STUDY SESSION 3.1 HOUSING FIRST PRESENTATION On March 14, 2017, Council agreed to request a future agenda item to consider having a Housing First specialist, determined by staff, to come and speak to the Council. Staff and Erin Wixsten, Associate with OrgCode, and Elaine de Coligny, Executive Director with EveryOne Home, will present an informational session on the subject of Housing First. Anita Lafollette spoke regarding the concerns of raid against the homeless encampments. Wayne Downey, Chair of Housing Authority, spoke in support of the item and suggested that Council seek additional resources for coordinated efforts. Thomas Ells spoke in support of the item and the concerns of raid against the homeless encampments. Lisa Fatu, Program Manager for Social Advocates for Youth, spoke in support of the item. Perry Angle spoke in support of the item and the health and safety concerns of the homeless encampments. 4. REPORT, IF ANY, ON STUDY AND CLOSED SESSIONS Interim City Attorney Stricker reported that Council met in closed session with its labor negotiators for Items 2.1 and 2.4 and there were instructions given to staff and labor negotiators. There was nothing to report for Items 2.2 and 2.3. 6. CITY MANAGER’S/CITY ATTORNEY’S REPORTS City Manager McGlynn announced that Community Engagement staff worked with Roseland youth to develop a series of Roseland annexation videos that will be available on social media, City's website, and other community partnership venues; and that on April 5th five percent of all sales from Whole Foods Market in the Santa Rosa locations will go towards Santa Rosa parks. 8.1 QUARTERLY REPORT OF SETTLEMENTS AND ACTIVE LITIGATION The City Attorney will report on settlements over $50,000 within the third and fourth quarter of 2016 and first quarter of 2017 (07/01/2016 - 03/31/2017) as well as provide a summary of pending litigation against the City. RES-2017-048 ENTITLED: RESOLUTION OF THE COUNCIL OF THE CITY OF SANTA ROSA REQUESTING THE ALLOCATION OF FISCAL YEAR 2017/2018 TRANSPORTATION DEVELOPMENT ACT, ARTICLE 3- PEDESTRIAN/BICYCLE PROJECT FUNDING FROM THE METROPOLITAN TRANSPORTATION COMMISSION 12.2 RESOLUTION - CONTRACT AWARD - SWEEPING SERVICES FOR CITY PARKING AND TRANSIT SITES RECOMMENDATION: It is recommended by the Finance and Transportation and Public Works Departments that the Council, by resolution, approve a two-year contract with three 1-year renewal options for sweeping services to Universal Site Services, Santa Rosa, California, in the total amount not to exceed $159,520.64, with a retroactive effective date of September 1, 2016. REPORT ITEMS 14.1 REPORT - DISCUSSION ON HOMELESS EMERGENCY DECLARATION, STRATEGY CHALLENGES, AND HOMELESS POLICY SUBCOMMITTEE BACKGROUND: On February 7, 2017, in connection with the continued extension of the proclamation of local homeless emergency, Mayor Coursey requested a future agenda item to revisit the following items: 1) continuing the local homeless emergency; 2) the City’s homelessness strategy; and 3) the role of the Homeless Policy Subcommittee. RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Council discuss Mayor Coursey’s request to revisit the following items: 1) continuing the local homeless emergency; 2) the City’s homelessness strategy; and 3) the role of the Homeless Policy Subcommittee. Victoria Yanez spoke regarding the concerns of police behavior towards the homeless. Adrienne Lauby spoke regarding the housing rental rates. Mikeal O'Toole spoke in support of the homeless encampments. A motion was made by Council Member Olivares, seconded by Council Member Sawyer, to approve as amended with the continued extension of the proclamation of local homeless emergency as a consent item; dissolve the Homeless Policy Subcommittee; and that Council hold special meetings to provide staff with direction in the development of a comprehensive homeless strategy and the feasibility of a countywide strategic plan partnership. The motion carried by the following vote: Yes: 7 - Mayor Coursey, Vice Mayor Tibbetts, Council Member Combs, Council Member Olivares, Council Member Rogers, Council Member Sawyer and Council Member Schwedhelm 14.2 REPORT - EXTENSION OF PROCLAMATION OF LOCAL HOMELESS EMERGENCY BACKGROUND: On August 9, 2016, pursuant to the authority set forth in California Government Code Sections 8630 thru 8634, Council, by Resolution No. 28839, formally proclaimed a local homeless emergency within Santa Rosa. Section 8630 requires that the Council review the need for continuing the local emergency at least every 30 days until such local emergency is terminated. Council has approved an extension of the proclamation of local homeless emergency on a monthly basis since the original proclamation in August. In light of the continuing conditions of homelessness within the city, staff is recommending that the Council maintain the proclamation in full force and effect at this time. If approved, this will be the ninth extension. RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Council, by resolution, approve an extension of Resolution No. 28839 which formally proclaimed a local homeless emergency within Santa Rosa. City of Santa Rosa Regular Meeting Minutes Page 12 of 13 City Council Regular Meeting Minutes - Final April 4, 2017 Attachments: Staff Report Resolution Presentation Presented by Kelli Kuykendall, Acting Homeless Services Manager.
