CALL TO ORDER AND ROLL CALL The meeting was called to order by Chair Ralston at 4:03 p.m. Present -7 Chair Shaun Ralston, Board Member Jim Pedgrift, Board Member Barbara Moulton, Board Member Kim Badenfort, Board Member Doug McKenzie, Board Member Minona Heaviland, and Board Member Elizabeth Ridlington Absent -2 Board Member Adam Brown and Board Member Christine Dektor 2. OATH OF OFFICE The Oath of Office was administered to reappointed Board Member Minona Heaviland and newly appointed Board Member Elizabeth Ridlington. 3. APPROVAL OF MINUTES 3.1 Draft Minutes of January 17, 2019 A motion was made by Board Member Moulton, seconded by Board Member McKenzie, approved as amended. The motion carried unanimously. 4. COMMENT ON AGENDA ITEMS None. 5. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 6. PUBLIC COMMENTS ON NON-AGENDA MATTERS None. 7. REPORT ITEMS City of Santa Rosa Regular Meeting Minutes Page 2 of 3 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final February 21, 2019 Board 7.1 REPORT - Election of Vice Chair BACKGROUND: The Board will elect a Vice Chair to serve a one-year term. RECOMMENDATION: The Board shall, by motion, elect a Vice Chair to serve a one-year term. A motion was made by Board Member McKenzie, and seconded by Board Member Badenfort, to nominate Board Member Heaviland for Vice Chair, who accepted the nomination. As no other nominations were made, the Board unanimously elected Board Member Heaviland to serve as Vice Chair for a one-year term. 7.2 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Ongoing Progress Report BACKGROUND: The Board will provide additional input on the Plan Update 2018 process including the community outreach components. RECOMMENDATION: This item is for Board discussion. No action is required. This item was received and filed. 7.3 REPORT - Regional Bike Share Pilot Program Update BACKGROUND: The Board will receive an update of the Regional Bike Share Pilot Program. RECOMMENDATION: This item is for Board discussion. No action is required. This item was received and filed. 8. PUBLIC COMMENTS ON NON-AGENDA MATTERS CONTINUED None. 9. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS -Chair Ralston asked the Board if they wanted to do something nice for outgoing Chair Dadko. The Board agreed, and will explore options. - There will be a Board meeting in March to follow up after the City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final February 21, 2019 Board Council meeting on March 12. - The Sonoma County Bicycle Coalition and Safe Routes to School are participating in the Green Sneaker Challenge in March and April. - Vice Chair Heaviland asked the Board to think about which things in the plan can be implemented sooner, with consideration to the current City budget, for future discussion. - Board Member Ridlington heard the City is participating in talks with Santa Rosa Junior College about possibly closing a street. Staff confirmed SRJC administration and the City are in talks, and the discussion is at the very beginning of the process to develop a more formal plan to move forward. 10. STAFF ANNOUNCEMENTS - Staff asked the Board to think about the frequency of meetings going forward. - The E Street project is kicking off. - The Santa Rosa Avenue TDA funding item is slated to go to Council in April. 11.
