CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. October 7, 2021 The Sansom Park City Council will hold a Regular Session at 7:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, October 7, 2021. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. REGULAR SESSION – 7:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the regular meeting minutes held on September 16, 2021, as presented. 2. Consider approving the Interlocal Agreement for Animal Control Services with the City of Lake Worth Animal Control to include a 5% increase for the FY2021- 22 year and authorize the City Administrator to execute said Agreement. 3. Consider approval of an Agreement between Tarrant County Emergency Services District No. One (District) and City of Sansom Park effective October 1, 2021 through September 30, 2022 for mutual aid services. Consider approving the re-appointments of Jim Barnett, Sr., Tanya Gregory, and Crystal Harris for a term ending September 1, 2023 to the Crime Control and Prevention District Board of Directors for the City of Sansom Park. Hold a public hearing to receive public input on amending Appendix “A” of the Sansom Park Code of Ordinances, Fee Schedule; by amending Article A8.000 Utility Fees Water and Sewer Rates; (u) Storm Water Utility District Fees; Article A2.000 Administrative and Miscellaneous Fees; Section A2.001 Miscellaneous permits and fees (a) Garage Sale Permits. b. Discuss and consider adoption of Ordinance No. 586-21 an Ordinance of the City of Sansom Park, Texas Amending Appendix “A” of the Sansom Park Code of Ordinances, Master Fee Schedule; Amending the following: Section A2.000 Administrative and Miscellaneous Fees, Section A2.001 Miscellaneous Permits and Fees(a) Garage Sale Permits; Article A8.000 Utility Fees; Section A8.001 Water/Sewer Department (a) Water/Sewer Rates (1) Residential Rates and (2) Commercial Rates; (o) Jetter Fees (1) Jetter Fee; (p) Water Tap; Sansom Park Water Impact Fee (1); (q) Sewer Tap; See Exhibit B attached to the Rate Schedule for the Fort Worth Sewer Tap Rates; plus additional City Utility Tie In Fee; (1) City Utility Tie In Fee for Sewer (with existing sewer tap) (u) Storm Water Utility District Fees (1) Residential (2) Commercial; and Amending Appendix “B” of the City of Fort Worth’s Wasterwater Impact Fee Schedule; providing a Repealing Clause; providing for Publication; and providing an Effective Date. Discuss and consider the suspension or reinstatement of a Business Permit under Chapter 4 Business Regulations, Article 4.01 General Provisions, Section 4.01.001 Business permits; € Suspension and (f) Reinstatement after suspension; 5724 Jacksboro Hwy, Q2 Convenience Store, owner SRI Ramjiki Inc. 2. Discuss and consider adoption of Ordinance No. 587-21 an Ordinance Amending the Code of Ordinances of the City of Sansom Park, Texas, Amending Chapter 13 Utilities; Article 13.04 Solid Waste; Section 13.04.007 “Container Requirements’ Placement for Collection” To Amend Restrictions pertaining to the Securing and Placement of Garbage Containers; Providing a Cumulative Clause; providing a Severability Clause; providing a Penalty for Violation; providing a Savings Clause; providing for Publication; and establishing the Effective Date. 3. Discuss and consider adoption of Ordinance No. 588-21 an Ordinance Amending the Code of Ordinances of the City of Sansom Park, Texas, Amending Chapter 4 Business Regulations; Article 4.05 Garage Sales; Section 4.05.009 “Signs” to allow Directional Signs in addition to the On-Premises Sign; providing a Cumulative Clause; providing a Severability Clause; providing a Penalty for Violation; providing a Savings Clause; providing for Publication; and establishing the Effective Date. 4. Discuss and consider adoption of Ordinance No. 589-21 an Ordinance of the City Council of the City of Sansom Park, Texas, Amending the FY2021-22 City of Sansom Park Operating Budget and Appropriating Resources to be known as “FY2021-22 Budget Amendment No. 1”; and establishing an Effective Date. 5. Receive a Presentation by Mike Black, la terra studio, Landscape Architects and consider approval of the Master Park Plan for the proposed Park located next to the Sansom Park Fire Station. Discuss and consider approval of a contract for Professional Services with la terra studio, Landscape Architects for the services in Exhibit A of said contract for the construction of the park next to the Sansom Park Fire Station. 7. Discuss and consider adoption of Resolution No. 1081-21 a Resolution of the City Council of the City of Sansom Park, Texas, Adopting an Amending the City of Sansom Park Personnel Manual; Section 5.00.07 Holidays; and Section 7.06 Personal Appearance; Subsection 1 Appropriate Dress (c) and (d); and Providing an Effective Date. IX.
