CALL TO ORDER AND ROLL CALL Chair Badenfort called the virtual meeting to order at 4:00 p.m. Present 7 - Chair Kim Badenfort, Vice Chair Elizabeth Ridlington, Board Member Christine Dektor, Board Member Tony Geraldi, Board Member Tanya Narath, Board Member Dylan Prindle, and Board Member Paul Schwarz Absent 1 - Board Member Doug McKenzie 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS None. 3. COMMENTS ON AGENDA ITEMS BY BOARD MEMBERS None. 4. APPROVAL OF MINUTES 4.1 July 21, 2022 Regular Meeting Minutes. A motion was made by Board Member Dektor, seconded by Board Member Geraldi, approved as submitted. The motion carried by the following vote: Yes: 7 - Chair Badenfort, Vice Chair Ridlington, Board Member Dektor, Board Member Geraldi, Board Member Narath, Board Member Prindle and Board Member Schwarz Absent: 1 - Board Member McKenzie 5. PUBLIC COMMENTS ON NON-AGENDA MATTERS Eris Weaver thanked the staff for including her on the interview panel for the Active Transportation Planner. She announced the Sonoma County Bicycle Coalition has just hired Emily Shartin as an Advocacy Coordinator. She also reported on the accident that involved a bicyclist colliding with a bollard on a path and wants to pursue improvements to prevent this in the future. City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final September 15, 2022 Board Minona Heaviland inquired about getting more information about the plan to reduce speed limits in Vision Zero in Santa Rosa, and stated that business activity districts in San Francisco and school districts in Oakland have reduced speed limits. Alexa Forrester provided information about a monthly "Get to Know Your City" bicycle ride and reported the Roseland ride in August had 70 attendees and the Rincon Valley ride in September had 35 attendees. She stated these rides are for all ages and abilities. She also thanked staff for their work on improving the infrastructure for bicycle safety. Cris Eggers supports the idea of lowering the speed limits in Santa Rosa. She thanked staff for installing a light, crosswalk and landing for bicyclists on Chanate Road. She also reported the light at Mendocino Avenue/Old Redwood Highway does not recognize bicyclists, and the street sweeper is sweeping debris into the bike lanes on Ninth Street near Dutton Avenue. 6. REPORT ITEMS 6.1 REPORT - Fiscal Year 2023/2024 Transportation and Public Works Work Plan Preview BACKGROUND: The Board may consider the draft Fiscal Year 2023/2024 Transportation and Public Works (TPW) Work Plan for bicycle and pedestrian projects and studies. RECOMMENDATION: No action required. Board may provide input on the draft TPW Work Plan. PUBLIC COMMENTS Eris Weaver commented it is hard to follow the information when the presentation goes so fast. She stated the color coding is confusing and it is difficult to determine what is done or completed. She also commented that some of the designs are hard to visualize from a cross-section illustration. City of Santa Rosa Regular Meeting Minutes Page 3 of 4 Bicycle and Pedestrian Advisory Regular Meeting Minutes - Final September 15, 2022 Board Cris Eggers commented that she noticed a lot of paint in the plan, and would like to see more emphasis on vertical elements to separate bicyclists from vehicles to make it safer and more inviting to ride. Alexa Forrester commented that it seems projects in certain districts are unfunded and un-started, and hopes the Board will consider equity issues when prioritizing projects in the plan. She expressed disappointment in the delays of the projects on Santa Rosa Avenue and the Bike/Ped Overcrossing near the SRJC, and asked about the need for two lanes for vehicles on the Hearn Avenue Overcrossing. Chris G. stated the presentation was helpful and is excited about the projects that are in motion. He would like to see the spreadsheet be clearer about next steps in a project, and suggested a public dashboard with the ability to organize, filter and track projects. He likes the systematic rating and ranking and emphasized the importance of connectivity, low-stress and equity. This item was received and filed. 7. CHAIR/BOARD MEMBERS' ANNOUNCEMENTS - Vice Chair Ridlington attended the monthly Mayor's Luncheon. - Vice Chair Ridlington gave a brief update on the work of the Vision Zero Ad Hoc Committee. The committee looked at Fremont's Vision Zero plan and what they have done to implement, and the specifics of what Santa Rosa has done and next steps. The committee will meet again in October. If more time is needed, it may go beyond November before bringing back to the Board. 8. STAFF ANNOUNCEMENTS Electric scooter vendor Bird is going to do a public release of their scooters next week. Nancy Adams announced she will be leaving the City in December. Staff is working with the finalist of the ATP interviews. 9.
