CALL TO ORDER AND ROLL CALL Chair Galvin called the meeting to order at 1:30 p.m. Present 6 - Chair Daniel Galvin III, Vice Chair William Arnone Jr., Board Member Lisa Badenfort, Board Member Robin Bartholow, Board Member Mark Walsh, and Board Member Glen Wright Absent 1 - Board Member Mary Watts 2. STATEMENTS OF ABSTENTION BY BOARD MEMBERS Board Member Bartholow recused herself from item 3.2, as she is an employee of Sonoma County Farm Bureau. 3. STUDY SESSION 3.1 FY 2023/24 LOCAL WASTEWATER, WATER, AND STORMWATER AND CREEKS FUNDS OPERATION, MAINTENANCE AND CAPITAL EXPENDITURE REQUESTS Santa Rosa Water manages the City of Santa Rosa’s local wastewater, water, and stormwater and creeks enterprise funds under the general policy authority and direction of the Board of Public Utilities (BPU) pursuant to Section 25 of the City Charter. The BPU annually recommends a proposed fiscal year local wastewater and water budget to the City Council to be included in the annual City budget adoption. This year, in accordance with 2022 updates to Section 25 of the City Charter, the proposed fiscal year storm water and creeks budget will also be included in the request for recommendation. The study session will provide an overview of all FY 2023/24 budgets. Bob Harter shared his concerns regarding the backlog, as well as the staffing of the CIP teams, and stated he would like the Board of Public Utilities to direct change. Assistant City Manager Nutt and Director Burke addressed some of the concerns brought forward by Public Commenter Bob Harter. 3.2 FY 2023/24 REGIONAL FUND OPERATION, MAINTENANCE, CAPITAL AND DEBT SERVICE EXPENDITURE REQUEST Santa Rosa Water manages the City of Santa Rosa’s regional enterprise fund under the general policy authority and direction of the Board of Public Utilities (BPU) pursuant to Section 25 of the City Charter. STAFF BRIEFINGS 5.1 2023 EARTH DAY EVENT IN COURTHOUSE SQUARE Staff will provide information on Santa Rosa’s annual Earth Day event taking place at Courthouse Square on Saturday, April 22, from 12pm-4pm. The Board may discuss this item and give direction to staff. DIRECTORS REPORTS Director Burke provided a report on: City Council followed the Board's recommendation to vote "No" on the Sonoma County rate increase, however, it was approved with six affirmative votes, Santa Rosa voting no, and one absence; due to the recent storms, the Laguna Treatment Plant has managed an increased demand from trucked waste hauled to the facility, and during the month of March, the facility received 4080 trucks hauling 17.6 mg of waste, resulting in $572k in revenue; along with Russian Riverkeeper, we’ll be holding our usual "Third Saturday" creek clean-up at Prince Memorial Greenway on Saturday, April 15th, 10 a.m. - 12 p.m., with the group meeting at the bridge at Olive Park. 14. ADJOURNMENT OF MEETING Chair Galvin adjourned the meeting at 2:43 p.m. The next meeting of the Board of Public Utilities is scheduled for April 20, 2023.
