CALL TO ORDER AND ROLL CALL The virtual meeting was called to order at 4:00 p.m. by Chair Ralston. New Board Member Tanya Narath was introduced. (Board Member McKenzie joined the meeting at 4:15 p.m.) Present 8 - Chair Shaun Ralston, Board Member Kim Badenfort, Board Member Christine Dektor, Board Member Christine Logan, Board Member Doug McKenzie, Board Member Tanya Narath, Vice Chair Elizabeth Ridlington, and Board Member Charlotte Vrobel 2. APPROVAL OF MINUTES 2.1 January 16, 2020, Regular Meeting Minutes A motion was made by Board Member Badenfort, seconded by Board Member Dektor, approved as submitted. The motion carried by the following vote: Yes: 6 - Chair Ralston, Board Member Badenfort, Board Member Dektor, Board Member Logan, Vice Chair Ridlington and Board Member Vrobel Absent: 1 - Board Member McKenzie Abstain: 1 - Board Member Narath 2.2 August 20, 2020, Regular Meeting Minutes A motion was made by Board Member Dektor, seconded by Board Member Badenfort with a noted amendment to Item 6.1, approved as amended. COMMENT ON AGENDA ITEMS BY BOARD MEMBERS None. 4. STATEMENTS OF ABSTENTION BY BOARD MEMBERS Board Member Ridlington stated she would need to abstain from Item 6.2. Staff Liaison Adams stated that the item was going to be pulled from the agenda. Board Member Badenfort stated he would have to leave at 5:30 p.m. 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Eris Weaver, Executive Director of the Sonoma County Bicycle Coalition stated she had trouble logging into the Board's Zoom meeting today; she is happy about the recruitment for the Active Transportation Planner and sharing information with potential applicants; she noticed issues with the bicycle striping completed after the slurry seal project and has addressed this with the project manager; she reminded the Board that September is Bike to Wherever Month and Bike to Wherever Day will be on the 24th with giveaways available at various vendors; she has asked for advanced notice if the Santa Rosa Creek Trail is going to be closed so that can be communicated to their members, and this is not happening; and she is looking for a debriefing of the Fourth Street workshop. 6. REPORT ITEMS 6.1 REPORT - Vice Chair Election BACKGROUND: The Board shall elect a Vice Chair to serve a one-year term. RECOMMENDATION: The Board shall, by motion, elect a Vice Chair to serve a one-year term. A motion was made by Chair Ralston, seconded by Board Member Badenfort to nominate Board Member Ridlington for Vice Chair, who accepted the nomination. As no other nominations were made, the Board unanimously elected Board Member Ridlington to serve as Vice Chair for the remainder of the term until the new Council's Board appointments are known in February or March 2021. City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final September 17, 2020 Board 6.2 REPORT - Downtown Station Area Specific Plan Update: Bicycle and Pedestrian Master Plan Amendments BACKGROUND: The Board will review the Downtown Station Area Specific Plan Update and may provide a recommendation on amendments to the Bicycle and Pedestrian Master Plan. RECOMMENDATION: The Board may provide a recommendation on amendments necessary to implement the Downtown Station Area Specific Plan. This item was pulled due to a scheduling conflict for the presenter. Anticipate this will come back sometime after the first of the year. 6.3 REPORT - Vision Zero (VZ) Sonoma County Project Update BACKGROUND: Staff will provide an update on the Sonoma County Vision Zero project, funded by the Caltrans Sustainable Communities Program. RECOMMENDATION: For information only. No action required. This item was received and filed. 6.4 REPORT - Fiscal Year 2021/2022 Transportation and Public Works Work Plan Preview BACKGROUND: The Board may consider the draft Fiscal Year 2021/2022 Transportation and Public Works (TPW) Work Plan for bicycle and pedestrian projects and studies. RECOMMENDATION: No action required. PUBLIC COMMENTS Eris Weaver commented on reporting a striping issue on Petaluma Hill Road, and stated she endeavors to report any issues she encounters utilizing the respective web app or link for the respective jurisdiction. This item was received and filed. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS -The Chair received a letter on behalf of the Board from a resident City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final September 17, 2020 Board regarding negative cyclist behavior on the trail in Wild Oak/Oakmont that is an easement for pedestrians only. He read the letter to the Board, inquired if they would like him to respond on behalf Board and asked for input. -The Chair stated he was happy about the Bike Coordinator position moving forward and asked about the process. 8. STAFF ANNOUNCEMENTS -Staff stated the position was advertised and online applications will be accepted from September 8 through 22. Staff stated it may be valuable to have a board member participate on the interview panel and would most likely be a one day commitment. Board Member Ridlington is potentially available pending when this is scheduled, and Chair Ralston is available as back-up. Staff will communicate details as soon as they are available. -Staff reports that 3.2 miles of bike lanes have been added this year. 9.
