CALL TO ORDER AND ROLL CALL Present 4 - Chair Beth Dadko, Board Member Christine Dektor, Board Member Barbara Moulton, and Board Member Doug McKenzie Absent 4 - Board Member Jim Pedgrift, Board Member Adam Brown, Vice Chair Shaun Ralston, and Board Member Kim O Badenfort 2. APPROVAL OF MINUTES Continued to the next meeting. 2.1 Draft Minutes of March 15, 2018. 3. COMMENT ON AGENDA ITEMS None. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Brett Kordenbrock of Quadriga Landscape Architecture and Planning introduced himself, briefly summarized a completed walking event and next steps for Midtown 4th Street, and spoke in support of the Board. 6. REPORT ITEMS 6.1 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Ongoing Progress Report BACKGROUND: The Board will provide additional input on the Plan Update 2018 process including the community outreach components. RECOMMENDATION: This item is for Board discussion. This item was discussed by the Board. 6.2 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Draft Design Guidelines BACKGROUND: Discuss the draft Design Guidelines for the Bicycle & Pedestrian Master Plan Update 2018. RECOMMENDATION: No action is required. The Board may provide input on the draft Design Guidelines for the Plan Update 2018. PUBLIC COMMENTS Minona Heaviland had questions including the lack of representation of children riding bicycles, flashing crosswalks vs. Rectangular Rapid Flash Beacon (RRFB) options, activated flashing lights, the lack of curb for sidewalks where there are no storm drains, bulb-outs taking space for bicyclists, road diets and bike boulevards. Stephen Gold asked about barriers to keep pedestrians from entering intersections, the use of directional signage, temporary signage for construction projects and special events, and the transitions between Class I and Class II being covered. Brett Kordenbrock made comments including the use of Z crossings for refuge islands to highten awareness for pedestrians and vehicles, RRFB options, imbedded flashers at eye level, encouraged the use of bulb-outs and curb extensions, and that interim guidelines and design options would help the City test things out. RECOMMENDATION No action was taken. The Board provided input on the draft Design Guidelines for the Plan Update 2018. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS The online survey for the Hwy 101 Overcrossing project was geared more for bicylists and less for pedestrians. Staff was asked when the data will be provided. The Bay Area Regional Health Inequity Initiative is holding a free event for Vision Zero on May 10 in Oakland. Future meeting attendance and the possibility of rescheduling the consultant's attendance was mentioned. There is a free family event for the first anniversary of the Pump Track on May 12, from 11 am to 3 pm. 9. STAFF ANNOUNCEMENTS The Ironman event is scheduled for May 12. Staff participated in the Piner High School walking audit for climate protection. Staff attended the Safe Streets Coalition. The pedestrian crosswalk enhancement program is underway with 12 to 16 RRFB's throughout the City at 100 various locations. Bids received for green bike lane material are lower than expected, which means the ability to do more locations than planned. The location of Sixth Street near the mall has been added. Hearn trail crossing is being worked on in conjunction with a signalized intersection project. The intersection of Spencer/Humboldt will have an all-way stop installed per neighborhood request. 10.
