CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Manager McGlynn reported that Santa Rosa Officer Denise Stebler was selected at the 2016 Santa Rosa Rotary as the Police Officer of the year; that Santa Rosa Fire Engineer Jeff Brown was selected as the 2016 Firefighter of the year by the Santa Rosa Fire Department Labor/Management Team and the 2016 Santa Rosa Rotary as the Firefighter of the year; and requested that Items 14.3 and 14.4 be continued to the February 28, 2017 Regular Meeting. 9. Council Member Rogers concurred. A motion was made by Vice Mayor Tibbetts, seconded by Council Member Rogers, to consider at a future meeting of a Joint City-County Task Force on housing, comprised of two members of the Council, two members of the Board of Supervisors, and key staff from Planning & Economic Development and Housing & Community Services to streamline efforts. The motion carried by the following vote: Yes: 7 - Mayor Coursey, Vice Mayor Tibbetts, Council Member Combs, Council Member Olivares, Council Member Rogers, Council Member Sawyer and Council Member Schwedhelm 12.1 RESOLUTION - AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR FUNDING STAFFING FOR ADEQUATE FIRE AND EMERGENCY RESPONSE (SAFER) IN THE AMOUNT OF $1,542,180 RECOMMENDATION: It is recommended by the Santa Rosa Fire Department (SRFD) that the Council, by resolution, authorize staff to submit a grant application to FEMA for the Staffing for Adequate Fire and Emergency Response (SAFER) program in the total amount of $1,542,180 for three years of cost shared salaries and benefits for six (6) FTE firefighters. The SRFD is requesting authorization to submit a grant application for the 2017 FEMA SAFER Grant. If awarded, the SRFD will seek authorization from Council to accept or deny the grant funding opportunity prior to acceptance. This Consent - Resolution was adopted. RESOLUTION NO. Vice Mayor Tibbetts concurred with the request. 14.3 REPORT - PROFESSIONAL SERVICES AGREEMENT WITH DESIGN WORKSHOP, INC., FOR ROSELAND CREEK COMMUNITY PARK MASTER PLAN, 30% AND 100% DESIGN AND ENGINEERING City of Santa Rosa Regular Meeting Minutes Page 12 of 15 City Council Regular Meeting Minutes - Final February 7, 2017 BACKGROUND: The Recreation and Parks Department is seeking to complete the master planning process and provide design and engineering plans for the north section of Roseland Creek Community Park in Southwest Santa Rosa. The necessary step towards a master plan is to provide 30% preliminary design and engineering plans and a master plan graphic. This agreement also includes 100% design and engineering plans for the north section. Five proposals were received in response to an RFP and Design Workshop Inc., was recommended based on the scoring panel. Master planning and design and engineering costs of $187,794 are funded from Zone 2 parkland dedication funds. RECOMMENDATION: It is recommended by the Recreation and Parks Department that Council, by resolution, approve the Professional Services Agreement with Design Workshop, Inc., of Stateline, Nevada to provide a master plan, 30% and 100% design and engineering plans for Roseland Creek Community Park in the amount of $187,794 Continued to the February 27, 2017, Regular Meeting. 14.4 REPORT - PROFESSIONAL SERVICES AGREEMENT WITH DAVID J. POWERS & ASSOCIATES, INC., FOR ENVIRONMENTAL REVIEW AND DECLARATION SERVICES FOR ROSELAND CREEK COMMUNITY PARK BACKGROUND: The Recreation and Parks Department is seeking professional services to complete an environmental analysis and final environmental declaration, which contributes towards a future Master Plan approval. Six proposals were received and David J. Powers and Associates Inc., was recommended based on review from the scoring panel. Environmental review and declaration services costs are $146,960 funded from Zone 2 parkland dedication funds and available in current fiscal year budget. RECOMMENDATION: It is recommended by the City of Santa Rosa Regular Meeting Minutes Page 13 of 15 City Council Regular Meeting Minutes - Final February 7, 2017 Recreation and Parks Department that Council, by resolution, approve Professional Services Agreement with David J. Powers & Associates, Inc., of San Jose, CA to provide environmental review and declaration services for Roseland Creek Community Park in the amount of $146,960 Continued to the February 27, 2017, Regular Meeting. Mayor Coursey recessed the meeting at 8:46 p.m. and reconvened at 9:05 p.m. 14.5 REPORT - EXTENSION OF PROCLAMATION OF LOCAL HOMELESS EMERGENCY BACKGROUND: On August 9, 2016, pursuant to the authority set forth in California Government Code Sections 8630 thru 8634, Council, by Resolution No. 28839, formally proclaimed a local homeless emergency within Santa Rosa. Section 8630 requires that the Council review the need for continuing the local emergency at least every 30 days until such local emergency is terminated. Council has approved an extension of the proclamation of local homeless emergency on a monthly basis since the original proclamation in August. In light of the continuing conditions of homelessness within the city, staff is recommending that the Council maintain the proclamation in full force and effect at this time. If approved, this will be the seventh extension. Staff will provide an update on the efforts of First United Methodist Church to establish Safe Camping under CHAP, funding for additional rapid rehousing efforts through Catholic Charities Homeless Outreach Services Team (HOST), and expanding additional cold, wet weather shelter beds. In addition, members of the Santa Rosa Homeless Collective can provide an update of their efforts and upcoming community meeting. RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Council, by resolution, approve an extension of Resolution No. 28839 which formally proclaimed a local homeless emergency within Santa Rosa. City of Santa Rosa Regular Meeting Minutes Page 14 of 15 City Council Regular Meeting Minutes - Final February 7, 2017 Presented by Kelli Kuykendall, Program Specialist, and David Gouin, Director of Housing and Community Services.
