CALL TO ORDER AND ROLL CALL Vice Chair Ridlington called the virtual meeting to order at 4:01 p.m. (Board Member McKenzie arrived at 4:20 p.m.) (Board Member Schwarz arrived at 5:30 p.m.) Newest Board Member Dylan Prindle was introduced. Present 5 - Vice Chair Elizabeth Ridlington, Board Member Christine Dektor, Board Member Tony Geraldi, Board Member Tanya Narath, and Board Member Dylan Prindle Absent 3 - Chair Kim Badenfort, Board Member Doug McKenzie, and Board Member Paul Schwarz 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 3. COMMENTS ON AGENDA ITEMS BY BOARD MEMBERS None. 4. APPROVAL OF MINUTES 4.1 February 17, 2022 Regular Meeting Minutes A motion was made by Board Member Geraldi, seconded by Board Member Narath, approved as submitted. The motion carried by the following vote: Yes: 4 - Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi and Board Member Narath Absent: 3 - Chair Badenfort, Board Member McKenzie and Board Member Schwarz Abstain: 1 - Board Member Prindle 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS David Harris spoke about the importance of capital expenditures in City of Santa Rosa Regular Meeting Minutes Page 2 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final April 21, 2022 Board the City's budget; the need to make progress at a faster rate on the bicycle and pedestrian infrastructure; the urgency to address the climate crisis, and stated he would collaborate to help in meeting that goal. Eris Weaver spoke about attending the California Bike Summit in Oakland and utilizing SMART and her bicycle to travel there and to explore the East Bay area. She also stated that May is Bike to Work/Wherever Month and there are activities and energizer stations planned for Bike Tour Day on May 20 and the Ride of Silence is planned for May 18. She also said she will be holding a webinar on May 11 on what to do if involved in a crash. 6. REPORT ITEMS 6.1 REPORT - Local Road Safety Plan Update on North Dutton Avenue BACKGROUND: Staff will provide an update and seek feedback on the North Dutton Avenue corridor plan that was presented to the public on March 2, 2022. RECOMMENDATION: This item is for Board discussion and feedback on conceptual layouts. No action is required. PUBLIC COMMENTS Eris Weaver stated she was pleased overall with the update. She expressed concern about planning for more parking on the streets; would like parking protected bike lanes and prefers vertical elements as buffers. This item was received and filed. 6.2 REPORT - Highway Safety Improvement Program (HSIP) Cycle 11 Grant Application BACKGROUND: Staff may apply to HSIP Cycle 11. RECOMMENDATION: The Board, by motion, may support staff’s recommendation to apply for the projects outlined for HSIP Cycle 11 and request the BPAB Chair to sign a letter of support for the application. City of Santa Rosa Regular Meeting Minutes Page 3 of 5 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final April 21, 2022 Board PUBLIC COMMENTS Eris Weaver agreed that Stony Point Road is the highest priority and needs the most attention; commented on the cost benefit analysis; and stated she hopes this application goes through. An amended motion was made by Board Member Dektor, seconded by Board Member Prindle, to support staff's recommendation to apply for the projects outlined for HSIP Cycle 11 and request the BPAB Chair to sign a letter of support for the application with an emphasis on moving forward on the Stony Point Road improvements. Yes: 6 - Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi, Board Member McKenzie, Board Member Narath and Board Member Prindle Absent: 2 - Chair Badenfort and Board Member Schwarz 6.3 REPORT - Active Transportation Program (ATP) Cycle 6 Grant Applications BACKGROUND: Staff may apply to ATP Cycle 6. RECOMMENDATION: The Board, by motion, may support staff’s recommendation to apply for the projects outlined for ATP Cycle 6 and request the BPAB Chair to sign letters of support for the applications. PUBLIC COMMENTS David Harris spoke in favor of the quick build idea and is looking at what can get done sooner rather than later. He also inquired if the public would be able to participate on a subcommittee. Eris Weaver spoke in favor and is excited about the potential in quick build projects and is glad this is moving forward. Michelle stated she was happy to see the map with all of the proposed plans and inquired if there was any discussion about getting the safe routes to school people involved. She said she hoped that the idea of safe routes for kids would be considered and thanked the Board. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS - The League of American Bicyclists has opened the application period for bicycle friendly businesses to apply. The Board is encouraged to get the word out. 8. STAFF ANNOUNCEMENTS - Council approved the first reading of the scooter ordinance. The second reading is scheduled for April 26, and staff is ramping up for launching scooters and received interest from three vendors. Board Member Schwarz was helpful with the review process. This should happen in May and hopefully launch sometime in June. - Earth Day Event is scheduled for Saturday, April 23 in Courthouse Square. - Elliott Avenue Pilot Closure Project went to Council on March 15. Council did not approve the temporary closure and asked staff to work with SRJC to narrow down the window for the pilot period. - Last year, the City added .5 or half mile of roadway, basically neighborhood streets that have been added as part of subdivisions, and added 3.2 miles of bike lanes. - A reminder about a feature recently added to the website to be able to request bike racks at locations within the public right of way. The goal is compile all requests and work on installing some racks in requested locations as soon as next year. 9.
