SPECIAL MEETING
1. CALL TO ORDER AND ROLL CALL
Mayor Coursey called the special meeting to order at 4:07 p.m.
Present: 6 - Mayor Chris Coursey, Council Member Julie Combs, Council Member
Ernesto Olivares, Council Member Chris Rogers, Council Member
John Sawyer and Council Member Tom Schwedhelm
Absent: 1 - Vice Mayor Jack Tibbetts
2. PUBLIC COMMENT (Public Comment will be limited to the items listed on the
Special Meeting Agenda)
3. STAFF BRIEFINGS
3.1 FIRE RECOVERY UPDATE
Receive update on fire recovery efforts and consider next steps from
Sean McGlynn, City Manager, with reports from: Eric Lamoureux, Cal
OES; Robert Pesapane, FEMA; Paul Lowenthal, Assistant Fire Marshall
on Debris Removal Update; Rita Miller, Deputy Director, Environmental
Services, Water /Heaven Moore, Supervising Engineer, Water on
Environmental/Watershed; and David Guhin, Director Planning and
Economic Development on Housing.

Duane DeWitt spoke regarding the concerns of the board and
commission meetings schedule and the staff resources used.
David Harris spoke regarding rebuilding with fireproof materials.

Ed Nessinger spoke regarding the permit processes.
John Bly spoke regarding the need to clarify the right of entry
options to opt in versus to opt out.
Jessica Chavez spoke regarding the concerns of the right of entry
process.
Hans Herb spoke regarding the concerns of the commercial
properties and the need to clarify the right of entry process.
Thomas Ells spoke regarding the affects of the recent fires and the
footprint of the previous fires covering the same area.
4. CONSENT ITEMS
Approval of the Consent Agenda
A motion was made to waive reading of the text and adopt Consent Items
4.1 through 4.3. The motion carried by the following vote:
Yes: 6 - Mayor Coursey, Council Member Combs, Council Member Olivares,
Council Member Rogers, Council Member Sawyer and Council
Member Schwedhelm
Absent: 1 - Vice Mayor Tibbetts
4.1 MOTION - FEE WAIVER REQUESTS
RECOMMENDATION: It is recommended by the City Manager’s Office
that the Council, by motion, approve Fee Waiver Requests for Disaster
Related Activities taking place in the City, sponsored or approved by the
City, through December 31, 2017, and delegate approval authority to
the City Manager or designee.

4.2 RESOLUTION - TEMPORARY WAIVER OF PARKING FEES IN
CITY OWNED PARKING GARAGES FOR THE NOVEMBER 11,
2017 SANTA ROSA STRONG COMMUNITY EVENT

RECOMMENDATION: It is recommended by the Finance Department
that the Council, by resolution, authorize the temporary waiver of
parking fees in the City’s five public garages on November 11, 2017
from noon to 8 p.m. for the Santa Rosa Strong community event.

RESOLUTION NO. RES-2017-216 ENTITLED: RESOLUTION OF THE
COUNCIL OF THE CITY OF SANTA ROSA AUTHORIZING THE TEMPORARY
WAIVER OF GARAGE PARKING FEES ON NOVEMBER 11, 2017 BETWEEN
NOON AND 8 P.M. FOR THE SANTA ROSA STRONG COMMUNITY EVENT
4.3 RESOLUTION - AMENDED COOPERATIVE PURCHASE OF BUSES
RECOMMENDATION: It is recommended by the Transportation and
Public Works Department, that the Council, by resolution, authorize the
Purchasing Agent to issue an amendment to purchase order 154728 to
Creative Bus Sales, Inc. for the purchase of one additional bus in an
amount not to exceed $473,437, to be funded with existing state and
federal grants, and authorize the Director of Transportation and Public
Works or the Director’s designee to execute all documents necessary to
affect the purchase by the vendor’s upcoming deadline.

ELDORADO NATIONAL BUSES FROM CREATIVE BUS SALES, INC.
5. ADJOURNMENT OF MEETING
Hearing no further business, Mayor Coursey adjourned the Special
Meeting at 5:48 p.m. The next Regular Meeting of the City Council
will be held on November 14, 2017, at a time to be set by the Mayor.
