Please identify the Agenda Item Number in the subject line of your email.
Those emails will be forwarded to Staff and will be uploaded to the Development Review Agenda
as supplemental meeting material. Emails received after 12:00 P.M. cutoff time up through the
end of the meeting will form part of the meeting record.

1.A 23-1031 Action on an 846 Square Foot First Floor Addition and a 675
Square-Foot Second Floor Addition to an Existing One-Story
Residence Resulting in 2,819 Square-Foot Two-Story
Residence at 463 Maria Court.
Recommendation: Determine the project to be Categorically Exempt
from formal environmental review pursuant to CEQA
Guidelines Section 15301 (e)(1) (Class 1 - “Existing
Facilities”), and Approve the Architectural Review for
an 846 square foot first floor addition, and 675 second
floor addition to an existing one-story residence
resulting in a 2,819 square foot six-bedroom,
six-bathroom two-story residence at 463 Maria Court,
subject to the findings and conditions of approval.
1.B 23-1034 Action on a 1,149 Square-Foot First Floor Addition and a 1,256
Square-Foot Second Floor Addition to an Existing One-Story
Residence Resulting in 3,479 Square-Foot Two-Story
Residence at 423 Dayton Avenue.
Recommendation: Determine the project to be Categorically Exempt
from CEQA pursuant to CEQA Guidelines Section
15301 (e)(1) (Class 1 - “Existing Facilities”), and
Approve the Architectural Review for a 1,149
square-foot first floor addition, and 1,256 second floor
addition to an existing one-story residence resulting in
a 3,479 square-foot four-bedroom, 3.5-bathroom
two-story residence at 423 Dayton Avenue, subject to
the findings and conditions of approval.

1.C 23-1068 Action on a Proposed First-Floor Addition and Construction of a
Second-Floor to an Existing Single-Story Residence, with a
remodeled Junior Accessory Dwelling Unit (JADU) and a New
Attached Accessory Dwelling Unit (ADU) at 2627 Pilot Knob
Drive (Categorically Exempt pursuant to CEQA guidelines
15303 (Class 3) New Construction or Conversion of Small
Structure)
Recommendation: Determine the project to be exempt from CEQA
pursuant to Section 15303 (Class 3) (New
Construction or Conversion of Small Structure) of the
CEQA guidelines and Approve the Architectural
Review for a first-floor expansion and second-floor
addition resulting in a 2,462 square foot two-story
five-bedroom, five-bathroom residence with a
remodeled Junior Accessory Dwelling Unit (JADU)
and a new attached Accessory Dwelling Unit (ADU) at
2627 Pilot Knob Drive, subject to the findings and
conditions of approval.
1.D 23-1069 Action on a Proposed First-Floor Addition to an Existing
Single-Story Residence at 449 Kiely Boulevard (Categorically
Exempt pursuant to CEQA guidelines 15303 (Class 3) New
Construction or Conversion of Small Structure)
Recommendation: Determine the project to be exempt from CEQA
pursuant to Section 15303 (Class 3) (New
Construction or Conversion of Small Structure) of the
CEQA guidelines and Approve the Architectural
Review for a first-floor addition to an existing
single-story residence, resulting in a 2,653 square
foot one-story six-bedroom, four-and-a-half-bathroom
residence at 449 Kiely Boulevard, subject to the
findings and conditions of approval.

1.E 23-1085 Action on a 928 Square Foot First Floor Addition to an Existing
One-Story Residence Resulting in a 2,551 Square Foot

Sykes Court
Recommendation: Determine the project to be Categorically Exempt
from formal environmental review pursuant to CEQA
Guidelines Section 15301 (e)(1) (Class 1 - “Existing
Facilities”), and Approve the Architectural Review for
an 928 square foot first floor addition to an existing
one-story residence resulting in a 2,551 square foot
four-bedroom, three-bathroom one-story residence at
2810 Sykes Court, subject to the findings and
conditions of approval.
GENERAL BUSINESS
The following items from this Development Review Hearing agenda will be scheduled for further review following the
conclusion of hearings and recommendations by the Development Review Hearing. Please contact the Planning
Division office for information on the schedule of hearings for these items.
2. 23-731 Action on a New Attached Accessory Dwelling Unit (ADU) and
Modification of Attic Space into Living Space at 611 Hilmar
Street
Recommendation: Determine the project to be Categorical Exempt
pursuant to CEQA (Class 1) 15301(e)(1)-Existing
Facilities and Approve the Architectural Review of a
proposed new attached Accessory Dwelling Unit
(ADU) and modify the attic to living space for an
existing single-family residence, subject to the findings
and conditions of approval.
3. 23-842 Action on the Architectural Review for a Multi-Family Residential
Development within the Tasman East Specific Plan Area
Located at 5185 Lafayette Street
Recommendation: Consider the Addendum to the Tasman East
Specific Plan EIR and Approve the Architectural
Review for the new construction of a 21-story, 198-unit
multifamily residential development with two levels
below grade for parking, five levels above grade
podium (with parking), and sixteen levels of residential
units above within the Tasman East Specific Plan
area located at 5185 Lafayette Street, subject to the
findings and conditions of approval.

The time limit within which to commence any lawsuit or legal challenge to any
quasi-adjudicative decision made by the City is governed by Section 1094.6 of the
Code of Civil Procedure, unless a shorter limitation period is specified by any other
provision. Under Section 1094.6, any lawsuit or legal challenge to any
quasi-adjudicative decision made by the City must be filed no later than the 90th day
following the date on which such decision becomes final. Any lawsuit or legal
challenge, which is not filed within that 90-day period, will be barred. If a person
wishes to challenge the nature of the above section in court, they may be limited to
raising only those issues they or someone else raised at the meeting described in
this notice, or in written correspondence delivered to the City of Santa Clara, at or
prior to the meeting. In addition, judicial challenge may be limited or barred where the
interested party has not sought and exhausted all available administrative remedies.
If a member of the public submits a speaker card for any agenda items, their name
will appear in the Minutes. If no speaker card is submitted, the Minutes will reflect
"Public Speaker."
In accordance with the requirements of Title II of the Americans with Disabilities Act
of 1990 ("ADA"), the City of Santa Clara will not discriminate against qualified

activities, and will ensure that all existing facilities will be made accessible to the
maximum extent feasible. The City of Santa Clara will generally, upon request,
