CALL TO ORDER AND ROLL CALL The meeting was called to order by Chair Ralston at 4:03 p.m. Vice Chair Heaviland arrived at 4:30 p.m. Present 6 - Chair Shaun Ralston, Vice Chair Minona Heaviland, Board Member Kim Badenfort, Board Member Denise Deneau, Board Member Christine Dektor, and Board Member Elizabeth Ridlington Absent 3 - Board Member Christine Logan, Board Member Doug McKenzie, and Board Member Charlotte Vrobel 2. APPROVAL OF MINUTES 2.1 May 16, 2019, Regular Meeting Minutes. A motion was made by Board Member Dektor, seconded by Board Member Ridlington, approved as submitted. Yes: 6 - Chair Ralston, Vice Chair Heaviland, Board Member Badenfort, Board Member Deneau, Board Member Dektor and Board Member Ridlington Absent: 3 - Board Member Logan, Board Member McKenzie and Board Member Vrobel 3. COMMENT ON AGENDA ITEMS None. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Eris Weaver, Executive Director of Sonoma County Bicycle Coalition, spoke about making changes to their business model for smart cycling classes and looking for more community partners to get the information out, as well as potential locations to hold the City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final July 18, 2019 Board classes. She also spoke about free online classes for cyclists, and is planning a Pool Noodle Ride event on July 31 with pool noodles provided for participants. Ron Padilla, citizen from the St. Francis neighborhood and Keysight employee, spoke about starting cycling again and purchasing a Type 1 E-bike. He also commented that more information and visibility for E-bikes should be available such as research, experiences, laws, recommendations, and options for mobility. 6. REPORT ITEMS 6.1 REPORT - Bicycle Friendly Community Designation - 2019 BACKGROUND: The Bicycle and Pedestrian Advisory Board (BPAB) may support submitting a Bicycle Friendly Community application. RECOMMENDATION: The Board may support, by motion, submitting a Bicycle Friendly Community application for 2019. PUBLIC COMMENT Eris Weaver had some questions, and provided comments and points of clarification on a few of the items. Ron Padilla provided some comments and points of clarification. A motion was made by Board Member Dektor, seconded by Board Member Badenfort, to support the submission of a Bicycle Friendly Community application, with the changes discussed and noted, for 2019. Yes: 6 - Chair Ralston, Vice Chair Heaviland, Board Member Badenfort, Board Member Deneau, Board Member Dektor and Board Member Ridlington Absent: 3 - Board Member Logan, Board Member McKenzie and Board Member Vrobel 6.2 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Draft Implementation Framework and Prioritization - Short-Term BACKGROUND: The Board may provide input on a Draft Implementation Framework and Prioritization for the Plan Update. RECOMMENDATION: This item is for Board discussion. PUBLIC COMMENT Ron Padilla had comments and suggestions for the ranking process. This item was received and filed. 6.3 REPORT - Bicycle and Pedestrian Master Plan Update 2018 - Implementation Draft Annual Work Plan - First Phase Studies BACKGROUND: The Board may provide input on the Annual Work Plan - First Phase Studies. RECOMMENDATION: This item is for Board discussion. No action is required. PUBLIC COMMENT Ron Padilla provided comments on the Northeast connections, and suggested there should be a substitute corridor for the workplan. This item was received and filed. 7. PUBLIC COMMENTS ON NON-AGENDA MATTERS CONTINUED Ron Padilla spoke about the Critical Mass bike event held in San Francisco in the past, and asked if the City of Santa Rosa has made announcements to motorists for bike related events. 8. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS - Chair Ralston attended the monthly Mayor's Luncheon held for Board and Commission Chairs. The Mayor discussed resiliency and revitalization, the current hiring freeze, and looking for input from Bike/Ped constituents regarding Old Courthouse Square and Railroad Square. - The 2019 Merit Awards are coming and nominees should be thought about. - The BPAB is not completely compliant with the required training, per State law, so please get it done. - The City of Petaluma will hold a road diets discussion on August 28 at the Petaluma Library. - GoHuman, a program out of Southern California, encourages City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final July 18, 2019 Board pedestrian and cycling activities. 9. STAFF ANNOUNCEMENTS - Getting training completed should be a priority. - Downtown Station Area Plan is ongoing. - Santa Rosa Avenue bike lanes project is still being evaluated. - Midtown 4th is holding an event on August 8. - Southeast Greenway General Plan amendment has been adopted by the Council. - Bike Share panel has selected a vendor. - Discussion of taking a bye for the August meeting, holding a meeting in September, then a bye in October, and meeting in November. - Discussion of public access to the BPAB meeting and options to alleviate any issues. - There are two new Board Members, so the Board is now fully staffed. 10.
