Council Member Olivares concurred with the request. The purpose of this item is for the Council to discuss whether to place this matter on a future Council agenda and direct the City Manager to provide information regarding the impacts of this agenda item on other tasks. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 5 of 11 CITY COUNCIL FEBRUARY 24, 2015 10.5 DISCUSSION REGARDING PLACEMENT OF PUBLIC COMMENT ON CITY COUNCIL AGENDA 10.5.1 DISCUSSION REGARDING PLACEMENT OF PUBLIC COMMENT ON CITY COUNCIL AGENDA The Council’s Manual of Protocols and Procedures currently provides for one public comment period on non-agenda items at the end of the meeting. The Council may discuss other options for the placement of public comment on the City Council agenda and may provide direction to staff regarding the order of business on future Council agendas. CONSENT ITEMS 12.1 RESOLUTION - GRANT APPLICATION TO THE CALIFORNIA DEPARTMENT OF WATER RESOURCES URBAN STREAMS RESTORATION PROGRAM FOR FUNDING THE CONSTRUCTION OF LOWER COLGAN CREEK RESTORATION PHASE 2 RECOMMENDATION: It is recommended by the Department of Utilities that the Council, by resolution, 1) authorize the joint grant application submittal with Redwood Empire Chapter of Trout Unlimited to the California Department of Water Resources Urban Streams Restoration Program for the Lower Colgan Creek Restoration Phase 2 project in southwest Santa Rosa, requesting up to $941,223.60 in grant funds for this $2.2 million restoration and pathway project; 2) authorize the Director of Utilities to negotiate and enter into all grant agreements with the California Natural Resources Agency, Department of Water Resources if the project is awarded funding; and 3) authorize the Chief Financial Officer to increase the project account JL Key 54024 by the approved grant amount. REPORT ITEMS 13.1 REPORT - OPEN DATA INITIATIVE BACKGROUND: As part of the City’s efforts to expand Online Services supporting government openness, accessibility and transparency, the Information Technology Department is working with other departments to make certain City data and information available online. Initial datasets will include recent crime information, government salary reports, business tax data, building permits, and the City budget. RECOMMENDATION: For Council information only. Attachments Staff Report Presentation PDF 13.2 REPORT - PUBLIC ART MASTER PLAN BACKGROUND: In 2012, the Recreation & Parks Department was awarded an Our Town Grant from the National Endowment for the Arts to develop a Public Art Master Plan for the City’s Public Art Program. Todd W. Bressi, a public art consultant from Philadelphia, was contracted to develop the plan. The planning process has included broad community engagement and public participation through surveys, interviews, meetings, lectures, and workshops. In total, there were 23 public meetings that provided opportunities for the community to get involved and voice their opinion. To inform other boards and commissions of the development of this plan, staff presented the draft to the Design Review Board, Board of Community Services, Planning Commission and Cultural Heritage Board to gather feedback. In addition, the draft was presented during a City Council Study Session on November 18, 2014. On January 5, 2015, the Art in Public Places Committee unanimously voted to approve the Santa Rosa Public Art Master Plan and recommend approval by City Council. Attachments Staff Report Attachment 1 Resolution Exhibit A Presentation PDF 13.3 REPORT - PARK DEVELOPMENT FUNDS LOAN TO GOLF OPERATIONS FUND INTEREST RATE REDUCTION BACKGROUND: In 2007, the City Council authorized loans from Park Development Fund Zone 1 and Park Development Fund Zone 2 to the Golf Operations Fund for the purpose of construction the Clubhouse/Restaurant and Pro Shop. The interest rate was set at 4.5%. The health of the Golf Operations Fund would improve by lowering the interest rate to 2% and thereby lowering expenses by $13,194 per year. RECOMMENDATION: It is recommended by the Department of Recreation and Parks and the Finance Department that the Council, by resolution, authorize lowering the interest rate on the loan of Park Development Funds to the Bennett Valley Golf Course (BVGC) Operations Fund from 4.5% to 2.0% for the duration of the amortization schedule. PUBLIC HEARINGS 14.1 PUBLIC HEARING - BENNETT VALLEY GOLF COURSE GREENS FEE RATES AND PLAYER INCENTIVES BACKGROUND: The Bennett Valley Municipal Golf Course is owned by the City of Santa Rosa and was built in 1969. The course (excluding restaurant) is under the management of Bennett Valley Golf Shop, Inc. City of Santa Rosa Regular Meeting Agenda and Summary Report Page 9 of 11 CITY COUNCIL FEBRUARY 24, 2015 (Operator). The restaurant, Legends, is under the management of Sports Restaurants, Inc. A new agreement with Operator for the course began on July 1, 2014. The new, multi-year agreement includes a Business Plan, with a number of actions to be taken by both the Operator and City in order to create successful operating and capital improvement results for both the City and Operator. Among the Business Plan goals for 2015 is the implementation of new greens fee rates and player incentives in order to meet revenue projections included in the first year of the Business Plan. Greens fees are typically reviewed and modified annually and were increased in FY13 an average of five percent, and in FY14 an average of eight percent. Even with those increases, Bennett Valley continues to be competitive with other courses in the area. Staff projects a shortfall of approximately $30,000 in greens fee revenue for the fiscal year if the fees remain at current rates. An increase of $1 across the board would help to remedy the estimated shortfall, and the Operator and staff estimate that such a modest increase would not negatively impact participation. In addition, staff has prepared options of raising the fees $2, $3, $4 and $5 across the board, with estimates of player participation for consideration by Council. The Board of Community Services reviewed an increase of $1 and voted to recommend approval by the City Council.
