No action will be taken. 3.1 REIMAGINING CITYBUS In July 2015, the Reimagining CityBus project entered its second phase, with development of a set of Service Design Guidelines to guide transit service planning for redesign of the CityBus system. Following approval of the Service Design Guidelines by the City Council in August 2015, three system redesign scenarios were developed. Public feedback on these scenarios was solicited through an intensive outreach process from late October through mid-December 2015. During this study session, Transportation and Public Works Department staff will provide an overview of the public feedback received and staff proposals that reflect this feedback in preparation for the development of both draft and final plans for the system redesign. REPORT ITEMS 14.1 REPORT - INTRODUCTION TO PLAN BAY AREA 2040 BACKGROUND: Plan Bay Area, the Bay Area’s Sustainable Communities Strategy as required by Senate Bill 375, is being updated by the Metropolitan Transportation Commission and the Association of Bay Area Governments. The purpose of this item is to provide an overview of this regional planning process. PUBLIC HEARINGS Public Hearing matters will begin no earlier than 5:00 p.m. or as soon thereafter as the matters are reached on the agenda. 15.1 PUBLIC HEARING - PUBLIC HEARING ON FISCAL YEAR 2016-17 BUDGET PRIORITIES (rescheduled from the January 26, 2016, Regular Meeting) BACKGROUND: The City Charter, Section 28(a), states that “…not later than March 31st of each year and prior to any annual goal setting meeting held by the Council, the Council shall hold a public hearing seeking oral and written comment from the public on budget priorities for the upcoming fiscal year.” Public input is an important component to the preparation of the FY 2016-17 budget. This public hearing also provides information to the City Council as they establish and refine their Council Goals. In addition to this public hearing, members of the public may provide comments or suggestions at any time on the City’s website. RECOMMENDATION: It is recommended by the Finance Department that the Council consider written and oral comments presented at the public hearing as part of future budget deliberations.
