1. Call to Order
A regular meeting of the Santa Fe MPO Technical Coordinating Committee was called to order by
Chair Bryce Gibson at 1:34 pm, on Monday, February 23, 2025 at 737 Agua Fria Street, Santa Fe,
NM.

3. APPROVAL OF AGENDA
MOTION: A motion was made by Javier Martinez, seconded by Romella Glorios-Moss, to
approve the agenda.
VOTE The motion pass on a voice vote.
4. Approval of Meeting Minutes 011/17/25 TCC
MOTION: A motion was made by Javier Martinez, seconded by Marvelous Escheng, to approve
the minutes.

A. Selection of 2026 Chair and Vice-Chair
MOTION: A motion was made by Romella Glorioso-Moss, seconded by Javier Martinez, to approve
the appointment of Andrew Baca as TCC Chair for 2026.
VOTE: The motion passed on a voice vote.
MOTION: A motion was made by Romella Glorioso-Moss, seconded by Javier Martinez, to approve
the appointment of Marvelous Echeng for TCC Vice-Chair for 2026.
VOTE: The motion passed on a voice vote.
B. Review and Recommendation: Approval of the FFY 2024-2029 TIP Amendment
10 via Self-Certification
MOTION: A motion was made by _Romella Glorioso-Moss, seconded by Javier Martinez, to
recommend approval of Amendment 10 to the FFY 2024-2029 TIP.
VOTE: The motion passed on a voice vote.
C. Review and Recommend: Approval of the draft revised Santa Fe MPO Unified
Planning Work Program (UPWP) via Self-Certification.
MOTION: A motion was made by Andrew Baca, seconded by Marvelous Echeng, to recommend
approval of the revised SFMPO UPWP.
VOTE: The motion passed on a voice vote.
D. Project Updates: Santa Fe County, City of Santa Fe and NMDOT
a. NMDOT – Cerrillos and I-25
b. County – Henry Lynch Road and La Cienega Transportation Study
– Kick Off for Madrid in March
c. City of Santa Fe – Good news Agua Fria South Meadows – getting
mast arm this week and will start installation of the mast arm.
Henry Lynch Road will be considered for TPF funding.
d. Santa Fe Transit – adding a shuttle downtown – waiting 1 EV to be
delivered and other 6 by end of march 20 EV para-transit… move
others to micro-transit… non-ev vans communication for micro-
transit.

e. Pacheco Street Sidewalk Project Design has kicked off.
f. NCRTD – Micro-Transit in La Cieniga – New Exec Director Nick
Soulful… 2 new 35 ft hybrid electric vehicles
g. NMDOT Planning Bureau – Pending Acting Secretary – Updating
Federally Mandated State Freight Plan
h. Route Updates regarding Route 22 in the County to the College
and 599 Station.
7. Matters from MPO Staff – Welcome Carrie Tremblatt to the MPO.
