CITY OF SANSOM PARK City Council Meeting Agenda Regular Session – 7:00 p.m. February 17, 2022 The Sansom Park City Council will hold a Regular Session at 7:00 p.m. in the City Hall Council Chambers, 5705 Azle Avenue, Sansom Park, Texas on Thursday, February 17, 2022. This meeting is open to the public and subject to the Open Meeting Act. Pursuant to Section 551.071 of the Texas Government Code, the Council may convene an Executive Session at any time during the meeting as deemed necessary to obtain advice from the City Attorney regarding any posted agenda item. REGULAR SESSION – 7:00 P.M. I. CALL TO ORDER / ROLL CALL Call to order and announce a quorum is present. II. INVOCATION III. PLEDGE OF ALLEGIANCE IV. PUBLIC INPUT The City Council invites citizens to speak on any topic. However, unless the item is specifically noted on this agenda, the City Council is required under the Texas Open Meetings Act to limit its response to responding with a statement of specific factual information, reciting the City’s existing policy, or directing the person making the inquiry to visit with City Staff about the issue. No Council deliberation is permitted. Each person will have 3 minutes to speak. V. MAYOR AND COUNCIL REPORTS, PRESENTATIONS AND PROCLAMATIONS VI. CONSENT AGENDA Items on the Consent Agenda are routine and administrative in nature. As such, these items are considered for approval by a single motion and vote without discussion. Council Members can remove an item or items from the agenda, so it can be considered separately, and/or add any item to be considered as part of the Consent Agenda. 1. Consider approval of the regular meeting minutes held on January 6, 2022, as presented. 2. Consider approval of the corrected minutes from the regular meeting held on March 4, 2021. 3. Consider adoption of Resolution No. 1086-22, a Resolution Authorizing continued participation with the Atmos Cities Steering Committee and Authorizing the payment of five cents (.05) per capita to the Atmos Cities Steering Committee to fund regulatory and related activities related to Atmos Energy Corporation. Consider adoption of Resolution No. 1087-22, a Resolution Authorizing continued participation with the Steering Committee of Cities served by Oncor and Authorizing the payment of ten (.10) cents per capita to the Steering Committee to fund regulatory and legal proceedings and activities related to Oncor Electric Delivery Company, LLC. 5. Consider approving the contract for Professional Services with Eddie Peacock, PLLC to provide Interim Staff Support as the Interim Finance Director position, from February 17, 2022 to June 30, 2022 and authorizing the City Administrator to execute said contract. VII. PUBLIC HEARINGS 1a. Hold a public hearing to receive public input on an amendment to the “Official Zoning Map of the City of Sansom Park, Texas, Ordinance 480-14” for a proposed zoning change for five (5) lots 5012, 5008, 5004, and 5000 Jacksboro and 2301 Beverly Hills Drive from “C” Commercial zoning district and PD to PD (Planned Development) zoning district. b. Discuss and consider adoption of Ordinance No. 593-22 an Ordinance Amending Ordinance No. 480-14 as amended rezoning certain property within the city limits of the City of Sansom Park, Texas from “C” Commercial and “PD” Planned Development District to “PD” Planned Development District; providing for the amendment of the official zoning map to reflect such changes; providing that this Ordinance shall be cumulative of all Ordinances; providing for a penalty for violations hereof; providing a savings clause; providing a severability clause; providing for publication in the official newspaper; and providing an effective date. VIII. NEW BUSINESS 1. Discuss and consider adoption of Ordinance No. 594-22 an Ordinance of the City Council of the City of Sansom Park, Texas, Ordering a General Election to be held on May 7, 2022; and Authorizing the City Secretary to sign a Joint Agreement Contract with Tarrant County; and establishing procedures for the Elections; and providing an effective date; and authorizing the Mayor to execute the Notice of Election for the General Election. 2. Discuss and consider the nomination for the Election of Directors Seat, Metropolitan Area EMS Authority (MAEMSA) and cast the 33 votes for said nominee. 3. Discuss and consider adoption of Resolution No. 1088-22 a Resolution of the City of Sansom Park declaring certain property as surplus to the City’s needs; authorizing its donation; providing an effective date. 4. Review and accept the 2021 Racial Profiling report presented by Police Chief James Burchfield. 5. Discuss and consider adoption of Resolution No. 1089-22 a Resolution of the City Council of the City of Sansom Park, Texas, Adopting an Amending the City of Sansom Park Personnel Manual; Section 2.06 Family Medical Leave Act (FMLA); and Providing an Effective Date. ITEMS OF COMMUNITY INTEREST Items of community interest include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognitions of city officials, employees, or citizens; reminders about upcoming events sponsored by the city or other entity that is scheduled to be attended by a city official or employee; and announcements involving imminent threats to the public health and safety.
