SPECIAL MEETING
Mayor Coursey called the special meeting to order at 4:03 p.m. Council Member
Schwedhelm joined the meeting at 4:08 p.m. Council Member Sawyer joined the
meeting at 5:02 p.m.
Present: 7 - Mayor Chris Coursey, Vice Mayor Jack Tibbetts, Council
Member Julie Combs, Council Member Ernesto Olivares,
Council Member Chris Rogers, Council Member John Sawyer
and Council Member Tom Schwedhelm
1. CITY OF SANTA ROSA REVIEW OF HOMELESS SERVICE PROGRAMS
City will present a summary of the programs currently in place and
contemplated to assist those experiencing homelessness.

2. COUNTY OF SONOMA PRESENTATION
· County personnel will present a summary of the various Safety
Net Programs that assist those experiencing homelessness;
· County will review the Emergency Solutions Grant (ESG) shelter
program resource, the recent funding reductions, and the impact
to shelter services; and
· As the lead applicant, the County will review the No Place Like
Home new State program designed to assist people experiencing
both homelessness and mental health issues.

3. PUBLIC COMMENTS
David Prentice spoke regarding his experience working with the
addicted and mental illness; and spoke in support of faith-based
inclusiveness.
Madalyn Brasher spoke regarding concerns of how homelessness
is affecting her business and downtown businesses.
Patricia Hunstock spoke regarding the concerns of the homeless
encampments.
Debbie McKay spoke regarding in support of working in coordination
of neighboring cities.
Ronit Rubinoff, with Legal Aid, spoke regarding services offered to
the community.
George Uberti spoke regarding the housing urban development and
the auditing process.
James Kline spoke regarding the concerns of where to place the
homeless; and spoke in support of homeless encampments.

Steve Birdlebough, Co-chair of the Friends of the Homeless, spoke
in support of City and County efforts to build additional homes.
Edward Meisse spoke regarding in support of homeless
encampments and working with non-profits.
Terri Mitchell spoke regarding concerns of the services offered and
questioned if the homeless would use the services offered.
Johanna James spoke in support of Housing First; and spoke in
support of access to public restroom.
Adrienne Lauby spoke regarding the death of the homeless due to
natural causes; spoke in support of City and County collaboration;
and in support of homeless encampments.
June Michaels spoke in support of mental health services; and
spoke in support of access to public restroom.
Leslie Allyn spoke in support of providing the immediate and basic
needs to help the homeless.
Sandy Shootwell spoke in support of providing basic needs to the
homeless.
Susan Chunco spoke in support of providing basic needs and
services for the homeless.
Michael O'Toole spoke in support of the homeless encampments.
Mandy P spoke in support of providing access to basic needs and
services for the homeless.
Kevin Conway spoke in support of the family connection program.
Georgia Berland, Executive Officer of the Sonoma County Task
Force, spoke in support of First Sober Sonoma and the Homeless

Court programs.
Leah Marks spoke regarding the concerns of the homeless
encampments located nearby schools.
Nicolette Lafranchi spoke regarding the type of assistance provided
by the No Place Like Home initiative.
Peter Tscherneff spoke in support of placing the homeless in
permanent homes and providing services.
Dorothy Friberg spoke regarding the various issues that the
homeless struggles with.
Cecile Querubin spoke in support of the services provided for the
homeless.
Thomas Ells spoke in support of the inclusionary zoning and the
need of collaborative efforts to house the Santa Rosa Junior
College students.
Cynthia Roe spoke regarding the concerns of the Community
Housing Assistance Program.
Josh Silvers spoke regarding the concerns of the homeless
encampments; and spoke in support of the Palms Inn housing
program.
Celeste Austin spoke in support of providing basic needs and
services for the homeless.
Xavier Nazario, Board Member of the Community Advisory Board,
spoke regarding using vacant businesses as residential
conversions.

Hearing no further business, Mayor Coursey adjourned the special meeting at
