Council Member Carlstrom concurred with the request. The purpose of this item is for the Council City of Santa Rosa Regular Meeting Agenda and Summary Report Page 4 of 10 CITY COUNCIL JUNE 30, 2015 to discuss whether to place this matter on a future Council agenda and direct the City Manager to provide information regarding the impacts of this agenda item on other tasks. 9.3.2 REQUEST FOR AGENDA ITEM REGARDING OPTIONS FOR AFFORDABLE HOUSING, INCLUDING RENT CONTROL BACKGROUND: At the June 9, 2015, City Council meeting, Council Member Combs requested a future agenda item to discuss options for affordable housing, including rent control. Vice Mayor Coursey concurred with the request. The purpose of this item is for the Council to discuss whether to place this matter on a future Council agenda and direct the City Manager to provide information regarding the impacts of this agenda item on other tasks. 10. CITY MANAGER’S/CITY ATTORNEY’S REPORTS 11. CONSENT ITEMS 11.1 RESOLUTION - TEMPORARY OVER-HIRE OF UP TO 6.0 POSITIONS WITHIN THE POLICE DEPARTMENT IN FY 2015-16 RECOMMENDATION: It is recommended by the Police and Finance Departments that the Council, by resolution, authorize the over-hiring of up to 6.0 FTE positions during FY 2015-16 within the Police Officer and Communications Dispatcher classifications in order to achieve staffing stability in the Police Department. REPORT ITEMS 13.1 REPORT - ADOPTION OF AN ORDINANCE TO AMEND THE CONTRACT BETWEEN THE CITY OF SANTA ROSA AND THE CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM BACKGROUND: Consistent with Council’s goals and the options forwarded to the Council from the Mayor’s Task Force on Pension Reform, the City of Santa Rosa has engaged in on-going pension reform discussions with the City’s bargaining units since FY 2006/2007. The City has reached agreements with employee groups to pay an additional contribution to pension for additional cost sharing and is seeking Council approval to implement the changes by amending the City’s contract with California Public Employee Retirement System (CalPERS). On June 2, 2015, Council introduced an ordinance to amend the contract between the City of Santa Rosa and CalPERS pursuant to the employee agreements (MOUs). RECOMMENDATION: It is recommended by the Human Resources Department that the Council adopt the ordinance to amend the contract with CalPERS. Attachments Staff Report Attachment Ordinance Exhibit Presentation 13.2 REPORT - REQUEST FROM THE SANTA ROSA CITY SCHOOL DISTRICT TO AMEND THE FIR RIDGE HOLDING AGREEMENT TO EXTEND THE DEADLINE FROM JUNE 30, 2015, TO JUNE 30, 2017, City of Santa Rosa Regular Meeting Agenda and Summary Report Page 7 of 10 CITY COUNCIL JUNE 30, 2015 FOR THE SCHOOL DISTRICT TO BEGIN CONSTRUCTION OF AFFORDABLE HOUSING ON FIR RIDGE DRIVE (APN 173-620-030) BACKGROUND: When the Fir Ridge North at Fountaingrove Subdivision was approved in 1987, a condition of its development was the dedication of a +/- 7 acre site for development of either an elementary school, or low and/or moderate income housing. In 1988, a Holding Agreement for the site was entered into by the City and the developer. Subsequently the Santa Rosa City School District (School District) acquired the developer’s interest in the site and became a party to the Holding Agreement in 1995. Pursuant to the timelines built into the Holding Agreement as amended, the School District elected to build affordable housing for School District employees of low or moderate income, instead of a school. The terms of the Holding Agreement provide that the School District must start construction of the affordable housing by June 30, 2015, or site ownership will revert to the City for purposes of affordable housing. The School District has requested a two-year extension. RECOMMENDATION: If the Council decides to approve the Santa Rosa City School District’s request to extend the deadline from June 30, 2015, to June 30, 2017, for the School District to begin construction of affordable housing for School District employees of low and/or moderate income on Fir Ridge Drive (APN 173-620-030), it is recommended by the Department of Economic Development and Housing that the Council, by resolution, approve a two-year extension contingent on achievement of certain milestones, and authorize execution of Amendment No. 12 to the Fir Ridge Holding Agreement. PUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon City of Santa Rosa Regular Meeting Agenda and Summary Report Page 8 of 10 CITY COUNCIL JUNE 30, 2015 thereafter as the matters are reached on the agenda. 14.1 PUBLIC HEARING - SMOKING ORDINANCE UPDATE BACKGROUND: In 2013, the Council established goals and strategic objectives for 2013 to 2015. Council Goal 6 states that the Council will “commit to making Santa Rosa a healthy community where people feel safe to live, work, and play.” Strategic Objective #2 is to expand the City’s smoking ordinance. On August 26, 2014, the Council initiated the update to the City’s smoking regulations. Based on Council direction and input from stakeholders, a draft smoking ordinance and draft revisions to the Zoning Code were prepared. The Planning Commission held a public hearing to consider the Zoning Code text changes pertaining to tobacco/smoke shops on October 23, 2014, and voted 5-0-1 to recommend approval of those changes. On December 12, 2014, the Council held a study session to review the draft smoking ordinance and Zoning Code changes. In response to Council and public comment, minor changes were made to the smoking ordinance and a draft revised ordinance was made available for public review. The public hearing was scheduled for February 10, 2015. The Council continued the public hearing to March 31, 2015. On March 31, 2015, the Council considered the smoking ordinance and the Zoning Code and held a public hearing. The public hearing was closed, and the Council provided staff with direction to further revise the smoking ordinance; the revised ordinance was made available to the public on May 22, 2015. RECOMMENDATION: It is recommended by the Community Development Department that the Council introduce an ordinance replacing Chapter 9-20 (Smoking in and Around Workplaces and Public Places) with Chapter 9-20 (Smoking Regulations).
