Call to Order A regular meeting of the Santa Fe MPO Technical Coordinating Committee was called to order by __Brett ______ at 1:30 pm, on Thursday, Nov.17, 2025 at 737 Agua Fria Street, Santa Fe, NM. 2. Roll Call MEMBERS PRESENT Romella Glorioso-Moss, City of Santa Fe Jacqueline Beam, Santa Fe County Javier Martinez, NMDOT Marvelous Echeng, Santa Fe County Brett Clavio, Santa Fe County Carrie Tremblatt, Santa Fe County MEMBERS ABSENT City Land Use- Vacant Bryce Gibson Ryan Ward Lt. Gov. Louie Hena, Pueblo of Tesuque OTHERS PRESENT Leah Yngve, Santa Fe MPO Alison Gillette, NMDOT Erick Aune, Santa Fe MPO Karmela Espinosa, Santa Fe County Jason Park, NMDOT 3. APPROVAL OF AGENDA MOTION: A motion was made by Romella Glorioso-Moss, seconded by Marvelous Echeng, to approve the agenda. VOTE The motion passed on a voice vote. 4. Approval of Meeting Minutes 10/20/25 TCC MOTION: A motion was made by _Jacqueline Beam, seconded by _Marvelous Echen, to approve the minutes as Amended. (Amend the Members Present: Strike Jennifer Morrow, Rhonda Lopez, Daniel Alverado, Ryan Ward and add Andrew Baca, City of Santa Fe, Carrie Tremblatt, Santa Fe County) VOTE: The motion passed on a voice vote. MPO-TCC Nov. 17, 2025 2 5. Communications from the Public 6. Items for Discussion and Possible Action: A. Review and Recommend: Approval of the FFY 2024-2029 TIP Amendment 9 via Self- Certification Needed to add two Santa Fe Transit Ride Finders Program Funding. 3 projects that came out of the RTP, TAP, CMAQ call for projects. No Public Comments. A, review and recommend approval of the federal fiscal Year 2024 to 2029 Transportation Improvement Program, amended number 9, via self-certification. So we were adding that for FY26 and FY27, And other than those two projects of $84,000 per year, we have the, three projects that came out of the RTP, TAP, CRP, and CMAT call for projects this year. These are all three City of Santa Fe projects, rail trail intersection improvements, St. Michael's Drive Reconstruction Design Study, and the Acequia Trail Extension also for design. We did not receive any comments in the 15-day public review period, so we will look for your. MOTION: A motion was made by _Brett Clavio________, seconded by Romella Glorioso-Moss, to approve TIP Amendment 9 to the Policy Board VOTE: The motion passed on a voice vote. B. Review and Recommend: Approval of draft revised Santa Fe MPO By-Laws via Self- Certification Mr. Chair, members of the committee, this is a relatively simple amendment that we're going to suggest and recommend to the Policy Board Thursday afternoon. We are adding, currently, Now, bylaws simply state that the MTA staff include The director and the two senior planners. We're going to include the option of a mobility manager position. So that in the event that we can convince the city to expand our staffing opportunities in the next year, we'll be prepared to do so. The idea is simply succession planning. MOTION: A motion was made by _Romella Glorioso-Moss, seconded by Javier Martinez, to recommend approval of the draft revised Santa Fe MPO By-Laws via Self-Certification. VOTE: The motion passed on a voice vote. C. Review and Recommend: Approval of Formal Amendment to the official “Functional Classification Map” via Self-Certification. Thank you, Mr. Chair, I'll take that one. So this is a requirement from the Federal Highways Administration that happens about every 10 years. And, it starts at the local level and then works its way up to the state DOT. So, we had submissions from Santa Fe County and the City of Santa Fe to change the func… change or add the functional MPO-TCC Nov. 17, 2025 3 classification of 8.Roads, and, from the county, most of them are from the county, and we have several downgrades from major collector to minor collector. And I'm sure the county can answer more questions after I present these, but the gist that I understood from this was basically the traffic counts, are not really high enough to consider them major collectors, and so they're more appropriately considered minor collectors. And then we have, 3 new sections of road from the county Falcon Way, Avenida del Sur, and the new section of Rabbit Road, and those are all proposed to be minor arterials. The City of Santa Fe has one new road, Beckner Road. MOTION: A motion was made by _Romella Glorioso-Moss, seconded by Brett Clavio, to amend the official “Functional Classification Map” via Self-Certification. VOTE: The motion passed on a voice vote. D. Review and Recommend: Approval of Adoption of NMDOT Safety Performance Measures (PM1) via Self-Certification. This is a requirement from the federal government that we adopt these targets, and there are different timelines, but the safety target is adopted annually, and, there are these five indicators or targets that, are calculated, and at the state level, the NMDOT calculates them, and as an MPO, we are allowed to, and we have always adopted the state targets. These charts show where are the targets for FY2026. It's actually the calendar year 2026 targets, what they are. And there has been a change this year. MOTION: A motion was made by Romella Glorioso-Moss_, seconded by Marvelous Echen, to recommend adoption of NMDOT Safety Performance Measures (PM1) via Self-Certification VOTE: The motion passed on a voice vote. 2.
