Comments on public hearing items may be made when the hearing is opened. Comments from the public on non-agenda items will be heard under Agenda Items 14 and 18. This is the time when any person may address the Council on matters not listed on this agenda, but which are within the subject matter jurisdiction of the Council. The first public comment period on non-agenda items (Agenda Item 14) will begin no earlier than 5:00 p.m. and will be limited to ten speakers selected randomly by the Mayor. Each speaker will be allowed three minutes. Speakers who do not have an opportunity to speak during this time will be allowed to make public comment under Agenda Item 18. To address the Council you are requested to complete a yellow Speaker Card and give it to the City Clerk. Council Member Combs concurred with the request. 11.3.2 REQUEST FOR AGENDA ITEM REGARDING REVIEW OF MEETING CANCELLATION AND PUBLIC ACCESS DECISIONS BACKGROUND: At the December 15, 2015, City Council meeting, Council Member Wysocky requested a future agenda item to discuss review of past decisions to cancel a City Council meeting (October 29, 2013) and limit public access during a City Council meeting (December 10, 2013). Council Member Combs concurred with the request. 11.3.3 REQUEST FOR AGENDA ITEM REGARDING A LETTER OF SUPPORT FOR H.R. 1217 - THE KING-THOMPSON PUBLIC SAFETY AND SECOND AMENDMENT RIGHTS PROTECTION ACT BACKGROUND: At the December 15, 2015, City Council meeting, Council Member Wysocky requested a future agenda item to discuss a letter of support for H.R. 1217 - The King-Thompson Public Safety and Second Amendment Rights Protection Act. CONSENT ITEMS 13.1 RESOLUTION - GRANT APPLICATION TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR FUNDING OF SELF CONTAINED BREATHING APPARATUS (SCBA) EQUIPMENT RECOMMENDATION: It is recommended by the Santa Rosa Fire Department (SRFD) that the Council, by resolution, 1) authorize SRFD to lead the submission of a collaborative grant application with Rincon Valley Fire Protection District (RVFPD) to FEMA for the Assistance to Firefighters Grant (AFG) in the total amount of $966,456.90 for the purchase of SCBAs and associated equipment; 2) appoint the Fire Chief or his designee as an agent to execute and submit all documents related to the grant; and 3) authorize the appropriation of funds for SRFD’s share of $723,431.32 with matching funds of $72,343.13.
