PUBLIC COMMENTS:
Except for public hearing items, comments from the public will be allowed on
all agenda items at the time each item is called. Comments on public hearing
items may be made when the hearing is opened.
Comments from the public on non-agenda items will be heard under Agenda
Items 12 and 16. This is the time when any person may address the Council
on matters not listed on this agenda, but which are within the subject matter
jurisdiction of the Council. The first public comment period on non-agenda
items (Agenda Item 12) will begin no earlier than 5:00 p.m. and will be limited
to ten speakers selected randomly by the Mayor. Each speaker will be
allowed three minutes. Speakers who do not have an opportunity to speak
during this time will be allowed to make public comment under Agenda Item
16.
To address the Council you are requested to complete a yellow Speaker
Card and give it to the City Clerk. If you are unable to or do not wish to wait
for the public comment portion of the agenda, you are encouraged to contact

11.1 MOTION - CONTRACT AWARD - MAINTENANCE AND REPAIR OF
HVAC EQUIPMENT
RECOMMENDATION: It is recommended by the Finance and
Transportation and Public Works Departments that the Council, by
motion, approve a one-year contract with four one-year renewal options
for maintenance and repair of heating, ventilating and air conditioning
(HVAC) equipment to Alan Troxel, dba Troxel HVAC, a Sole Proprietor,
Petaluma, California, in the total amount not to exceed $140,000.

11.2 RESOLUTION - AUTOMATED LICENSE PLATE RECOGNITION
PRIVACY AND USAGE POLICY
RECOMMENDATION: It is recommended by the Finance Department
that the Council, by resolution, adopt a privacy and usage policy to
comply with Senate Bill 34, Collection of License Plate Information.

13. REPORT ITEMS
13.1 REPORT - EXTENSION OF PROCLAMATION OF LOCAL HOMELESS
EMERGENCY
BACKGROUND: On August 9, 2016, pursuant to the authority set forth in
California Government Code Sections 8630 thru 8634, Council, by
Resolution No. 28839, formally proclaimed a local homeless emergency
within Santa Rosa. Section 8630 requires that the Council review the
need for continuing the local emergency at least every 30 days until such
local emergency is terminated. On August 30, 2016, September 27,
October 25, and again on November 15, Council, by Resolution Nos.
28851, 28863, 28876, and 28884 approved an extension of the
declaration of local homeless emergency. In light of the continuing
conditions of homelessness within the city, staff is recommending that
the Council maintain the proclamation in full force and effect at this time.

RECOMMENDATION: It is recommended by the Housing and
Community Services Department that the Council, by resolution, approve
an extension of Resolution No. 28839 which formally proclaimed a local
homeless emergency within Santa Rosa.

13.2 REPORT - COURTHOUSE SQUARE REUNIFICATION PROJECT
UPDATE, EXPENDITURE REPORT, CONTINGENCY ACTION,
CONSTRUCTION MANAGEMENT/INSPECTION ACTION AND
BUDGET APPROPRIATION
BACKGROUND: This item will update the Council on the progress of the
Courthouse Square Reunification project and provide information
regarding expenditures for construction, construction
management/inspection, and contingency. Extra work associated with
upgrade of the electrical facilities and increased power supply to the
Square are expected to result in contract completion in March 2017. Staff
is working with the contractor to complete construction of the project as
soon as weather and scheduling allows during these winter months. The
extended duration of construction will result in increased construction
management and inspection costs. Additional contract contingency is
needed for increased PG&E power to the site, activation of public WiFi,
and addition of decorative lights at the central green. Costs have been
incurred for independent Americans with Disabilities Act review of project
plans and for preservation of Asawa art panels. Council action is
recommended to provide the additional authorization and budget
appropriation needed to complete construction of the project and meet
the community’s need for an outstanding outdoor event center in the
heart of Santa Rosa.
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department that the Council 1) Pass a Motion, a) accepting
the Courthouse Square Reunification expenditure report, which included
$144,000 for independent ADA review and preservation of Asawa art

panels; b) approving additional construction contingency in the amount of
$617,000; and c) authorizing ongoing construction management and
inspection expenses in an additional amount of up to $530,000; and 2)
Adopt a Resolution, authorizing an appropriation of $1.3 million from the
General Fund unassigned fund balance.
