IMMIGRATION COMMITTEE / COMITÉ DE INMIGRACIÓN Regular Meeting / Reunión Ordinaria November 10, 2025 – 4:00 PM / 10 de noviembre de 2025 – 4:00 PM 2651 Siringo Road, Building E, Santa Fe, NM 1. Call to Order / Llamada al Orden The meeting was called to order by Chair Ivan Cornejo at 4:08 PM. 2. Roll Call / Pase de Lista Present: Ivan Cornejo (Chair), Marcela Diaz (Vice Chair), Gina Auz, Jessica Noemi Aguirre, Rebecca K. Rowley, Julia Ann Ball, Maria José Rodríguez Cádiz, Ryan Lee A quorum was present. 3. Approval of Agenda / Aprobación de la Agenda Motion by Gina Auz to move Item 6c (Peer Court Support Program) to be heard before Item 6b (Emergency Phone Tree Proposal). Seconded by Ryan Lee. Motion passed unanimously. Motion by Marcela Diaz to move Items 6e (Policy Recommendations) and 6f (Connect Program Funding) to Section 10 (Matters from the Committee). Seconded by Jessica Noemi Aguirre. Motion passed unanimously. 4. Approval of Minutes / Aprobación de las Minutas Motion to approve minutes from August 11, 2025 by Gina Auz; seconded by Maria José Rodríguez Cádiz. Motion passed unanimously. 5. Community Comments / Comentarios de la Comunidad Multiple members of the public spoke regarding increasing the Living Wage: • Greta cited that 15% of Santa Fe’s population are immigrants contributing over $122 million in taxes annually. • A working mother of four, including a child with autism, shared her struggle to support her family with two jobs and urged the committee to support the wage increase. • Xatzil, representing Chainbreaker Collective, spoke on behalf of renters impacted by wage stagnation and rising housing costs. • Naiz Ramírez, a restaurant owner, voiced support for raising the wage and noted the importance of fair compensation for small business employees. • Others highlighted the seasonal nature of work in Santa Fe’s tourism economy and its effects on immigrant families. Dr. Leticia Raican (La Familia Medical Center) attended and sat with the committee but had not yet been formally appointed. 6. Work Session / Sesión de Trabajo a. Robert’s Rules of Order / Reglas de Orden de Robert Ruby Crews, Assistant City Attorney, presented an overview of parliamentary procedures and answered questions from the committee. b. Peer Court Support Program / Programa de Acompañamiento Judicial Becky Henderson and Cynthia Feiden-Warsh (Indivisible Santa Fe Rising) shared a peer- based support model for immigrants navigating civil court proceedings. c. Emergency Phone Tree Proposal / Propuesta de Red Telefónica de Emergencia Georgia Roybal presented a pilot community-led emergency phone tree initiative to respond to immigration enforcement actions. d. Living Wage Survey Results / Resultados de la Encuesta sobre el Salario Digno Elisa Montoya (Community Development Director) presented findings from the city’s survey and described upcoming public engagement opportunities. 7. Committee Membership Update / Actualización sobre la Membresía del Comité Chair Cornejo announced the pending Governing Body appointment of Dr. Laura López Jauregui to fill the La Familia Medical Center seat on the committee. b. New Police Liaison Introduction / Presentación del Nuevo Enlace Policial Chair Cornejo introduced Lieutenant Heinz DeLuca as the new Santa Fe Police Department liaison and noted the committee’s interest in receiving U Visa coordination updates at future meetings. 10. Matters from the Committee / Asuntos del Comité a. Subcommittee Updates / Actualizaciones de los Subcomités • Policy Subcommittee / Subcomité de Políticas Vice Chair Marcela Diaz outlined a set of draft policy proposals, including protections against civil immigration enforcement on City property, standardized signage for restricted-access areas, employer-notification protocols for I-9 audits, economic-relief funding, and reporting protocols for ICE activity. Committee members discussed the importance of codifying due process protections and transparency measures. The item will return for discussion and possible vote in December. • Resources Subcommittee / Subcomité de Recursos Rebecca Rowley reported on planned legal clinics, including upcoming events providing powers of attorney for children.
