13. PUBLIC COMMENT ON NON-AGENDA MATTERS
Carolyn Epple requested for a fire permit, additional dumpster,
portable potty, and water services for two encampment sites.
Anne Seeley, Concerned Citizens for Santa Rosa, spoke in support
of a discussion on housing bonds.
Gregory Fearon spoke regarding the effort of funding portable
potties and requested assistance for approval from the Sonoma
County Community Development Commission.
Mikeal O'Toole spoke in support of homeless encampments.
Scott Wagner spoke in support of a safe parking program.
Sher Ennis requested that Council extend temporary housing zoning
boundaries passed the burned areas for the next two years and
direct staff to consider the use of modified storage containers as
temporary housing.
John Sugg spoke in support of amending the cannabis ordinance to
give local cannabis dispensaries the option to relocate.
Bob Hansen spoke in support of the city's efforts should be on
people who have lost their homes and suspend the Housing First
through the winter.
Jim Macken spoke regarding a phoenix art piece he created and
asked the Council if there was any interest in placing it around the
city.

14. REPORT ITEMS
14.1 REPORT - AMENDMENT TO GRANT AGREEMENT FOR
HOMELESS OUTREACH SERVICES TEAM (HOST) PROGRAM
BACKGROUND: Staff is seeking approval of an Amendment to Grant
Agreement for Homeless Outreach Services Team (HOST) Program
with Catholic Charities of the Diocese of Santa Rosa (Amendment), in
the amount of $20,000, bringing the total amount under the agreement
to $486,450 for Fiscal Year 2017/2018. The purpose of the additional
funding is to reimburse Catholic Charities for expenses incurred to
continue operation of the shelter at the Finley Community Center for a
one-week period and to assess shelter clients and develop a shelter
and/or or housing placement plan.
RECOMMENDATION: It is recommended by the Housing and
Community Services Department that the Council, by resolution,
approve an Amendment to Grant Agreement for Homeless Outreach
Services Team (HOST) Program with Catholic Charities of the Diocese
of Santa Rosa, in the amount of $20,000, bringing the total amount
under the agreement to $486,450 for Fiscal Year 2017/2018.

14.2 REPORT - SAFE PARKING PROGRAM
BACKGROUND: During the October 24 Council meeting, in light of the
recent wildfire events and subsequent proclamation of local emergency,
Council expressed interest in supporting Safe Parking, a former
County-sponsored program which concluded at the end of Fiscal Year
2016/2017. Staff has compiled preliminary information on Safe Parking
and is seeking confirmation from Council regarding its interest to
support a Safe Parking program.
RECOMMENDATION: It is recommended by the Housing and
Community Services Department that the Council, by motion, confirm its
interest in supporting a Safe Parking program.

14.3 REPORT - APPROVAL OF PROFESSIONAL SERVICE AGREEMENT
WITH BUREAU VERITAS NORTH AMERICA, INC. TO PERFORM
POST-FIRE RECOVERY AND REBUILDING ASSISTANCE
BACKGROUND: The recent devastating wildfires destroyed over 3,000
homes and 25 commercial buildings within the Santa Rosa City Limits.
Prior to the widespread destruction, the City was highly focused on
expanding its available housing stock. With the loss of homes due to
the fires, it is critical that the City create additional capacity to ensure
production of housing citywide while at the same time expeditiously
facilitating the rebuilding of destroyed homes and businesses. The
Planning and Economic Development department posted an RFP to
perform post-fire recovery and rebuilding assistance on November 8th,
2017. A review board analyzed all proposals and interviewed the top
candidates on November 15 and 16 2017. Bureau Veritas North
America, Inc. was selected unanimously by the selection board for a
2-year agreement for a total not to exceed amount of $8,886,160. The

total amount of the contract will be reimbursable in full by plan check
and inspection fees.
RECOMMENDATION: It is recommended by the Planning & Economic
Development Department that the Council, by Resolution, approve the
Professional Service Agreement with Bureau Veritas North America, Inc.
to perform post-fire recovery and rebuilding services for a two-year
period for a not to exceed amount of $8,886,160.

BACKGROUND: On September 28, 2017, the Planning Commission
adopted a resolution recommending the Council rezone the subject
parcel and approved a Conditional Use Permit for a Small Lot
Residential Subdivision and Tentative Parcel Map to allow the
development of two single family dwellings on two new residential lots
and to retain the existing single family dwelling on a remainder lot.
RECOMMENDATION: It is recommended by the Planning and
Economic Development Department that Council introduce an
Ordinance rezoning the property from RR-20 (Rural Residential) to
R-1-6 (Single Family Residential).

Economic Development Department that Council introduce an
Ordinance rezoning the property from RR-20 (Rural Residential) to
R-1-6 (Single Family Residential).
