Recommendation: Approve the Governance and Ethics Committee
minutes of September 14, 2020.

2. 20-993 Action on Parks & Recreation Commission Recommendation to
Name the New Public Park located at 1205 Coleman Avenue
(Gateway Crossings) as “Zahra Billoo Park”
Recommendation: That the new Public Park to be located at 1205
Coleman Avenue (Gateway Crossings) be named
“Zahra Billoo Park.”

3. 20-1082 Action on Parks & Recreation Commission Recommendation to
Name the New Public Park located adjacent to the 2343 Calle
Del Mundo Residential Project as “Calle del Mundo Park”.
Recommendation: That the new Public Park located adjacent to the 2343
Calle Del Mundo residential project be named “Calle
del Mundo Park.”
4. 20-312 Review Council Policy 020 Proclamations for Possible
Recommendation to City Council
Recommendation: That the Governance and Ethics Committee
recommend that the City Council adopt a resolution to
amend Council Policy 020.
5. 20-994 Referral from September 29, 2020 Council Meeting on Citywide
Board and Commission Workplan Process
Recommendation: Staff has no recommendation on this item.
6. 20-907 Review Reinstatement of International Exchange Commission
(IEC) for Possible Recommendation to the City Council
Recommendation: (1) Approve that the ordinance to repeal Ordinance
No. 1908
(2) Reinstate the International Exchange
Commission be forwarded to the full City
Council for consideration, with the
postponement of IEC meetings until COVID-19
travel and event restrictions are lifted and can
safely be planned.
7. 20-991 Formalization of the Bicycle and Pedestrian Advisory Committee
Recommendation: Alternative 2: Defer consideration of the proposed
City Code amendments and BPAC Policy Guidelines
revision until after the BPAC and staff have received
the BPAC subcommittee December 10, 2020 report
on governance.
8. 20-992 Discussion and Consideration of the City’s Housing Commission
Recommendation: Approve the restructuring and renaming of the HRLC
and direct staff to bring an ordinance formalizing the
Housing Commission for full Council consideration.

9. 20-1265 Update on Task Force on Diversity, Equity, and Inclusion
Recommendation: This report is for information and advisement that at
the appropriate time staff will submit a budget
amendment to fund this Task Force.
