CALL TO ORDER AND ROLL CALL Chair Galvin called the meeting of the Board of Public Utilities to order at approximately 1:30 p.m. Present 7 - Chair Daniel Galvin III, Vice Chair William Arnone Jr., Board Member Lisa Badenfort, Board Member Richard Dowd, Board Member Christopher Grabill, Board Member David Bannister, and Board Member Mary Watts 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS No statements of abstention were made by Board members. 3. STUDY SESSION 3.1 2019/20 WATER, WASTEWATER AND SUBREGIONAL REVENUE ASSUMPTIONS, PROPOSED OPERATIONS AND MAINTENANCE BUDGETS, AND CAPITAL IMPROVEMENT PROGRAM REVIEW The Water Department manages the City of Santa Rosa’s water and wastewater enterprise funds under the guidance of the Board of Public Utilities (BPU) per the City Charter. The BPU will be asked to recommend proposed 2019/20 fiscal year water, wastewater, and subregional system budgets to the City Council. Staff will review 2019/20 revenue assumptions, proposed water, wastewater, and subregional system fund operations and maintenance budgets, and the proposed Capital Improvement Program at this study session. The Board may ask questions, discuss the assumptions and preliminary budget, and give direction to staff. STAFF BRIEFINGS 5.1 WATER SUPPLY AND RECYCLED WATER SUPPLY UPDATE Staff will update the Board on water supply and recycled water supply issues. The Board may discuss this item and give direction to staff. REPORT ITEMS 7.1 REPORT - ACCEPTANCE OF FINAL TOTAL PHOSPHORUS BLUE-RIBBON PANEL REPORT BACKGROUND: The Phosphorus Blue-Ribbon Panel (BRP) identified a set of principles that supports watershed-oriented, cost-effective mitigation measures in response to the City’s existing nutrient water quality limits related to Total Phosphorus (TP) discharges from the Laguna Treatment Plant. The goal was to explore an alternative approach to provide the City a consistent compliance mechanism while providing reliable, ongoing benefits to the ecosystem within the Laguna de Santa Rosa watershed that could replace the City’s existing risk-based, calculated offset requirement for TP discharges which has proven uncertain, unreliable and has only provided intermittent benefits City of Santa Rosa Regular Meeting Minutes Page 3 of 5 Board of Public Utilities Regular Meeting Minutes - Final April 4, 2019 to the watershed. In addition to identifying principles for phosphorus offsets, the BRP Final Report documents alternative compliance mechanisms including the North Coast Regional Water Quality Control Board's Water Quality Trading Framework and the joint effort of the Laguna de Santa Rosa Foundation, Russian Riverkeeper and the City of Santa Rosa's Alternative Compliance Program. RECOMMENDATION: It is recommended by the Water Department that the Board of Public Utilities, by motion, accept the findings in the final Total Phosphorus Blue-Ribbon Panel Report. Public Comment: Brenda Adelman, Asked about the number of credits needed for this years discharge and noted the tougher rules could be a legacy issue because of historical high levels of phosphorus in the Russian River. A motion was made by Board Member Dowd, seconded by Board Member Badenfort, to accept the findings in the final Total Phosphorus Blue-Ribbon Panel Report. The motion carried by the following vote: Yes: 6 - Chair Galvin III, Vice Chair Arnone Jr., Board Member Badenfort, Board Member Dowd, Board Member Bannister and Board Member Watts Absent: 1 - Board Member Grabill 8. SUBCOMMITTEE REPORTS Chair Galvin reported that the Expanded Water Supply group met to discuss the Groundwater Sustainability Agency and the Potter Valley Project. Board Member Watts reported that the Water Conservation Subcommittee met to discuss the activities planned in May for Water Awareness Month and the nominees for Water Use Efficiency awards that will be presented by City Council on May 7. Board Member Dowd reported on the final meeting of the Budget Review Subcommittee and expressed appreciation to Board members Grabill and Watts for their efforts through the budget review process. 12. BOARD MEMBER REPORTS None. 13. DIRECTORS REPORTS Jennifer Burke, Interim Director of Water reported on several recent community events, current legislation on a drinking water tax, and the recent Ag User group meeting that met to discuss recycled water fees and new user contract language. 14. ADJOURNMENT OF MEETING Chair Galvin adjourned the meeting at 4:03 p.m. The next regularly scheduled meeting of the Board of Public Utilities will be held on May 2, 2019.
