CALL TO ORDER The meeting was called to order by Vice Chair Puentes at 3:51pm. 2. ROLL CALL Present: 4 - Vice Chair Lisa Puentes, Committee Member Katherine Anderson, Committee Member Monica Bryant, and Committee Member Kristin Kiefer Absent: 2 - Chair Nina Bonos, and Committee Member Zack Darling Also Present: Colin Close, City of Santa Rosa Senior Water Resources Planner; Adam Sharron, Artist for Light the Dark Illumination Project; Peter Levelle, President-Elect of the American Institute of Architects Redwood Empire 3. PUBLIC COMMENTS None 4. APPROVAL OF MINUTES The minutes from the October 17, 2018 Special Meeting. Item approved as submitted. 5. SCHEDULED ITEMS 5.1 Fence Design for Emergency Groundwater Well Facility at A Place to Play Park Colin Close, City of Santa Rosa Senior Water Resources Planner, will present the creative design elements of the fence that will surround an emergency groundwater well facility to be completed at A Place to Play park, funded by the Water Department. The fence was designed as part of a landscape project by a landscape architect using creative elements. Recommended action: Input on creative elements for staff consideration Colin Close provided a brief history of the ground water well at A Place to Play Park and the proposed fencing design to surround the pump station housing. He City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Art in Public Places Committee Regular Meeting Minutes - Final December 3, 2018 asked the Committee for input on the fence design and a discussion followed. The Committee provided positive and constructive feedback about the artistic elements of the fence design. Item received and filed. 5.2 Light the Dark Illumination Project Artist Adam Sharron will present a proposed temporary project funded by a Pop-Up Creativity Grant from Creative Sonoma. The installation would include lighting elements at the City-owned traffic island at 4th St and College Ave. Recommended action: Approve proposal Adam Sharron, landscape architect and local artist, applied for and was granted a Pop-Up Creativity Grant by Creative Sonoma. He provided images of his proposal to illuminate trees with solar-powered, colored L.E.D. lights at the traffic island at 4th Street and College Avenue. The lights will be computer controlled by weather or traffic for gradual lighting transitions. The temporary installation is projected for January, followed by an opening event. A motion was made by Committee Member Anderson, seconded by Committee Member Bryant, that this Art in Public Places Committee Agenda Item be approved. The motion carried by an unanimous vote. 5.3 2019 AIA Redwood Empire Architecture Design Competition for Emerging Professionals Peter Lavelle, President-Elect of the American Institute of Architects Redwood Empire, will present a competition offering emerging architectural talent the opportunity to design and build temporary installations that engage and transform public space. Recommended action: Endorse project Redwood Empire A.I.A. President-Elect Peter Levelle introduced A.I.A. Board Member and government advocate Scott Bartley. Lavelle provided a brief overview of the structure of the A.I.A. organization and explained the term ‘emerging professionals’ and the ‘PSR1’ design build competition for public spaces. The competition will result in 6 winning entries whose designs will be built, City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Art in Public Places Committee Regular Meeting Minutes - Final December 3, 2018 delivered and temporarily installed at Courthouse Square in summer 2019. Discussion ensued. A motion was made by Committee Member Anderson, seconded by Committee Member Bryant, that this Art in Public Places Committee Agenda Item be approved. The motion carried by an unanimous vote. 5.4 Appropriation of Public Art Funds for Coffey Park Public Art Project Staff will provide an update on the public art project at Coffey Park, coordinated with the redesign and rebuild of the park. Funding for this project was not included in the current Annual Work Plan, therefore additional Public Art Funds will need to be appropriated. 1% of the anticipated construction costs for the project would be $50,000, the recommended appropriation amount. A Project Plan and RFQ will be presented to the Committee for approval at a future meeting. Recommended action: Appropriate $50,000 from the Public Art Fund for the Coffey Park Public Art Project A recent public survey affirmed the neighborhood’s interest in incorporating public art as a component in the Coffey Park re-design. An artist will be hired to work with the Carlile Macy design team to produce the art piece. Since this project is a result of unexpected circumstances, there was no approved budget for public art. A Project Plan and RFQ will be presented to the Committee for approval at a future meeting. Discussion ensued. A motion was made by Committee Member Kiefer, seconded by Committee Member Anderson, that this Art in Public Places Committee Agenda Item be approved. The motion carried by an unanimous vote. 5.5 Project Updates a. Fire Response - Round One b. ZAG Recommended action: Information only Staff showed photos of the ‘Living Quilt’ at Rincon Ridge Park which was installed on November 25th. The ‘Ashes fell like Snow’ photo project will be installed December 4th and will open on December 6th with a reception following. The other two fire response projects had no updates. COMMITTEE MEMBER REPORTS 6.1 Events attended Anderson: Washington-African American Museum, art sightings in Hungary,Prague, Paris and San Francisco Kiefer: Phoenix and Scottsdale arts districts, Phoenix Art Museum Bryant: Berkeley Art Museum - Harvey Quaytman exhibit 6.2 Upcoming events Bryant will be in a publication called Genesis and an online exhibit. 7. DEPARTMENT REPORTS Staff announced that that the APPC meeting room will be the Mayor’s Conference Room at City Hall for the foreseeable future. Committee member Zack Darling resigned and Committee member Hilary Younglove’s seat is still open. Staff thanked the outgoing Recording Secretary for past support and announced that her replacement is unknown at this time. 8. ADJOURNMENT Meeting was adjourned by Vice Chair Puentes at 5:12pm.
