The meeting was called to order by Chair Dadko at 4:05 p.m.
1. CALL TO ORDER AND ROLL CALL

2. APPROVAL OF MINUTES
A motion was made by Vice Chair Ralston, seconded by Board Member
Heaviland, approved as submitted, the motion carried by the following
vote:
Yes: 5 - Chair Dadko, Board Member Dektor, Board Member Moulton,
Vice Chair Ralston and Board Member Heaviland
Absent: 1 - Board Member Brown
Abstain: 3 - Board Member Pedgrift, Board Member O Badenfort and Board

5. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Steve Rabinowitsh, Waterways Advisory Committee, introduced
himself and spoke briefly about the Creek Master Plan and
coordinating efforts with the Bicycle and Pedestrian Master Plan
Update.

Stephen Gold spoke about a listing of concerns he has compiled
regarding the City's transportation infrastructure, discussed a few of
the concerns, and provided the listing to the Board and Staff Liaison.
6. REPORT ITEMS
6.1 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Ongoing
Progress Report
BACKGROUND: The Board will provide additional input on the Plan
Update 2018 process including the community outreach components.
RECOMMENDATION: This item is for Board discussion. No action is
required.
RECOMMENDATION
No action was taken. This item was discussed by the Board.
6.2 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Draft
Network Recommendations
BACKGROUND: The Board will provide input on the Plan Update 2018
Draft Network Recommendations.
RECOMMENDATION: This item is for Board discussion. No action is
required.
PUBLIC COMMENTS
Vince Hoagland, Southeast Greenway, spoke about a list of
suggestions provided to the Board. There are concerns with
traveling west across Farmers Lane to get to downtown and the
SMART station, and traveling east getting to the future County Parks
Class I path along Highway 12. He stated signage is improved, but
signage is still needed. He spoke of the importance of collaboration
between the City BPAB and the County BPAB.
Steve Rabinowitsh, Waterways Advisory Committee, stated that
special attention to improving crossings and connections is needed.
He listed Southeast Greenway connection, Piner Creek at
Guerneville Road, SMART connection to Santa Rosa Creek/Joe

Rodota Trail crossing Third Street, and Santa Rosa Creek at
Farmers Lane, planned as a future undercrossing, are areas of
interest.
Stephen Gold stated that Hwy 101 crossings need attention, as well
as connections to the County networks and other cities and towns.
Brett Kordenbrock echoed the comments about the Fourth
Street/Farmers Lane connection to downtown and stated the
connection from the junior college area to Sonoma Avenue and
Farmers Lane is an issue. He is open to recommendations and
opportunities and the future of Fourth Street, understands the
limitations and constraints in making connections stronger, and
stated the flashing beacons have helped. He is encouraged by the
depth of the information and vision, and likes the way it is being
presented.
Christine Talbot stated a road diet is more desirable in the Fourth
Street area, and that the daytime is the more the issue than nightime.
Elizabeth Ridlington stated she has concerns about bike travel in the
junior college area, especially for children. She spoke in favor of the
activity and ideas being presented and stated it is a good first start.
She inquired about not seeing all of her comments show up in the
interactive map.
RECOMMENDATION
No action was taken. This item was discussed by the Board.
7. PUBLIC COMMENTS ON NON-AGENDA MATTERS CONTINUED
None.
8. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS
- Everyone is invited to the pump track after the meeting.
- A meeting is scheduled with Sutter Health to discuss their
application to be designated a "bicycle friendly business." They
could be the first major employer in Santa Rosa with this

designation, and a catalyst for other large employers to follow.
- A transportation land use coalition meeting was attended by Staff
and the Chair.
- Oakmont Village Association has stated no route is wanted in
Oakmont, and Board of Supervisor Member Susan Gorin and Mayor
Chris Coursey have asked them to reconsider.
9. STAFF ANNOUNCEMENTS
- The material and stencil application device for the Green Bike
Lanes have been received, and the project is due to start in
August/September.
- The Pedestrian Enhancements project at 114 locations is almost
complete.
- The Hearn Multi-use/SMART crossing is 65% designed. There is
a meeting with the PUC, SMART and the Consultant scheduled next
week.

The meeting was adjourned by Chair Dadko at 6:02 p.m.
