City staff have reviewed ideas and discussed options with stakeholders including public safety and downtown business owners. Staff will highlight the services provided by the Downtown Homeless Outreach Service team as information to the Council and the public. CONSENT ITEMS 11.1 MOTION - CONTRACT AWARD FOR CITY HALL ANNEX HVAC EQUIPMENT REPLACEMENT RECOMMENDATION: It is recommended by the Finance and Recreation and Parks Departments that the Council, by motion, approve the award of an agreement for City Hall Annex HVAC Equipment Replacement to Bell Products, Inc., Napa, California, in the amount of $325,991 plus a 10% contingency, subject to approval as to form by the City Attorney. Funds for these services are budgeted in Fiscal Year 2014-15 under Recreation and Parks Department Project Key #1410-5581-09738. Attachments Staff Report Resolution Presentation PDF 11.3 ORDINANCE INTRODUCTION - ORDINANCE OF THE COUNCIL OF THE CITY OF SANTA ROSA AMENDING SECTION 15-16.030 (F) OF THE SANTA ROSA CITY CODE RECOMMENDATION: It is recommended by the City Attorney’s Office and Santa Rosa Water Utilities that the Council introduce an ordinance amending Title 15 (Sewers), section 15-16.030 (F), to correct a clerical error in the ending date for which persons paying sewer demand fees may request an administrative adjustment from the sewer demand fees established in 2007 to the newly adopted lower sewer demand fees. REPORT ITEMS 12.1 REPORT - 2015-2017 CALIFORNIA GANG REDUCTION, INTERVENTION, AND PREVENTION GRANT AWARD BACKGROUND: The City of Santa Rosa has been awarded a 2015-2017 California Gang Reduction, Intervention and Prevention (CalGRIP) grant award for $1,472,775 for three years. Funded through the Board of State and Community Corrections (BSCC), funding is specifically for cities to implement gang prevention, intervention and suppression activities. BSCC requires that a minimum of 20% of awarded funds must be distributed to Community-Based Organizations and the City will partner with Social Advocates for Youth, California Youth Outreach, and Lifeworks of Sonoma County. The grant award funds necessary services to enhance the infrastructure of the Santa Rosa Violence Prevention Partnership (formerly known as the Mayor’s Gang Prevention Task Force) to identify the needs of our youth, provide critical life skill programs to address these needs, and the necessary case management City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 7 CITY COUNCIL JANUARY 6, 2015 to ensure youth do not recidivate and are successful in making positive changes in their lives. RECOMMENDATION: It is recommended by the City Manager’s Office that the Council, by resolution, 1) authorize the acceptance of the grant award for the 2015-2017 California Gang Reduction, Intervention and Prevention Program (CalGRIP) in the amount of $1,472,775 ($490,925 annually) with a dollar-for-dollar match requirement being met from in-kind existing staff time and operating costs from sub-recipients; 2) upon receipt of the grant award, authorize the Chief Financial Officer to increase budget appropriations in JL Key 00629 - CalGRIP Community Grant Program for the amount of the grant award and for the addition of a limited term 1.0 FTE Community Outreach Specialist in Org Key 020400 in Fund 1207; and 3) authorize the Program Manager of the Santa Rosa Violence Prevention Partnership (Partnership) to conduct all negotiations, sign and submit all documents that may be necessary for the completion of the grant scope, and to negotiate and execute funding agreements, subject to approval by the City Attorney, with Individuals Now (doing business as Social Advocates for Youth) in the amount of $698,000 ($226,000 for year one and $236,000 each for years two and three), Breakout Prison Outreach (doing business as California Youth Outreach) in the amount of $150,000 ($50,000 annually), Lifeworks of Sonoma County in the amount of $162,000 ($54,000 annually), and LPC Consulting Associates in the amount of $150,000 ($50,000 annually). PUBLIC HEARINGS 13.1 PUBLIC HEARING - REZONE THE PARCEL LOCATED AT 408 CALISTOGA ROAD FROM RR-40 TO R-1-6 TO BE CONSISTENT WITH THE GENERAL PLAN LAND USE DESIGNATION FOR THE SITE. BACKGROUND: On November 18, 2014, the City Council held a public City of Santa Rosa Regular Meeting Agenda and Summary Report Page 6 of 7 CITY COUNCIL JANUARY 6, 2015 hearing and approved Calistoga Cottages, with a vote of 5-2, a four lot subdivision consisting of a Mitigated Negative Declaration, General Plan Amendment from Very Low to Low Density Residential, rezoning from RR-40 (Rural Residential) to R-1-6 (Single Family Residential), and a Tentative Parcel Map to subdivide the 0.99-acre site into four individual residential lots. On December 2, 2014, the second reading of the rezoning ordinance failed with a vote of 3-3 and one Council member absent. The Council directed staff to reschedule the rezoning ordinance for consideration and action at a future meeting. The rezoning is necessary to implement the Low Density Residential land use designation. RECOMMENDATION: It is recommended by the Department of Community Development that the Council introduce an ordinance to rezone of the property located at 408 Calistoga Road from RR-40 (Rural Residential) to R-1-6 (Single Family Residential) to be consistent with the General Plan land use designation for the site.
