CALL TO ORDER AND ROLL CALL Present 6 - Chair Beth Dadko, Board Member Jim Pedgrift, Board Member Christine Dektor, Board Member Adam Brown, Vice Chair Shaun Ralston, and Board Member Kim O Badenfort Absent 2 - Board Member Barbara Moulton, and Board Member Doug McKenzie 2. APPROVAL OF MINUTES 2.1 February 15, 2018 Draft Minutes 3. COMMENT ON AGENDA ITEMS The Board asked that the Public Comments on Non-Agenda Matters item be moved up on the agenda. Depending on the amount of comments, the Board may want to limit the comments and continue them later in the agenda. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. PUBLIC COMMENTS ON NON-AGENDA MATTERS Jim Dennis introduced himself. He stated he had worked with the previous Staff Liaison to the Board. He inquired about the the work efforts to encourage Amtrak to put a stop downtown; about getting new bike lockers downtown; and about the frequency of the Board meetings, the location of the meetings, and where the information is posted on the website. Vince Hoagland introduced himself. He stated County Parks completed a feasibility study for Sonoma Valley trail, a Class I bike way along Hwy 12, and expressed a desire that the City planned City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final March 15, 2018 Board Southeast Greenway connect up with it at Spring Lake. 5. REPORT ITEMS 5.1 MOTION - Highway 101 Bicycle and Pedestrian Bridge Update RECOMMENDATION: The Board, by motion, may support evaluating an additional crossing location, the Range Avenue-Bear Cub Way alignment, in the environmental document for the Highway 101 Bicycle and Pedestrian Bridge. PUBLIC COMMENTS Stella Skalskie from Santa Rosa High School spoke in favor of the Range Ave-Bear Cub Way route. Jeannie Spraetz asked if the Range Ave-Bear Cub Way might be used more by students. RECOMMENDATION The Board, by motion, supported evaluating an additional crossing location, the Range Avenue-Bear Cub Way alignment, in the environmental document for the Highway 101 Bicycle and Pedestrian Bridge. Yes: 5 - Chair Dadko, Board Member Pedgrift, Board Member Brown, Vice Chair Ralston and Board Member O Badenfort No: 1 - Board Member Dektor Absent: 3 - Lopez, Board Member Moulton and Board Member McKenzie 5.2 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Ongoing Progress Report BACKGROUND: The Board will provide additional input on the Plan Update 2018 process including the community outreach components. RECOMMENDATION: This item is for Board discussion. No action is required. PUBLIC COMMENTS Jim Dennis asked about how to find the survey on the website. Jeannie Spraetz asked for guidelines for the type of comments on the survey. RECOMMENDATION No action taken. This item is for Board discussion. City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final March 15, 2018 Board 5.3 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Bicycle Friendly Community Designation Analysis BACKGROUND: The Board will provide additional input on the Plan Update 2018 Bicycle Friendly Community Designation analysis. RECOMMENDATION: Support the recommended actions identified in the revised Bicycle Friendly Community Audit. RECOMMENDATION The Board supported the recommended actions identified in the revised Bicycle Friendly Community Audit. 5.4 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Existing Conditions Memo and Level of Traffic Stress BACKGROUND: Discuss the Existing Conditions Memo for the Bicycle & Pedestrian Master Plan Update 2018. RECOMMENDATION: No action is required. The Board may provide input on the draft Existing Conditions Memo and Bicycle Level of Traffic Stress for the Plan Update 2018. RECOMMENDATION No action taken. The Board provided input on the draft Existing Conditions Memo and Bicycle Level of Traffic Stress for the Plan Update 2018. 6. PUBLIC COMMENTS ON NON-AGENDA MATTERS None. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS The Chair shared communication from Minona Heaviland. She is in favor of creating a bike lane on Fourth Street and a road diet; asked for improvement of the timing of the signals on Farmers Lane and encouragement for traffic to stay on Hwy 12 rather than traveling through town to Hwy 101; and is looking forward to the E Street bike lanes. 8. STAFF ANNOUNCEMENTS The TDA Article III project for E Street will be going to Council on March 20, 2018. The possibility of diagonal parking on E Street was looked at and City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final March 15, 2018 Board would involve right of way we currently do not have, so other options will be researched. There are no consultant items scheduled until May. The Highway 101 Crossing public presentation meeting is scheduled for March 29, 2018. 9.
