chapter 4 Business Regulations, Article 4.01 General Provisions, Section 4.01.001 Business permits; € Suspension and (f) Reinstatement after suspension; Longhorn Mart. 2. Discuss and consider Resolution No. 1063-20 on first reading authorizing the Sansom Park Economic Development Corporation to expend funds for Project No. P2020-01 the Beverly Hills Project to promote, develop and expand business in Sansom Park. 3. Discuss and consider adoption of Resolution No. 1064-20 adopting and approving the changes made to the City of Sansom Park Personnel Manual. Discuss and consider approval and adoption of Ordinance 572-20 an Ordinance granting to Oncor Electric Delivery Company, LLC, Its successors and Assigns, an Electric Power Franchise to use the present and future Streets, Alleys, Highways, Public Utility Easements, Public Ways and Public Property of the City of Sansom Park, Texas, providing for Compensation therefor, providing for an Effective Date and a Term of Said Franchise, providing for Written Acceptance of the Franchise, providing for the Repeal of all existing Franchise Ordinances to Oncor Electric Delivery LLC, its Predecessors and Assigns, and finding that the meeting at which this Ordinance is passed is open to the public. 5. Discuss and consider adoption of Resolution No. 1063-20 on the second and final reading authorizing the Sansom Park Economic Development corporation to expend funds for Project No. P2020-01 for the Beverly Hills Project to promote, develop and expand business in Sansom Park.
