City of Santa Clara Meeting Agenda Development Review Hearing Wednesday, August 17, 2022 3:00 PM Virtual Meeting Pursuant to California Government Code section 54953(e) and City of Santa Clara Resolution 22-9124, the Development Review Hearing meeting will be held by teleconference only. Clearly indicate the project address, meeting body, and meeting date in the email. The Development Review Officer, staff, and applicants will be participating remotely. Items listed on the Consent Calendar with associated file numbers constitute Public Hearing items. 1.A 22-824 Action on a Two-Year Entitlement Extension of the Architectural Review Approval for a 190-room Hotel at 2900 Lakeside Drive Recommendation: Approve a two-year time extension of the Architectural Review approval for a proposed 190-room hotel, subject to conditions of approval. 1.B 22-855 Action on a proposed 647 square-foot first floor and 735 square-foot second story addition to an existing single-family residence totaling 3,066 square feet at 2841 Mauricia Ave Recommendation: Approve the second story addition of 735 square feet and a first story addition of 647 square feet to a single-family residence, subject to conditions. 1.C 22-992 Action on the full demolition of an existing one-story residence and the new construction of a 2,669 square foot, two-story residence at 3430 Fowler Avenue. Recommendation: Approve the full demolition of the existing residence and the new construction of a 5-bedroom, 4-bathroom two-story residence at 3430 Fowler Avenue, subject to conditions. 1.D 22-999 Action on a proposed 311 square-foot attached Accessory Dwelling Unit (ADU) for the property located at 3566 Mauricia Avenue Recommendation: Approve the 311 square-foot attached accessory dwelling unit (ADU) with a studio layout located outside of the existing building envelope, subject to conditions. City of Santa Clara Page 2 of 5 Printed on 8/10/2022 Development Review Hearing Meeting Agenda August 17, 2022 1.E 22-1007 Action on a proposed second-story addition, Accessory Dwelling Unit (ADU), and ground floor expansion of a single-family residence for the property located at 2572 Borax Drive. Recommendation: Approve the expansion and addition of a single-family residence including; a ground floor addition to include a two-car garage, a family room, and an ADU, and a second floor addition to include four-bedrooms and three-bathrooms for a single-family residence, subject to conditions. GENERAL BUSINESS The following items from this Development Review Hearing agenda will be scheduled for further review following the conclusion of hearings and recommendations by the Development Review Hearing. Please contact the Planning Division office for information on the schedule of hearings for these items. 2. 22-994 Action on the proposed new construction of a data center located at 2590 Walsh Avenue, with off-site parking located at 2623 Walsh Avenue. Recommendation: Accept the Environmental Impact Report, Adopt the Mitigation Monitoring and Reporting Program, and Approve the Architectural Review for the demolition of a 115,000 square-foot office and warehouse building to construct a 468,170 square-foot four-story data center consisting of eight data center halls, substation and site improvements for the property located at 2590 Walsh Avenue. 3. 22-995 Action on a 60-unit residential project located at 3141-3155 El Camino Real Recommendation: Approve Architectural Review of 60-unit residential development consisting of 40 townhomes and 20 flats, resident and visitor parking, private street, site landscaping, and public and private on and off-site improvements, subject to attached conditions. 4. 22-997 Action on a proposed attached 488 square-foot second-story Accessory Dwelling Unit (ADU) for the property located at 152 Blake Avenue Recommendation: Redesign the proposed project to provide a minimum 3-foot upper story step back to the 488 square-foot ADU before resubmitting for final architectural approval by Planning staff per the conditions of approval. City of Santa Clara Page 3 of 5 Printed on 8/10/2022 Development Review Hearing Meeting Agenda August 17, 2022 5. 22-1008 Action on a proposed 457 square-foot first floor and 1,223 square-foot second story addition to an existing single-family residence totaling 3,342 square feet at 1651 Cunningham Street Recommendation: Redesign the proposed project to reduce the depth of the balcony, reduce the number of roof peaks on the second story, and remove the hexagonal window before resubmitting for final architectural approval by Planning staff per the conditions of approval. ADJOURNMENT The next regular scheduled meeting is on Wednesday, September 14, 2022 at 3 p.m. City of Santa Clara Page 4 of 5 Printed on 8/10/2022 Development Review Hearing Meeting Agenda August 17, 2022 The time limit within which to commence any lawsuit or legal challenge to any quasi-adjudicative decision made by the City is governed by Section 1094.6 of the Code of Civil Procedure, unless a shorter limitation period is specified by any other provision. Under Section 1094.6, any lawsuit or legal challenge to any quasi-adjudicative decision made by the City must be filed no later than the 90th day following the date on which such decision becomes final. Any lawsuit or legal challenge, which is not filed within that 90-day period, will be barred. If a person wishes to challenge the nature of the above section in court, they may be limited to raising only those issues they or someone else raised at the meeting described in this notice, or in written correspondence delivered to the City of Santa Clara, at or prior to the meeting. In addition, judicial challenge may be limited or barred where the interested party has not sought and exhausted all available administrative remedies. If a member of the public submits a speaker card for any agenda items, their name will appear in the Minutes. If no speaker card is submitted, the Minutes will reflect "Public Speaker." In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the City of Santa Clara will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities, and will ensure that all existing facilities will be made accessible to the maximum extent feasible.
