NEW BUSINESS 4.1 PRELIMINARY WATER AND WASTEWATER COST OF SERVICE REVIEW AND RESERVE POLICY UPDATE Santa Rosa Water Staff and consultants, The Reed Group, Inc. and Hildebrand Consulting, will be presenting a review of the drivers behind the preliminary four-year rate structure proposal and long range financial model shown to the Budget Review Subcommittee at the last meeting on October 13, 2020. In addition, the Subcommittee will be provided with an overview of the cost of service study preliminary City of Santa Rosa Special Meeting Notice and Agenda Page 3 of 3 Budget Review Subcommittee OCTOBER 29, 2020 results and proposed changes to the Water Department’s reserve policy.
