NEW BUSINESS 4.1 PRELIMINARY WATER AND WASTEWATER RATE STUDY REVIEW Santa Rosa Water staff and consultants, The Reed Group, Inc. and Hildebrand Consulting, will be presenting initial results of the 10 year financial models for water and wastewater which define a preliminary four-year rate structure proposal, the drivers behind the preliminary rates, and an overview of the rate setting process.
