Vice Mayor Tibbetts concurred. REPORT ITEMS 14.1 REPORT - AUTHORIZATION TO SUBMIT REQUEST TO FEDERAL HIGHWAY ADMINISTRATION FOR INSTALLATION OF RED BUS ONLY PAVEMENT MARKINGS IN DOWNTOWN SANTA ROSA BACKGROUND: In response to concerns from the transit operators and transit service representatives, we are looking at ways to reduce the number of private vehicles that enter and navigate through the Transit Mall. The presence of unauthorized vehicles creates significant safety concerns for bus operators and pedestrians that would not expect to encounter private vehicles. The Transit Mall is regularly congested with buses from five different operators (CityBus, Sonoma County Transit, Golden Gate Transit, Mendocino Transit and Greyhound) that load/unload passengers against the curb and use the center lane to navigate in and out between the stopped busses. In addition, thousands of pedestrians traverse the Transit Mall attempting to catch their bus and transferring between buses. While we credit our professional bus operators for the limited number of incidents, there have been numerous close calls that could be avoided by providing City of Santa Rosa Regular Meeting Minutes Page 12 of 16 City Council Regular Meeting Minutes - Final July 18, 2017 better visual information to the public to limit unauthorized vehicles. There are currently large signs at both entrances noting “Do Not Enter”, “Authorized Vehicles Only” and “Bus Only”. Unfortunately, this messaging has proven to not be adequate. In that regard, staff has been researching alternative techniques to improve the visual recognition that this area is just for buses. RECOMMENDATION: It is recommended by the Transportation and Public Works Department that the Council, by motion, authorize the Director of Transportation and Public Works to submit a request for experimentation to California Traffic Control Devices Committee (CTCDC) and Federal Highway Administration (FHWA) to add red colored (BUS ONLY) pavement markings at two locations in downtown Santa Rosa. The significant change to the amendment and new agreement is a 3% increase in year 1, 3% increase in year 2, 2.5% increase in year 3, City contribution to applicable retirement funds, and a Short-Term Disability benefit extended to all unit members. RECOMMENDATION: It is recommended by the Human Resources Department and the City Manager’s Office that the Council, by resolution, (1) approve the Memorandum of Understanding for Unit 17 - Professional Attorneys for the period of July 1, 2017 through June 30, 2020; and, (2) amend the fiscal year FY 17/18 adopted budget to increase appropriations by $46,650 from the General Fund unassigned fund balance to cover the costs associated with this agreement. This resolution will provide for an amendment to the Wages, Hours and Working Conditions to be effective July 1, 2017 through June 30, 2020. The significant change to the agreement is a 3% increase in year 1, 3% in year 2, 2.5% in year 3, City contribution to applicable retirement funds, and a Short-Term Disability benefit extended to all unit members. RECOMMENDATION: The Human Resources Department and the City Manager’s Office recommend that the Council, by Resolution, (1) adopt the Wages, Hours and Other Terms and Conditions of Employment for Unit 10 - Executive Management, Unit 11 - Middle Management, and Unit 12 - Confidential for the period of July 1, 2017 through June 30, 2020; and, (2) amend the fiscal year FY 17/18 adopted budget to increase appropriations by $207,873.00 from the General Fund unassigned fund balance to cover the costs associated with these agreements. The significant change to the amendment and new agreement is a 3% increase in year 1, 3% increase in year 2, and a City contribution to the Retiree Health Stipend fund. RECOMMENDATION: The Human Resources Department and the City Manager’s Office recommend that the Council, by resolution, (1) approve the Memorandum of Understanding for Unit 9 - Police Safety Management, for the period of July 1, 2017 through June 30, 2019; and, (2) amend the fiscal year FY 17/18 adopted budget to increase appropriations by $233,885 from various funds’ unassigned fund balance to cover the costs associated with this agreement.
