CALL TO ORDER AND ROLL CALL Present 8 - Chair Beth Dadko, Board Member Jim Pedgrift, Board Member Mike Lopez, Board Member Christine Dektor, Board Member Adam Brown, Board Member Barbara Moulton, Board Member Shaun Ralston, and Board Member Doug McKenzie Absent 1 - Board Member Kim O Badenfort 2. APPROVAL OF MINUTES 2.1 Approval of Minutes - March 16, 2017 Approved as submitted. 3. COMMENT ON AGENDA ITEMS None. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 5. REPORT ITEMS 5.1 Senior Planner, Erin Morris of the Planning and Economic Development Department will present the Preferred Land Use and Circulation Alternative with the Board and to provide an update on project status and schedule for the Southeast Greenway project. The Board provided feedback on the project. 5.2 MOTION - Northeast Santa Rosa Bicycle/Pedestrian Connection RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Board, by motion, support staff’s recommendation to remove a portion of Route 231. The Board motioned to support staff's recommendation to remove a City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Draft May 18, 2017 Board portion of Route 231 with the understanding that there will be a replacement connection. RECOMMENDATION It is recommended by the Transportation and Public Works Department that the Board, by motion, support staff's recommendation to remove a portion of Route 231. Yes: 8 - Chair Dadko, Board Member Pedgrift, Board Member Lopez, Board Member Dektor, Board Member Brown, Board Member Moulton, Board Member Ralston and Board Member McKenzie Absent: 1 - Board Member O Badenfort 5.3 Nancy Adams, Transportation Planner with the Transportation and Public Works Department will discuss with the Board preliminary scope of work for the update of the Bicycle and Pedestrian Master Plan. Board created a subcommittee to work with staff on proposed scope of work and schedule for the Bicycle and Pedestrian Master Plan. The subcommittee will consist of members McKenzie, Ralston, Dektor and Dadko. 5.4 Chair Dadko and Board Members Dektor, McKenzie, and Moulton as well as Transportation and Public Works staff Rob Sprinkle participated in a bicycle tour of Roseland on April 20. They will report out on their experience and observations. The Board discussed the tour and current conditions in Roseland area including road conditions, lack of sidewalks and Joe Rodota trail. The Board also discussed planning a tour around Northwest Santa Rosa. 5.5 Chair Dadko and Vice Chair Ralston have been working on potential outreach strategies for the Board, including a Bicycle and Pedestrian Advisory Board information flyer. The Board will finalize the outreach flyer. The Board discussed and finalized the outreach flyer. 5.6 Approximately annually, the Board updates a list of topics of interest that is used by the Chair, Vice Chair, and staff to identify agenda items for future Board meetings. The Board identified the following as topics for future agenda items (in order of expressed interest): Bike friendly designation - next level Class 1 safety and usage Bike facilities and amenities Roseland involvement Green paint bike lanes SMART train public safety Other agencies/countries designing Crosswalk visability Pedestrian crossing/midblock crossing Yellow/red light and speeding Continued community awareness Redesigning bike lanes through intersections Flashing yellow left turn/educating the public 6. PUBLIC COMMENTS ON NON-AGENDA MATTERS None. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS Announcements: McKenzie announced the Redwood Empire Mountain Bike Alliance (REMBA) Pump Track grand opening on May 6 was a highly successful event. Dadko attended the Mayor's Luncheon. Lopez participated in the Ironman event and reported that is was a very well done event. 8. STAFF ANNOUNCEMENTS Staff updated Board on the Hearn Avenue SMART crossing signal. Environmental review is beginning for the highway 101 overcrossing. Jennings crossing agreement due to be signed and executed. SMART has released their proposed operating schedule. 9. ADJOURNMENT OF REGULAR MEETING Meeting adjourned at 6:11p.m. Disability-related aids or services, including printed information in alternate formats, to enable persons with disabilities to participate in public meetings are available by contacting the City Clerk’s Office at 543-3016 one week prior to the meeting.
