1. CALL TO ORDER
Chair Baumgartner called the meeting to order at 3:34 p.m.
2. REMOTE PARTICIPATION UNDER AB 2449 (IF NEEDED)
None.
3. ROLL CALL
Committee Member Azhderian joined the meeting at 3:49 p.m.
Present 6 - Chair Anne Baumgartner, Committee Member Nathan Azhderian,
Committee Member Deble Faulkner, Committee Member Kristin
Kiefer, Committee Member Jeff Nathanson, and Committee Member
Lisa Puentes
Absent 1 - Committee Member Paul Steward
4. PUBLIC COMMENTS
Chair Baumgartner opened Public Comment at 3:34 p.m.
Duane DeWitt spoke regarding a letter he sent to the Press
Democrat calling for the closure of some City Boards and
Commissions.
Chair Baumgartner closed Public Comment at 3:37 p.m.
5. APPROVAL OF MINUTES
5.1 August 5, 2024 - Draft Minutes.
Approved as submitted.
6. DEPARTMENT REPORTS
Arts and Culture Coordinator Meredith Knudsen provided an update
on item 7.3, informing the Committee that the item would most likely
need to be moved to a date certain of October 7th, 2024.

Chief Economic Development Officer Scott Adair introduced
himself to the Committee.
Chair Baumgartner opened Public Comment at 3:42 p.m.
Duane DeWitt spoke regarding his desire to receive contact
information from Chief Officer Adair.
Chair Baumgartner closed Public Comment at 3:43 p.m.
7. SCHEDULED ITEMS
7.1 Ruth Asawa Fountain
Hugh Futrell, Hugh Futrell Corporation, and staff will present a project
update on the Ruth Asawa Fountian in Courthouse Square.
Recommended Action: Discussion.
Staff Knudsen and Hugh Futrell, Hugh Futrell Corporation,
presented.
Staff Knudsen and Hugh Futrell responded to Committee Member
inquiries.
Chair Baumgartner opened Public Comment at 4:05 p.m.
Duane DeWitt spoke regarding concerns of vandalism and upkeep.
Chair Baumgartner closed Public Comment at 4:07 p.m.
Committee Members provided comments and feedback.
7.2 Big Belly Trash Can Art
Staff will present an overview of the Big Belly Trash Can art project.
Recommended Action: Nominate two APPC members for the selection
panel.
Staff Knudsen and Senior Environmental Specialist Nick Sudano
presented.

Staff responded to Committee Member inquiries.
Chair Baumgartner opened Public Comment at 4:33 p.m.
Duane DeWitt suggested that applications for the project be limited
to local children.
Chair Baumgartner closed Public Comment at 4:36 p.m.
Committee Members provided comments and feedback.
A motion was made by Vice-Chair Kiefer, seconded by Committee Member
Nathanson, to nominate Vice-Chair Kiefer and Committee Member Puentes
to the selection panel
The motion carried by the following vote:
Yes: 6 - Chair Baumgartner, Committee Member Azhderian, Committee
Member Faulkner, Committee Member Kiefer, Committee Member
Nathanson and Committee Member Puentes
Absent: 1 - Committee Member Steward
7.3 Police Fence Mural
Staff will present a project overview for the Police Fence Mural
Recommended Action: Nominate two APPC members for the selection
panel.
Chair Baumgartner opened Public Comment at 4:44 p.m.
Duane DeWitt spoke about concerns of graffiti regarding the
project.
Chair Baumgartner closed Public Comment at 4:47 p.m.
A motion was made by Committee Member Nathanson, seconded by
Committee Member Kiefer, to move item 7.3 to a date certain of October 7,
2024.

7.5 Public Art Toolkit
Staff will present draft Public Art Proposal Form.
Recommended Action: Approval of Public Art Proposal Form.

A motion was made by Committee Member Nathanson, seconded by
Vice-Chair Kiefer, to move item 7.5 to a date uncertain.
The motion carried by the following vote:

7.6 Finley Center Art Shows
Staff seeks APPC volunteers for assistance with next art hangings.

Vice-Chair Kiefer expressed excitement regarding future agenda
items.
Chair Baumgartner and Committee Member Nathanson spoke on a
desire for more clarity regarding the Public Art budget.

Chair Baumgartner adjourned the meeting at 5:27 p.m.
