Determine that the proposed actions are exempt from CEQA pursuant to Section 15301 (Existing Facilities) of Title 14 of California Code of Regulations; 2. Authorize the City Manager to execute Purchase Orders with Andy’s Roofing Co. Inc. and Rainy Day Roofing, Inc. for Citywide As-Needed Roofing Repairs with a total aggregate amount not to exceed $200,000 for the initial one-year term, subject to the appropriation of funds, in final forms approved by the City Attorney; and 3. Authorize the City Manager to exercise up to four additional one-year options to extend the term of the Purchase Orders, adjust the hourly rates consistent with applicable market indices, and increase the total aggregate amount approved by the City Council in the City’s operating budget for the fiscal year, in final forms approved by the City Attorney. Authorize the City Manager to complete negotiations, approve, and execute a Third Phase Agreement (Agreement) with the Northern California Power Agency (NCPA) for the Purchase of Renewable Energy at approximately $493,000, with future annual escalations per the contract terms, from Zero Waste Energy Development Company, LLC, funded by the Solid Waste Fund, subject to the review and approval as to form by the City Attorney; and 2. Authorize the City Manager or designee to (a) take any and all actions as are necessary or advisable to implement and administer the Agreement; and (b) approve and execute future amendments to the Agreement so long as the contract price and term are not modified, subject to the review and approval as to form by the City Attorney. Authorize the City Manager to execute Amendment No. 1 to the Agreement with Packet Fusion, Inc. for telephony system support and maintenance services to extend the agreement by one year through February 28, 2025, and increase the maximum compensation by $52,194.48 plus $50,000 as contingency for a revised not-to-exceed maximum amount of $428,864.48 in a final form approved by the City Attorney; 2. Authorize the City Manager to execute future amendments to add and/or delete services, subject to the maximum compensation limit and approval as to form by the City Attorney; and 3. Authorize the City Manager to execute up to three one-year options to extend the term through February 28, 2028, for a total maximum compensation amount of $653,864.48 assuming all options are exercised, subject to the appropriation of funds and approval as to form by the City Attorney. Reappoint the nine (9) eligible commissioners to serve a four-year term each ending June 30, 2028; 2. Declare four (6) positions to be filled: · One (1) partial term ending June 30, 2025 on the Bicycle and Pedestrian Advisory Committee; and · One (1) partial term ending June 30, 2027 on the Cultural Commission · Four (4) full terms each ending on June 30, 2028, two on the Board of Library Trustees; one on the Parks and Recreation Commission; and one on the Civil Service Commission; 3. Set the recruitment to open on Friday, February 8, 2024; 4. Set Friday, March 19, 2024 by 5:00 p.m. as the application deadline; and 5. Set Tuesday, April 16, 2024 to conduct interviews. 3.G 24-69 Action on Authorizing the Use of City Electric Forces for a Project at 2240 Calle de Luna Recommendation: 1. Determine the proposed action is exempt from CEQA pursuant to Sections 15302(c) (Class 2 - Replacement or Reconstruction) and 15303 (Class 3 - New Construction or Conversion of Small Structures) of Title 14 of the California Code of Regulations; and 2. Declare and determine in accordance with Section 1310 of the City Charter that the public works located at 2240 Calle de Luna are better performed by the City with its own employees based on the information set forth in this Report to Council and authorize the performance of these public works consistent with this authorization.
