City of Santa Clara Page 2 of 6 Printed on 10/10/2024 Development Review Hearing Meeting Agenda October 16, 2024 1. 24-956 PUBLIC HEARING: Action on an Architectural Review (PLN23-00290) for the Demolition of the Existing 42,821 Square-Foot Industrial Building and Construction of an Eight-Story, 284-unit Multi-family Residential Building within the Patrick Henry Drive Specific Plan Area Located at 4590 Patrick Henry Drive Recommendation: Adopt the Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program (MMRP) based on findings and Approve the Architectural Review for the demolition of the existing 42,821 square-foot industrial building and construction of an eight-story, 284-unit multifamily residential building located at 4590 Patrick Henry Drive, subject to the findings and conditions of approval. 2. 24-963 Public Hearing: Action on the Architectural Review (PLN24-00321) for the Construction of a 313 Square Foot First Floor Addition and an 885 Square Foot Second Floor Addition to an Existing 1,661 Square Foot, One-Story, Single-Family Residence to Create a 2,901 Square Foot, Four Bedroom, Three Bathroom, Two-Story, Single-Family Residence on A 5,000 Square Foot Lot at 3100 Mauricia Avenue. Recommendation: Determine the project to be exempt from the California Environmental Quality Act (CEQA) formal pursuant to CEQA Guidelines Section 15301(e)(1) (Class 1 - Existing Facilities), and Approve the Architectural Review for the construction of a 313 square foot first floor addition and a 885 square foot second floor addition to an existing 1,661 square foot one story single-family residence to create a 2,901 square foot, four bedroom, three bathroom, two-story, single-family residence on a 5,000 square foot lot at 3100 Mauricia Avenue, subject to findings and conditions of approval. Recommendation: Determine the project to be exempt from the California Environmental Quality Act (CEQA) formal pursuant to CEQA Guidelines Section 15301(e) (Class 1 - Existing Facilities), and Approve the conversion of an existing attached garage to a two story 785 square foot Accessory Dwelling Unit and a 135 square foot addition to the primary dwelling for the property located at 577 Hubbard Avenue, subject to findings and conditions of approval. 4. 24-979 Action on the Architectural Review (PLN24-00478) for a 293 Square-Foot First Floor Addition and a 165 Square-Foot Second Floor Addition to a Previously Approved 975 Square-Foot Second Story Addition (PLN23-00476) to a Single-Family Residence Located at 684 Marshall Court Recommendation: Determine the project to be exempt from the California Environmental Quality Act (CEQA) formal pursuant to CEQA Guidelines Section 15303 (Class 3 -- New Construction or Conversion of Small Structures), and Approve the Architectural Review for a 293 square-foot first floor addition and a 165 square-foot second floor addition to a previously approved 975 square foot second-floor addition to an existing 1,166 square-foot three-bedroom, two-bathroom one-story residence resulting in a 2,599 square-foot 4-bedroom, 4.5-bathroom two-story residence, subject to findings and conditions of approval. Recommendation: Determine the project to be exempt from the California Environmental Quality Act (CEQA) formal pursuant to CEQA Guidelines Section 15303 (Class 3 - New Construction of a Small Structure), and Approve the Architectural Review for the demolition of an existing 1,548 square foot single family residence for the construction of a new 3,069 square foot five bedroom, three bathroom, two-story, single family residence on a 5,044 square foot lot at 1779 Ravizza Avenue, subject to findings and conditions of approval. ADJOURNMENT The next regular scheduled meeting is on Wednesday, November 13, 2024 at 4 p.m. MEETING DISCLOSURES City of Santa Clara Page 5 of 6 Printed on 10/10/2024 Development Review Hearing Meeting Agenda October 16, 2024 The time limit within which to commence any lawsuit or legal challenge to any quasi-adjudicative decision made by the City is governed by Section 1094.6 of the Code of Civil Procedure, unless a shorter limitation period is specified by any other provision. Under Section 1094.6, any lawsuit or legal challenge to any quasi-adjudicative decision made by the City must be filed no later than the 90th day following the date on which such decision becomes final. Any lawsuit or legal challenge, which is not filed within that 90-day period, will be barred. If a person wishes to challenge the nature of the above section in court, they may be limited to raising only those issues they or someone else raised at the meeting described in this notice, or in written correspondence delivered to the City of Santa Clara, at or prior to the meeting. In addition, judicial challenge may be limited or barred where the interested party has not sought and exhausted all available administrative remedies. If a member of the public submits a speaker card for any agenda items, their name will appear in the Minutes. If no speaker card is submitted, the Minutes will reflect "Public Speaker." In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the City of Santa Clara will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities, and will ensure that all existing facilities will be made accessible to the maximum extent feasible.
